So which nation is the most talented in terms of churning out cricketers of high quality?
For me, it would be SA and NZ.
South African cricket has been plagued by quota system and previously Kolpak deals yet it never became short of talent. Despite the retirements of ATGs like Steyn, Kallis, Smith, Pollock, Donald, AB etc SA has never for once struggled to put a competitive team out. In addition, South African cricket is probably the one that's been affected the most for player exodus as it has kept providing cricketers to county cricket.
The other pick for me would be NZ cricket solely because of the meagre population it has and yet never seems drained of talent. You could argue that they have a very good development system but I think NZ is the least populated country of the test playing nations yet it has been a consistently good side since the 90s.
