It's the nature of the game - you have to go after the bowling. Also, the quality of spin play has gone down considerably - most of the batsmen these days try to swing bat with brutal force rather than using foot work against spinners. It works often for the quality of bat these days and the size of T20 boundaries, but it makes batsmen more vulnerable as well. I believe spinners are getting lots of wickets which making their average & Strike rate better, but don't think their economy is that good.
AND FINALLY - apart from PAK, I am not sure which other team consistently plays their top pacers in T20s, for the work-load balance. PAK played Shaheen in all 3 T20s after a 3 Test series, which is unthinkable even for associates to be honest - this means, average quality of pacers in T20 is lower than spinners for respective countries. Had every team picked their first choice pacers for every or most games, I am sure this table would have been different, but still spinner will always dominate T20s for the nature of the game.
