Why is it so hard for Pakistani coaches and selectors to realize that different formats exist?

So there are 3 formats in cricket but the international coaches and selectors in PK don't seem to know that a player does not necessarily have to be good in all 3. Rahat ali can't land the same bowl in an over but he is playing tests to break sami's record. i love sami as an odi bowler and his stats say the same, he was good in odis. amir sucks in tests and says from his mouth i want to limit them. babar azam is a decent loi batsman but we want to turn him into a test batsman, has shown limited success. wahab is a good test bowler in dead conditions but he is dropped there. it seems that there is no planning or no brain present. shahzad is averaging 40 in tests but he comes back in t20s, fails and gets dropped and we have guys avg 25 playing and then we lose to sl. I mean how hard is to to realize this fact that PK is a big nation with enough good players to make separate teams for each format. why are they destroying the careers of players by playing them in the wrong format and then dropping them when they fail. i think we also need a separate coach for tests really bc ma has no clue what he is doing there. we lost against sl only bc of not playing 2 spinners there for the first time in 10 years, i mean it doesn't take a genius to figure that out but i guess when getting payed 200k+, it becomes difficult to make such easy decisions.
 
Unfortunately PCB and its management will take same players for all 3 formats, and if anyone fail in one format will be kicked out all 3 formats. Tha't how PCB burns its crucial players ahead of big matches.
