Arent the security personnel of BD and ICC supposed to do the assessment? What do players and team management has to do with the assessment of the situation?

Also if Srl can tour, BD's own women and Junior teams can tour, so many foreign players can come for PSL than I am not sure exactly what assessment do they want. Tamim and co just escaped the firing in NZ mosque so what analysis they did before going to NZ and what will they do in future. These kind of things are happening all around, world cricket needs to let go of this artificial security hype around Pak because of an incident 10 years ago. A lot of tournaments of other sports and number of other athletes have come in and they were all treated well and nothing like that happened afterwards.

Best I can tell, PCB is not begging here. They are issuing an ultimatum- Tour or not-it is BCB's choice! There are no further arguments that stand. SRL has toured safely. Multiple teams have toured for T20Is and ODIs without a problem. Plain and simple.
If BCB doesn't want to tour, after every piece of evidence has proven that Pakistan is safe for Test cricket, then it's on them. Pakistan has done the hard yards to show they are ready.
As far as the facilities argument, I disagree. Every other board has had the benefit of ticket and sponsorship revenue to help maintain their grounds, while PCB has been renting in the UAE. It's not the "same share", Pakistan has been relying on their revenue share from the ICC and whatever they can get from matches in the UAE.

Bangladesh need quality test cricket at the moment and they are not getting any. Pakistan would eventually go on and hold PSL with several foreign players, and south African and MCC team in Pakistan.

The Bangladesh Cricket Board (BCB) CEO Nizamuddin Chowdhury yesterday said that the board were standing firm on its stance of playing the two Tests of a scheduled Pakistan tour next month at a neutral venue, a day after Pakistan Cricket Board (PCB) chairman Ehsan Mani declared that there was ‘absolutely no doubt’ Pakistan would play all home series in the country going forward.

“We stand firm on our ground. We only want to play T20Is in Pakistan. The stakeholders related to the series do not want us to play longer-version cricket in Pakistan,” Nizamuddin told The Daily Star yesterday.

“Actually, we have no other option here. We can play the T20Is but if we are to play Tests then it should be in a neutral venue.”

Another BCB source revealed that the decision of playing Tests in Pakistan also depended on how the players find the situation when on tour for a short T20I series.

“It also depends on how the players take it. I think they need to see for themselves how it goes for a T20I series and then they need to want to stay for a longer period. Even Sri Lanka and West Indies had toured Pakistan for T20I series first before Sri Lanka decided to play Tests,” said the BCB source.

Before the recent two-Test series between Pakistan and Sri Lanka, there has not been any Test cricket in Pakistan since a Sri Lanka team bus was attacked by terrorists in 2009 in Lahore.

The PCB Chairman Mani had also said that he would not hesitate to go to International Cricket Council (ICC) if a team refuses to travel without proper reason.

“We would absolutely have the right to dispute such a decision with the ICC. I don’t want to say too much, because our discussions with the BCB are ongoing. When they formally tell us what decision they’ve taken, we’ll see what we need to do,” Mani said.

However, countering that, the BCB source also mentioned that when it comes to bilateral series discussions, the ICC actually has very little influence over the matter.

“We were a bit surprised with the BCB chairman’s comments because in any bilateral series, the ICC have very little to do in terms of involvement. Since communications are ongoing with the PCB, it would be better if he would abstain from making such comments,” a BCB official, seeking annoymity said.

However, the official also added that they have strong reasons not to consider the Test this time around.

In this article alone, the CEO and 'source' are saying different things. Can they make up their minds? Tour is supposed to be in less than a month's time.

Exactly!!!!! But PCB is PCB.May be they will bend to accommodate BCB. After T20 series BCB will demand to play in UAE and PCB will agree with that
 
We actually don't have any leverage here. Sri Lanka were incredibly kind to send their test team over, but there's literally no way Pakistan can expect the same courtesy from any other test playing nation except maybe the Windies and probably Ireland.

Yes, Aamir is right that Bangladesh appear to have forgotten what we did for them in the past. But the sad truth of the matter is that we have little to offer them today. On the other hand, their Indian overlords can and will give them a whole lot more if they play ball.
 
If bangladesh want to play childish gsmes and want tour on neutral venue then BCB should foot the hosting costs. Dont see why pakistan should keep losing out financially.
 
PCB should approach this in a mature manner. Yes BCB Should have sent the team for tests and it is very poor form to play games. They had the opportunity to develop good will with PCB but have squandered it.
But still, PCB should accept the offer of playing T20 now and tests can come later when BCB is ready. Hopefully the boards mature up after the T20 series.
 
PCB should accept T20 's because at the moment they are in no position to demand from guests. I would say continue with their efforts bringing International cricket back to home, when situation on pointstable spice up, teams will come definately in the fear of loosing ICC Test Champions points :)
 
Firstly BD needs to provide solid reasoning for not touring and if they cant ICC should be the one handling this issue. If they want to play on neutral venue, they should bear the burden as its their request or if not then they should forfeit. Pak cant keep on bearing the expenses of neutral venue.

Most matches earn though media rights, not window collection. The media rights remain with Pakistan so there’s no loss. In any case, even in Pakistan, Window collection for test matches is expected to be a big fat zero as no one comes to stadium to watch the match even if tickets are given free.

Visitors will anyway pay for hotel/food/travel whether they stay in Karachi or Dubai, so where the case of Pakistan asking BD to share the cost of the match is outside Pak. If the match is in Dubai, probably more Bangla, Indians and even Brits can buy tickets to watch an international match. Even Pak team has to stay in a hotel so it does not matter whether in Karachi or Dubai. the latter probably has better hotels or social
life for even Pakistanis.

The only additional cost is stadium rent fee. I can’t imagine that PCB is so bankrupt that it can pay a few lakh rupees rent for UAE stadium usage. BCB can probably fund this rent, if PCB is finding it difficult to spare a few lakh PKRs.

Thanks for the link but how? Besides the stadium, there’s no other additional cost. Dubai hotels are cheaper than Karachi. Also the huge security cost is saved when matches are held outside. Every test match in Pak has to be given presidential security with 40+ bullet proof APCs, traffic control, agencies to provide covert cover, hotel lockdown and 24x7 helicopter watch. All this cost will be saved.

I can understand that PCB and Pak players and fans will like matches in Pakistan but it’s hardly a money issue. PCB is trying to foist its financial incompetence on this excuse.

PCB is hard done by India not playing ball in the last 10 years. Playing outside Pak hardly had any additional cost.

"So there’s huge financial ramifications for us and even more reason for us to not play in the UAE. We played Australia recently in a five ODI series and it cost us nearly $2 million to host that — we can’t sustain that moving forward. Hence it’s critical we get back to Pakistan particularly if we can’t play India."

He said this in a recent interview so it's probably the cost of using the stadiums that is the main issue.
 
Why can't PCB arrange a mini ODI domestic tournament with sporting pitch. 8 teams in 2 groups. Play each other twice. Top 2 teams from each group make semi.
PCB did enough begging and no point to be childish to complain to ICC make fool of themselves. Leave it to BCB. If they don't want to come go ahead with the tournament. Also select players based on merit and don't let Misbah in any team's squad selection.
 
Amid all the uncertainty surrounding Bangladesh's tour of Pakistan in January 2020, it had seemed that the Tigers would be playing the T20Is while opting to play the Tests later or at a neutral venue, but Bangladesh Cricket Board (BCB) President Nazmul Hassan hinted today that even the T20Is may be in doubt. Hassan spoke to reporters and informed that Bangladesh will only be able to play the T20 series in Pakistan but even that will depend on whether the board can form a good team for the tour given that many of the players and coaching staff are unwilling to travel to Pakistan.

The BCB president said that talks were still ongoing with the players as the board prepares to form the T20 squad. Bangladesh are unwilling to play the Test series in Pakistan at the moment. He also said that there were no doubts about the security system in Pakistan.

“The biggest thing is that there is no room for doubt over the security system being provided by Pakistan. I went there myself and the women’s team was there as well and also the U-16 team. The feedback we received from them was that the security system is good,” Hassan said.

He also mentioned that many of the players and the foreign coaching staff do not want to go to Pakistan. “Many of the coaching staff has already informed us that they don’t want to go. Some of them have said that they do want to go but only for a short period; only a handful though wanted that as most of the foreign staff do not want to go.

“From what I understood from talking to the players, some of them do not want to go. Others were willing to go only for a short period of time. I wanted to know why and understand their mindset.

“One of the factors in their decision was their families. Many in their families are very anxious about the Pakistan series. The second factor is how long they can prevail in such a security environment. It is fully secure and very much a closed-off environment. This is what the majority of the players are saying. They do not want to stay that long under such a security environment. Those who have wanted to go, said that they want to go and play the T20s and return inside one week,” BCB president informed.

Under such circumstances, the BCB are likely to find it difficult to put together a full-strength side for the T20I series in Pakistan. Hassan said that their decision will rest on whether they can manage to form a good side while also citing that they are waiting for all the security clearance from the government agencies.

International cricket in Pakistan had stalled for six years after the Sri Lankan team bus came under terrorist attack in Lahore in 2009. Since 2015, teams like Zimbabwe, West Indies, Afghanistan and Sri Lanka have played the odd short series in the country. Only recently had Test cricket returned with Sri Lanka completing a two-Test series in Rawalpindi and Karachi earlier this month.

“We have already communicated [to the PCB] that we are trying to send a team for the T20s if the players are willing.

“If the players and the staff are willing and we can manage to form a good team, then we will send our team. Some of our star players have said that they don't even want to play the T20s. We are awaiting government clearances. We have already gotten approval from one section and awaiting other instructions. We need clearance from the security agencies.

“One thing is certain, we won’t force any player to go,” he said.

The Test series is part of the World Test Championship. It can't simply be cancelled without any ramifications.

Mahmudullah, Mohammad Saifuddin, Mustafizur Rahman, Tamim Iqbal, Abul Hasan, Afif Hossain, Al Amin Hossain, Alok Kapali, Aminul Islam, Litton Das, Mehdy Hasan Miraz, Mohammad Mithun, Mosaddek Hossain, Taskin Ahmed, Abu Hider, Anamul Haque, Farhad Reza, Imrul Kayes, Muktar Ali, Sabbir Rehman, Saif Hasan.

^ All these guys signed up for PSL in Pakistan this season which is one month long. :)

It looks tough that BCB will send its team to Pakistan. This will be hard pill to digest for Pakistan especially after successfully hosting SL series.

BCB is delaying anything official to let their tamasha league Bpl to go smoothly. They'll not send their team to Pakistan to satisfy their ego of saying no to Pakistan.

Exactly!!!!! PCB will not getting any benefit by sticking with India. Also they shouldn't play with India in ICC tournaments as well. Why should we play with them according to their wish,

Its not just the hotels. Cost of getting the stadium along with every other expense is just too much of a financial burden. UAE charges hefty amount of money for the stadiums they have been giving. I am not sure if media rights of tests are big enough to make such costs bearable year after year. This arrangement was gonna be ended someday.

So its not few lakhs rather amount goes in millions of dollars which is extra in comparable to having that series in a Pakistan. If a team has issue even now with Pak being completely safe for holding the series than they should be spending the money from their wallet for the luxury that stadiums in UAE are.

I am now debating rights of BCB to not visit. Perception of security is personal. As an individual I may feel pretty safe visiting any nation but when I represent my country, the risk goes up.

It seems UAE does change more for stadium used, probably the staff and equipment cost as well as for providing food, press, camera facilities.

The option Pakistan has is for Mani to visit Bangladesh and have heart-to-heart talk. Providing random comments on TV or twitter is not going to help, making things even worse.

BCB president missing the trick here in my opinion as this was an oppurtunity for them to play test cricket against a decent side which I am not sure if they have an oppurtunity this year. Pak is not likely to play this series anywhere else.

Others boards are taking advantage of our board due to our top official unprofessional/lack of skill attitude for last 15 years including the current regime.
Even last year Afghanistan got away with rude comments about our board mixing with politics, BCB is playing hide and seek game for quite sometime with the help of powerful board behind them.
So these boards whenever they want something PCB without asking for apology quickly helps them.

Ind,Aus, Eng and SA don't ever play BD much of a test cricket yet they have this audacity to refuse to tour us despite all the security clearance and successful leg of SL tour.

PCB shouldn't bother about neautral as BD is not good enough to waste so much money for a test series in UAE.

Again, one side is to blame for the 'antics'. The tour is supposed to start in ~3-4 weeks and they are still making all kinds of feeble excuses without actually deciding once and for all.

Others boards are taking advantage of our board due to our top official unprofessional/lack of skill attitude for last 15 years including the current regime.
Even last year Afghanistan got away with rude comments about our board mixing with politics, BCB is playing hide and seek game for quite sometime with the help of powerful board behind them.
So these boards whenever they want something PCB without asking for apology quickly helps them.

PCB is run by jokers. Why do they allow Pakistani players to participate in the BPL despite this pathetic mentality shown by BCB? They should cut their ties with BCB as much as possible.

Even I blame Mani and Wasim Khan along with Misbah and Azhar for making unnecessary statements. These 4 guys are too unprofessional along with no brain.

life is so unfair. Bangladesh a team India didn't play test cricket with for over a decade is refusing to tour us and following India even though it was Pakistan who nurtured their cricket by giving them so many tours.

And this so many tours theory,

BD started test cricket in 1999-2000 season.

Pakistan has not hosted any test cricket since 2009 till last week. So how many test tours exactly?

Rather SL has given them a lot of tours.

I have been away for a while. Looks like BCB and PCB are having some issues.

I personally think that BCB should be clear with PCB and they should end this saga quickly. Tour or no tour, don't keep it hanging. Let PCB know what you want to do so that everyone can move on.

Pakistan seem safe but I can see why BCB may look to reject Test games. It is because of 2 reasons -

1) BD coaching staffs aren't interested in coming to Pakistan. Head coach Domingo and other staffs have already said they aren't coming. BD can't just come without coaches and other staffs. Professional sports don't work like that.

2) Some players aren't comfortable. We have some Hindu players. We can't force any player to tour at the end of the day. Also, coming to Pakistan with a weak XI makes no sense as we don't have a great bench strength.

PCB can of course try to take the matter to ICC but I have a feeling ICC will rule in favor of Bangladesh. ICC has never forced any team (doesn't matter whether minnow or not) to tour a particular country and I don't think that will change.

Also, PCB needs to be a bit more diplomatic. They are trying to bully BCB but it is unlikely to work. You can scream minnow all you want but at the end of the day, PCB don't have the leverage or influence to bully any cricket board (including BCB).

Bullying, trying to arm twist by threatening to get ICC involved, arrogantly reminding them how deep they are buried under PCB's debt etc are antics and I am being at my generous best.
 
BCB president missing the trick here in my opinion as this was an oppurtunity for them to play test cricket against a decent side which I am not sure if they have an oppurtunity this year. Pak is not likely to play this series anywhere else.

Where is the bullying? PCB stated that they want BCB to give their reasons for not touring. They said that it can be taken to the Dispute Resolution Committee and what is wrong with that? PCB don't want to go to a neutral venue and BCB are insisting on it, so it looks like that's the direction we are going in. There's no aspect of bullying in that, the DRC exists exactly for such purposes. No one from PCB said anything about being under PCB's debt, etc.

Since I have no idea what the situation in BD I refrained from commenting much here. But your summary has legit reasons.

You have a very good point. PSL obviously pays more. Test pays peanuts. It is probably why some of them may not want to come.

Whatever the case is, no player can be forced. They can be offered but if they decline, not much can be done.
 
The Bangladesh players families want a free tour to Dubai for shopping, fully paid for by PCB. Has nothing to do with security as they were ready to come for PSL.
If they want a shopping trip to Dubai,BCB can pay for it. Not PCB.
