This topic has been debated intensely but would like to add my $0.02 to it.
Lets face it - UAE is not our home and never will be. It does not represent our culture, our country or our fanbase whereas Lahore does.
Although Lahore was hit by multiple terror incidents in the last few weeks but the message has to be that will not bow down to them or let them win. PCB is doing a good job to push it through despite the setbacks.
Although our players are obviously not foreigners but they are still international calibre players who attract a lot of attention. A successful final will send a strong signal that high profile people can successfully perform on a major event in Pakistan. Whilst some may not be convinced - atleast it will set a precedence in front of the ICC and other foreign institutions that we have the capability to host such an event as other nations do.
We have to start somewhere and this is a good opportunity - just like the Zimbabwe series was. I am not expecting any miracles in that suddenly Aus, NZ, Eng, SAF etc. will suddenly start touring us but smaller steps still have to be taken to move forward - it is the right way to go before full international cricket can return in a few years.
If the PSL final is a success we have to take continue to take more steps in the right direction - possibly like hosting the final and the 2nd qualifier in Pakistan next year.
I hate to bring this up but police offers / security who died protecting players did it for a reason and cause and they would have wanted normal life to continue in Pakistan when they made that sacrifice. It is the most fitting way to honor them IMO.
Small baby steps are needed and this is the right way to go.
