Who will allow the audit to occur? The same people who clipped the wings of NAB? Same people who do not wish the declaration of foreign gifts? You are naive.

no, i mean its pretty obvious certain assets which are owned by politicians over seas would fall under the remit of frozen assets if those politicians were ever apprehended.

i can make a list of these assets and then have a baseline. but i honestly have no idea, when people bring up numbers like $10 billion or $100 billion what these numbers are made up off.

The Pakistan Tehreek-e-Insaf (PTI) has painted a bleak picture of the economy as it released a white paper on the economic situation of the country, blaming the PML-N-led coalition government of pushing the economy into a tailspin.

The white paper, which was unveiled on Tuesday at a ceremony in Lahore, said inflation had increased by 45 per cent during the last eight months under the coalition government.

Skyrocketing inflation and flawed policies of the PDM government have made life miserable for the masses, it said.

The opposition party in the document said all economic indicators including exports, remittances, foreign direct investment and others have deteriorated since the coalition government came into power in April last year.

Due to the shortage of dollars and depreciation of the rupee, hundreds of workers have been rendered unemployed as industrial units were forced to shut down their production plants, it added.

convert what with dollars? The country doesnt have any dollars inside the country to convert to. DOllars come from exports. Pakistan cant even do imports if they dont have the dollars.

They only have millions of rupees because they can print the currency, which is leading to the crippling inflation & further depreciating rupee against the dollar. Yeah, they can hold elections by printing more money, but that will have further impact on the forex currency.

If they had real money, they could have exchanged that in the interbank for dollars or somehow negotiated with their lenders to pay back their debt in local currency - but doubt anybody wants to touch the Pakistani rupee even with a barge pole.
 
Don’t think that anybody can control Pakistani economy’s downward trajectory. This will only end with bankruptcy.
 
All the weird decisions Pak is taking right now is very similar to Lanka 4 months before the default, the big difference is Pakistan's geo location and powerful allies from Arabs to China to America.

Economists would say that real estate prices going up in failing economy is clear case of bubble. If default happens, all bets are off.

The economic managers of the country on Wednesday termed the Pakistan Tehreek-e-Insaf’s (PTI) white paper on state of economy as “selective, misrepresented and devoid of economic context”.

It doesn’t work like that, they have access to China even bigger economy..

Access to Chinese market is always counter productive without negative trade balance, and also the route is limited, while Pakistan India border is easy access stretching thousands of kms.

people going economically back to the old days where instead of a tractor they are using a bull. Which is on cards since Millat tractors has ceased production and farmers can't afford diesel.

And instead of a petrol guzzling carry dabba they are using a donkey which can kept alive on straw and carrot and potato peelings.

Only saving grace maybe people having solar panels to generate some household electricity for basic appliance like fans or mobile phone to be charged

The rest of it is going back to the old days where people lived off the land and their animals just like afghanistan and Somalia etc people are kidding themselves if they think our situation is any better than those countries I would even say Afghans and Somalians are in a better physical state than most rural pakistanis who don't even have enough to eat and where majority of our rural population the children development both physically and mentally is stunted.

Amid a countrywide crisis, Punjab Chief Minister Parvez Elahi has doubled the official daily quota of wheat for flour mills to ensure their availability in the province.

The chief minister has also doubled the number of official flour sale points across Punjab.

A total of 1.84 million bags of 10-kg flour will be available daily across the province at the official rate.

The mills in Punjab would be provided with more than their demand for 26,000 tonnes of government wheat from Monday (today), significantly reducing the prices of private grains and flour.

Struggling with current account challenges and foreign exchange reserves, the ousted PTI government borrowed about $15.4 billion in foreign loans in the first nine months (July-March) of the current fiscal year, more than 70pc higher than the foreign loans it received in the comparable period last year.

In its monthly report on Foreign Economic Assistance, the Ministry of Economic Affairs said it received about $12.77bn foreign assistance in the first nine months (July-March) of the current fiscal year, almost 72pc higher than foreign loans it secured in the comparable period last year.

Expected something along those lines. The idea of Pakistan failing is a scary thought for anyone .

It won't fall as there are several worst economy still surviving. The problem would be internal and TTP can accelerate the capturing more parts of pakistan. Civil war is a real problem here. Only economy wont be the fall of pakistan but other factors could be.
 
Pakistan's Economy Facing One Of Its Worst Crises: Report

Pakistan's economy is currently facing one of its worst crises as the country's foreign exchange reserves have fallen to a critical level of USD 4.5 billion, warned The Federation of Pakistan Chambers of Commerce & Industry's (FPCCI) Businessmen Panel (BMP), according to Pakistan based The Frontier Post newspaper.

FPCCI former president and BMP Chairman Mian Anjum Nisar has said that the number is likely to drop further amid debt repayment obligations of more than USD 8 billion in the first quarter of 2023.

The country has made repayments of USD 600 million and USD 415 million to two Dubai-based commercial banks. According to reports, Pakistan after the loan repayments will be left with less than 25 days of import cover.

Pakistan has been reeling under economic distress due to fast-depleting foreign exchange reserves, weakening rupee, and worsening macroeconomic cues, said the former FPCCI president.

This comes as the gap between inter-bank and open-market US dollar rates has widened by over ₹ 24, highlighting the difference in how the greenback is being valued in two formal marketplaces in Pakistan, reported The Frontier Post newspaper.

Customers are being charged ₹ 50-60 to the US dollar for a transaction.

According to Mian Anjum Nisar, the current situation in Pakistan has forced commercial banks to be selective in opening LCs even for sectors such as healthcare, as it has been unable to open Letters of Credit (LCs) as per its usual banking cycle.

He said that economists are predicting an imminent humanitarian and healthcare crisis in Pakistan unless strict action is taken by the State Bank of Pakistan, Ministry of Finance and other institutions to avert the disaster.

A recent The Express Tribune report said that Pakistan citizens are left to bear the brunt of rulers' failed policies that resulted in historic inflation, jacked up petroleum prices, and devalued rupee, as well as warnings of impending bankruptcy among other things.

In what appears to be the country's closest brush with nightmarish default, the ruling parties found themselves bankrupt, both financially and intellectually amid Pakistan's economy facing a collapse.

Since the change of government in April, the parliament remained dysfunctional, assemblies were on the verge of being dissolved, terrorism reared its ugly head yet again, and political turmoil kept intensifying with each passing day, hurting the economy, reported The Express Tribune.

Amid all of this, it was the year of the rise of the populist narrative and the PML-N-led ruling alliance tried its best to avoid snap polls; even local bodies elections after seeing PTI's winning streak in by-elections and got itself labelled as the one running away from polls.

Throughout the year, the political elite failed to agree to play by any rules of the game amid the falling economic health of the country, reported The Express Tribune.

The government may impose taxes to the tune of Rs200 billion – with effect from next month – aimed at breaking a deadlock with the International Monetary Fund (IMF).

However, the current uncertain political situation in the country is causing a delay in taking a final decision in this regard.

The move came after the global money lender asked Pakistan to honour its commitments and take measures to bridge the revenue shortfall of nearly Rs220 billion that surfaced by the end of the first half (July-December) of the current fiscal year.

World Bank delays approval of $1.1bn for Pakistan

The World Bank has delayed the approval of two loans for Pakistan worth $1.1 billion until the next fiscal year pending some steps on the country’s energy debt and tariffs, a finance ministry source told Reuters on Wednesday.

The approval of the loans have been pending since June, said the source, declining to be named as they were not authorised to talk to the media. Pakistan’s next fiscal year starts in April.

“The major issue is the circular debt management plan in the energy sector and tariff revision,” said the source.

“These actions are pending on our side.” The World Bank and the finance ministry did not immediately respond to requests for comment.

Govt ready to meet all IMF demands to revive loan programme

ISLAMABAD: Conveying its willingness to accept all the four major conditions of the International Monetary Fund (IMF), the government on Thursday requested the lender to send its mission to Pakistan at the earliest, preferably next week, to conclude a long-awaited agreement to revive the loan programme.

“We have completed our workings on all four areas on the basis of our interactions on the sidelines of the Geneva conference,” a senior member of the government told Dawn after weeklong consultations, including at least two sessions presided over by Prime Minister Shehbaz Sharif through a video link from Lahore.

“We are ready to move ahead with reforms committed under the programme and we plan to implement all decisions during the course of talks with the proposed IMF mission,” the official said.

Pakistan’s textile industry is quickly slipping into a disastrous situation as it is losing credibility and market share among international buyers.

The $19.3 billion export-focused industry is expecting a downward trend in global shipments in the current fiscal year – 2022-23. Exporters say their loyal international customers are now reluctant and asking Pakistani suppliers whether or not they will be able to meet deadlines and ship orders on time.

Many exporters are also reluctant to book new orders as Pakistan is short of dollars and basic raw material including cotton, dyes and chemicals.

Different textile lobbies have warned that they will fail to meet the $25 billion export target, instead fearing a drop to around $16 billion in FY23.

In the first six months (Jul-Dec) of the current fiscal year, Pakistan’s textile exports dropped by $1 billion to $8.5 billion against $9.54 billion in the same period last year. In FY22, textile exports had gone up by a whopping 26%.

“These dropping export figures are due to the government’s apathy and we fear this crisis will deepen further in the coming weeks,” said Babar Khan, Chairman of Pakistan Hosiery Manufacturers and Exporters Association.

“We have to import almost everything, starting from cotton to buttons and zips in order to manufacture one single product. As the government is reluctant to clear the imported cargo stuck at Karachi Port, one can imagine what the textile sector’s future will look like,” said Khan.

According to exporters, the import raw cotton worth $1 translates into an export item worth $4 after value addition.

The production of cotton crop, however, which is the key raw material for textile products, has dropped by 45% this year. The industry needs 15 million bales of cotton to translate into an annual export revenue of $20 billion.

Pakistan has only produced 4.5 million bales this year. To bridge the shortfall, the textile industry has ordered 1.7 million bales of cotton from the US, of which 0.531 million bales have already been dispatched.

Interestingly, around 100,000 bales worth $300 million have reached Karachi Port but are waiting for a go-head from the authorities.

“The textile industry is left with only 60 days of raw material and if the imported cotton is not released timely, then the industry will completely shut down by the end of March. This will result in massive unemployment as 25 million people are associated with the sector,” cautioned Hamid Zaman, Chairman North Zone of the All-Pakistan Textile Mills Association (Aptma).

Pakistan fastest growing apps market worldwide in 2022: report

The number of apps downloaded by Pakistanis in 2022 rose by 35.4 per cent compared to the preceding year, making the country the fastest-growing apps market in the world, according to a report by Data Darbar, a private markets intelligence platform.

The growth rate, which had been 26.8pc in 2021 and jumped to 35.4pc last year, was almost three times that of the next country on the list — China. The growth rates of the next three countries — India, Mexico and Indonesia — were below 10pc.

However, in absolute terms, Pakistan was ranked ninth, up three spots from the preceding year.

“With 3.5 billion downloads, Pakistan was ahead of all comparable markets except for Indonesia. That trend replicated on other metrics: the Southeast Asian nation had both the highest number of publishers and locally made apps,” the report added.

Pakistanis used mobile apps for 161bn hours in 2022, according to the report, placing the country sixth worldwide.

“Pakistan was only second to Indonesia in terms of the number of outstanding active apps by local publishers. However, in terms of traction and usage, very few of the locally developed apps make it to the top charts in Pakistani.”

WhatsApp Business was the most downloaded app according to the report, followed by Snapchat, WhatsApp Messenger, Capcut and TikTok. Among locally developed apps, Easypaisa was the most downloaded, followed by Jazz, Jazz Cash, Zong and Universal Remote TV.

So for example if you get a cheif who decides things must change, within months everything will change..hence why khan keeps saying this to them..

‘We’re desperately poor,’ ex Pakistan finance minister on country’s economic crisis

New Delhi: Pakistan’s economic problems stem from its “ineffective governance”, poor education and unsatisfactory law and order, the country’s former finance minister Miftah Ismail said in a webinar Wednesday.

Ismail also said Pakistan has done nothing in the last 20 years to enforce population control, unlike other Islamic societies like Bangladesh, Tunisia and Iran.

The former minister was speaking at a webinar titled “Pakistan Economic Crisis”, which was organised by the Brookings Institution. Pakistani-American economist Atif Mian also participated in the event, discussing the roots of Pakistan’s challenges and the future of its economy.

“This country has done nothing in the last 20 years for population control,” Ismail said.

“In terms of our competitiveness, our exports to GDP has been going down since the last 20 years. It was 16 percent, now it’s 9 percent,” he said.

Pakistan is currently in dire straits, due to a crisis in balance of payments and high external debt. Inflation has risen to a 48-year high and the government is in talks with the International Monetary Fund (IMF) for a bailout.

Asked why seeking IMF bailouts was a recurring phenomenon for Pakistan, Ismail attributed it to “ineffective governance”, poverty and poor education.

“I think about 60 percent of Pakistanis have families earning less than 40,000 rupees per month. We are desperately poor,” he said.

Incidentally, the IMF on Thursday rejected Islamabad’s proposed circular debt management plan and instead urged authorities to hike electricity tariff to prevent losses in the cash-strapped power sector.

‘Can’t export IT services like India’
Ismail said Pakistan’s poor education system was behind its inability to export IT services like India.

“We can’t compete with the rest of the world and we aren’t training the youth. So many Pakistanis bemoan the fact that we can’t export IT whereas a lot of IT is exported from India – about $150 billion or so and we have maybe $2-3 billion,” he said. This is because Pakistan does not have “good universities and schools teaching IT”, he added.

Pakistan’s foreign exchange reserves have so far plunged to approximately $4.3 billion, the lowest since 2014.

‘Economic costs of war in Afghanistan’

According to Ismail, the Pakistani government should focus on joining the IMF programme to avoid default, after which it should come up with ways to increase forex reserves through export growth.

“Every year, we will have to return $25 billion to foreigners. So far, what we do is borrow from Country A to return to Country B. This can’t go on. We have to come up with ways to earn foreign exchange and I know of nothing else than increasing exports,” he said.

He pointed out how the law and order situation in Pakistan has posed a hindrance to foreign direct investment (FDI) and export growth.

“If you don’t have foreigners coming to Pakistan, how can you get FDI and export? We’ve had problems with law and order for the last 20 to 25 years,” he said.

He added the war in Afghanistan had also harmed Pakistan’s economic growth.

“Bangladesh and India are not Afghanistan’s immediate neighbours. But the effect of the war in Afghanistan has really been very pernicious on Pakistan. When we went into these wars we thought, ‘Okay, Western countries will write off our debts’. But these things have cost us a lot in terms of our economic growth,” he said.

Acceding to another demand of the International Monetary Fund (IMF), the government has finally allowed banks access to asset declarations of civil servants of BS17-22 as a prior condition for the opening of bank accounts as part of good governance and anti-corruption measures.

Banks will access the asset data of federal employees in the first phase at the time of opening bank accounts, a senior tax official told Dawn on Thursday. The conditionality is expected to extend to provincial employees as well in the next phase.

The official further said that access to assets has no revenue implications. This is a due diligence measure under the anti-money laundering act 2010. However, the banks will keep the information confidential from the public and will not release it at any cost to the general public.

It was an IMF structural conditionality that was agreed upon in the year 2018 that banks are allowed access to the asset declaration of civil servants. In this regard, the Federal Board of Revenue engaged banks before finalising the rules for the purpose.

On the second day of the make-or-break talks with the IMF, the FBR notified rules to be called the Sharing of Declaration of Assets of Civil Servants Rules 2023 through SRO80 of 2023. These rules will apply to federal employees only except the members of the judiciary and armed forces.

Political stability is big issue. No political party is strong enough to take fall out of tough decisions. Army can do that but army rule will create another set of issues. A coalition of Army and top 3 parties might be best solution.
 
LHC order suspended: SC allows FBR to collect 50pc supertax on big companies

The Supreme Court on Monday allowed the Federal Board of Revenue (FBR) to recover within a week the 50 percent supertax imposed on big companies earning over Rs150 million.

A two-member bench of the apex court, comprising Chief Justice Umer Ata Bandial and Justice Athar Minanallah, heard the appeals of the Federal Board of Revenue (FBR) against the interim order passed by the Lahore High Court (LHC).

Appearing on notice, Salman Akram Raja, counsel for the FBR, submitted before the court that the learned Lahore High Court (LHC) through an interim order had restrained the FBR from such recoveries while the final decision is yet to come in this regard.

However, counsel for the respondents contended that the government’s supertax on corporations was unconstitutional. After suspending the interim order of the learned High Court of Lahore, the Supreme Court allowed the Federal Board of Revenue to recover 50 percent of the supertax from these industries within a week.

The government had imposed a supertax on companies earning more than Rs 150 million last year. Cement industries, steel, sugar, oil and gas, fertilizers, textiles, automobiles, tobacco, and other companies were among them.

Don't think so. If Army general and elites are still having the country instead of the other way round, they would have invented some other reason for the gravy train to continue. The Kashmir issue exists because there are vested interests on both side who will like it to continue for their financial and political interests.

MD Georgieva asks Islamabad not to get into a ‘dangerous place’ of debt restructuring

International Monetary Fund (IMF) Managing Director Kristalina Georgieva has said that her ‘heart goes out to the people of Pakistan’ but stressed the need for the Pakistani government to collect higher taxes by withdrawing subsidies to the rich.

Speaking to the German state broadcaster, Deutsche Welle, on the fringes of the Munich Security Conference, Georgieva acknowledged that Pakistan had been ravaged by the unprecedented floods last year.

She told the broadcaster that the IMF had asked Pakistan to take steps to function as a country and not to get into a “dangerous place” where the country’s debt needed to be restructured.

"Number 1 – tax revenues. Those who can, those that are making good money, public sector, private sector, they need to contribute to the economy,” she said, highlighting the two points that the IMF emphasised vis-a-vis Pakistan.

“And secondly, to have a fairer distribution of the pressure by moving subsidies only towards the people who really need it. It should not be like the wealthy benefit from subsidies. It should be the poor who benefit from them," she added.

Earlier this month, the relevant Pakistani officials and the IMF staff concluded the ninth review of the $6.5 billion bailout package without a staff-level agreement. However, both sides agreed to a set of measures that could still help clinch the deal.

Hopes rekindle for $2b Chinese loans
Islamabad, Beijing reach deal for $700m commercial loan

Pakistan and China have reached a deal for a $700 million commercial loan, reviving prospects for a total of $2 billion injection from the friendly country -- a move that might temporarily stabilise the extremely thin foreign currency reserves until the International Monetary Fund (IMF) money started pouring in.

The development came days before Pakistan was scheduled to return another $300 million Chinese commercial loan.

The agreement for the $700 million loan between Pakistan and the China Development Bank was reached at the weekend.

According to officials, the money is expected to be transferred this week.
“One loan will be rolled over in a day or two,” said Finance Secretary Hamed Yaqoob Sheikh on Tuesday.

He was responding to a question during a meeting of the National Assembly Standing Committee on Finance.

The secretary did not clarify the origin of the money and the amount of the loan but sources said the agreement was reached with the Chinese bank at the weekend.

The finance secretary further said another rollover was expected within this week -- in a veiled reference to the loans being given by the Industrial and Commercial Bank of China (ICBC).

Pakistan had also paid back a total of $1.3 billion for two commercial loans to the ICBC over two months ago in the hope of receiving back the money immediately.
However, the ICBC did not refinance the two separate facilities -- $800 million and $500 million -- which contributed to a significant reduction in the country’s foreign exchange reserves.

This time, the Chinese commercial banks took a longer time in finalising the new agreements because of certain complexities involved in these transactions and the bilateral relations.

It is now expected that the ICBC would reimburse one loan this month and the second one in March.

Pakistan’s gross official foreign exchange reserves stood at $3.2 billion as of last week, which may plunge further in the absence of any new foreign loan.

Although Minister of State for Finance Dr Aisha Pasha hoped that the staff-level agreement with the IMF might be reached this week, it would still take another one and a half months before the global lender called a board meeting and approved the $1.1 billion tranche.

Agree. When you think of Pakistan, think of Uttar Pradesh. Same population, same HDI, same GINI coefficients, same GDP per capita etc. etc. The thought of Uttar Pradesh failing will rumble India. Likewise, if Pakistan were to collapse, they will rock South Asia as a whole. They are no puny Sri Lanka.

Uttar Pradesh is being supported by the rest of India. No such luck for Pakistan.

The worst nightmare is the refugee crisis that will hit India if Pakistan collapses. I'm surprised that the Pak establishment hasn't used this to blackmail India.

I think Pakistan is best ruled by its Army.

Just look at history. They have been at their best and most prosperous only under military rule. Every civilian government has been a disaster.

Khan pointed out that Pakistan doesn't collect sufficient taxes, resulting in an outflow of dollars that exceeds the inflow. He said that if exports increase, the inflow of dollars would also increase. He also urged the need for a complete revamp of governance to achieve economic prosperity.

The deposed premier stated that a "surgery" was needed in Pakistan to put the house in order, and if that were done, overseas Pakistanis would bring their dollars to the country. He suggested incentivising overseas Pakistanis to invest and proposed VIP status for exporters.

The PTI chief highlighted the IT and tourism sectors' growth during his party’s tenure and emphasised increasing productivity in the agriculture sector. He also proposed restructuring all government corporations, including Pakistan International Airlines (PIA).

According to Khan, only 2.5 million Pakistanis out of 220 million people pay taxes. He stressed the need to increase the tax base to achieve progress, and PTI collected record taxes during its tenure. Khan also said that the PTI government introduced health cards, which the current government has stopped, but his party would revive the initiative.

Khan proposed giving loans to young people to start businesses and reviving the mortgage scheme, which the PTI government introduced for the first time in Pakistan's history.
