If I remember correctly Sethi or Shahryar last time said that 6th team will be from Kashmir Region, Then all five existing franchises opposed the idea. But given over wheleming popularity of PSL, Next season Kashmiri team will be a must

The boards of those countries don't have to be involve. They just need to market the teams as such even if the owners are Pakistani.
