I can think of quite a few, especially South Africans and couple of Indians.

Possibly Inzamam.
From this era of cricket :-
-ABD for sure
-Amla
-Kohli if he doesn't perform in knockouts in the 2 or so ODI world cups he has left in him
These are the players that need to up their game in knockouts and win their team the world cup if they are to further cement their legacy.
AB performed in the knockout, the other two did not.
Waqar Younis is most defnitely an ATG in ODIs. Amla is not.Hashim Amla and Waqar Younis
M Crowe,Ambrose,Anwar,Lara,waqar,dravid,ganguly,afridi,Donald
I think the question is about players not performing in the world cup and not about winning it. M Crowe was the highest run scorer in 1992 WC for NZ. He also scored 90 odd in the semis which NZ lost. Lara has some memorable innings in the WC like the hundred against SA in the 1996 WC quarter-finals. Ganguly has a good record in the WC, Donald has 38 wickets at 24 in World cups, Rahul Dravid was India's highest run-getter in 1999 WC etc.
