No, not photoshop.
I think one of the sections is on a (very large) barge or attached to a crane and is being manouverd into position.

You can tell that the two sections are meant to be 'slotted together' like Lego bricks, which can only happen if at least one section is manouverable.

That's a fake image. Road painting is done after it is completed. And it is not being manouvered. Why would people be standing on the edge?

This picture has been misled, he is actually pretty smart, he is using the rain to wash his car, look at the soap foam near the front door. Water coming through the hoes is to get rid of the soap so its just an assistance.

Actually that happens quite frequently if there's dust in the air before the rain arrives. The rain droplets absorb the dust and become 'muddy' which stick to the car as the rain falls. When the rainwater dries, it leaves these 'muddy' deposits behind stuck to the car.
