No need for messiahs.
The system is not that hard to fix actually, it is not rocket science.
The first thing that needs to be done is to appoint a single chairman of the board who has vast experience of managing public or private sector organizations and has displayed excellent ability at managing people and funds. The chairman should be a person who is financially clean and has a track record of delivering in similar organizations. This alone will go a long way in alleviating some of our administrative and diplomatic issues.
The next thing that needs to be done is reduce the number of bureaucrats and administrators within the PCB. It is a cricket board for God's sake not a multi-national conglomerate. There is no need for hundreds of useless employees who are just there to gather paychecks and enjoy on taxpayers money. This will help the PCB in reducing it's operating expenses and make it an overall profitable organization.
The domestic system needs a complete turnaround. I'm in favour of harnessing the franchise system of the PSL and further developing it. For example allow Karachi Kings to manage all the domestic talent of the Karachi region and scout for fresh talent. The franchises can buy or transfer cricketers to other franchises based on their needs. The same cricketers who turn out for the KK in the domestics will then compete in the PSL but with the addition of foreign players. This will also go a long way in developing team loyalty for the domestic/PSL sides. The QeA trophy would be region based and would be a direct competition between the same sides that compete in the PSL. As we have seen with the PSL the sole aim of the franchises is to win and this will mean there will be more merit in selections and the TTFs won't be allowed to rule the roost based on connections. The franchises will also be stressed to emphasize on player fielding standards, diet management and development based on video analysis.
Apart from the five PSL sides we can have three more regional sides such as Sialkot, Faislabad and Rawalpindi that compete in the top tier of the QeA trophy. The second tier of the QeA can comprise of 10-12 other regions of the country, these regions will also be franchise based and the franchises will again have complete autonomy over the players they select or the coaches they hire. After every season the bottom ranked side of tier 1 gets demoted to tier 2 and took ranked side of tier 2 gets promoted. The PCB can sweeten the deal by having higher match prizes for tier 1 matches and heavy paycheck for victors of the QeA. This will force teams to always try to move up in the tiers and try and win the trophy.
Now that the franchises have taken over the job of player and team management the PCB can act as an overseer with the job of scheduling matches, providing transportation and lodging facilities and ensuring proper ground and playing conditions are provided. A minimum standard can be developed for playing conditions and quality of pitch/outfield/ball. This will ensure that the bowlers and batsmen that emerge with the best stats are truly those who have played well and deserve to be picked for the national side.
For selection to the national side a strict adherence needs to be made to stats. As I have stressed plenty of times on this forum, numbers do not lie. If a batsman is averaging 45 odd in domestics you can bet your bottom dollar that he would do better in internationals than a guy who is averaging 35 odd in the same domestic system, even though the latter may seem like the classiest batsman to walk on God's green earth. Sure you can look at the top three four performers in the domestics and make a distinction between them whether one will be successful or not, but to come into consideration a batsman must make it to the top five averaging bats after the domestic season.
Cricket is no longer the sport where you drive up to the village green on a sunny summer day, whack a few, and win the world cup. It is more science than sport now. Do all of the above and then we can start turning our team around and won't need any messiahs.
