Looks like much ado about nothing.

It's clear what PCB are doing. They did the same with Junaid and Shaheen. Although the latter was rested rather than dropped.

As an overall cricketer, Shadab is undoubtedly better. Comfortably better batsman and fielder, also has massive potential to improve as a leggie.

In a 3 Test series, out of 16, as many as 6 players (Haris, Abbas, Fakhar, Shadab, Shaheen & now Yasir) has suffered injuries or been injured, severe enough not to be considered ...... then they have dropped one pacer who is in another country to play league cricket, they have dropped the best back-foot player in country for fitness and Sarfraz is in flying colors with his 18.2 YoYo score.

They are using fitness card perfectly, have to say.
