PESHAWAR: A judicial commission probing the 2014 Army Public School, Peshawar, carnage has submitted its report to the Supreme Court.

The Peshawar High Court had formed the single-member commission headed by Justice Mohammad Ibrahim Khan on Oct 12, 2018, on the orders of the Supreme Court.

The panel became functional on Oct 19, 2018.

Spokesman for the commission Imranullah Khan told reporters that the report comprised around 3,000 pages and carried statements of different people and important documents.

He said the probe body had recorded the statements of 132 people and of them, 31 were police and army officials and the rest were witnesses, including injured students and parents of the martyred children.

Police and army officials, injured students, parents appeared before panel

The spokesman said the commission had also examined investigations conducted by police and security agencies into the campus attack, which had martyred 147 people, mostly students.

During in-camera proceedings, some parents had requested the commission to summon the then prime minister, Nawaz Sharif, and the then army chief, General Raheel Sharif. However, the request was turned down.

The key army officers, whose statements were recorded by the probe body, included the then Peshawar corps commander, Lt-Gen Hidayatur Rehman, the then chairman of Army Public Educational Institutions board of governors Brigadier Mudassir Azam, Brigadier Inayatullah of 102 Brigade, HQ-11 Corps, Major Doctor Asim Shehzad of the Army Medical Corps, and secretary of the BoG Colonel Hazrat Bilal.

Similarly, the commission recorded statements of some high-ranking police officials, including former provincial police officers Salahuddin Mehsud and Nasir Durrani, then DIG of the counter-terrorism department Mohammad Alam Shinwari, then home secretary Syed Akhtar Ali Shah, then capital city police officer Ijaz Khan, then SP (cantonment) Faisal Shehzad and then SP (City) Mustafa Tanveer, and others.

Appearance of some army officers was delayed last year due to Indo-Pak border tensions.

The commission had sent a letter to the defence ministry on Feb 11, 2019, for the appearance of eight army officers to record statement in connection with the APS carnage.

In Apr last year, the commission had sent a reminder to the defence ministry seeking information about the dates on which those army officers will be available to record statements.

Those officers appeared before the probe panel afterward.

The commission was initially given six weeks time by the Supreme Court to conduct the inquiry during which it had completed recording statements of the parents, injured students and officials of police and counter-terrorism department.

The court granted more time to the commission for the probe as several important statements were to be recorded.

In Apr 2018, the then chief justice of Pakistan, Justice Mian Saqib Nisar, had taken notice of the issue during a visit to Peshawar when parents of several martyred students had approached him with a request to address their grievances.

They demanded the fixing of responsibility of negligence that led to the militant attack.

The parents wondered why proper security measures were not adopted after the National Counter Terrorism Authority informed provincial and federal authorities on Aug 28, 2014, that the banned militant outfit, Tehreek-i-Taliban Pakistan, would carry out attacks against the Army Public School and College and other educational institutions run by the Pakistan Army.

TTP commander Umer Mansoor alias Umer Narae had claimed responsibility for the APS carnage. The US government and Pakistan Army later confirmed that Umar was killed in a US drone strike in Nangarhar province of Afghanistan on July 9, 2016.

The Supreme Court on Tuesday ordered that a copy of the judicial inquiry report on the Army Public School (APS) Peshawar carnage be provided to the Attorney General of Pakistan Khalid Jawed Khan and also directed him to ask the government for instructions regarding the next step.

A two-member bench, comprising Chief Justice of Pakistan Gulzar Ahmed and Justice Ijazul Ahsan, heard the proceedings on the suo motu case. During the hearing, the chief justice remarked that "we will not leave those who are responsible for the APS tragedy" and expressed sympathy with the parents.

Following extensive proceedings spread over almost 20 months, the presiding officer of the commission Justice Mohammad Ibrahim on July 9 had submitted the report to the CJP.

The six-volume report of the judicial inquiry commission was presented in the top court during today's hearing. The parents of martyred students of the 2014 APS carnage requested the court to provide a copy of the report [to them], to which Justice Ahsan replied that it was a "secret report which could not be given to them yet".

"We have not read the report ourselves. We will see after the government's response is received. There can be no contradiction on this. We will take action according to the law and the Constitution," the CJP remarked.

"Whatever happened should not have happened," he said.

He assured the grieving parents that "carelessness would be dealt with according to the law".

"There is rule of law in the country [...] We will not let go of anyone who was responsible. Parents should have confidence in the judiciary," he added.

The top court directed the attorney general to ask the government for instructions and brief the SC regarding the next steps.

The case was adjourned for four weeks.

The judicial inquiry commission was constituted on Oct 12, 2018, by the Peshawar High Court on the order of the Supreme Court and it had started functioning on Oct 19, 2018.

ISLAMABAD: The Supreme Court of Pakistan ordered Friday a report into the Army Public School (APS) massacre be made public in a decision that comes six years after 144 children were martyred in a Peshawar school.

The top court further ordered the Attorney General of Pakistan (AGP) to ensure the comments on the APS tragedy report be made public as well.

Amanullah Kanrani, the former president of the the Supreme Court Bar Association (SCBA), was appointed the amicus curiae, with the court adjourning the hearing in the APS tragedy case for a month.

"Do you want those responsible for security negligence to be punished," Justice Faisal Arab asked, to which the parents of the martyred children said: "We have been buried alive!

"Everyone was gathered into one hall and killed there," the bereaved parents added. "It was a targeted killing!"

In his remarks, the Chief Justice of Pakistan, Justice Gulzar Ahmed said it was "a tragedy" that the responsibility was shifted only to the junior officials and those at lower ranks held responsible, while the ones at the highest rank not asked anything.

"This tradition should end," Justice Ahmed said. "The government should take action in order to ensure that such incidents do not happen.

"Those who wanted to achieve the goal achieved it," the CJP added. "The security agencies should have been aware of this conspiracy.

"People are not safe even in such high-security zones. How did such a big security lapse occur? What's the point of such high security when people still are not safe," the top judge inquired.

Addressing the AGP, he said: "Listen to what these affected [parents] wish for. You need to start sentencing in a top-down manner."

Justice Ijazul Ahsan termed the APS massacre "the grief of the entire nation", telling the martyrs' parents that it "is not only your grief, it's our grief".

In the deadliest terror attack in the country’s history, 131 schoolchildren and 10 other people were martyred when heavily armed militants stormed the school building on December 16, 2014.

A two-judge SC bench headed by Chief Justice Gulzar Ahmed heard the case based on a suo motu notice taken on complaints of the parents of the martyred children, who claimed that the real culprits involved in the gruesome incident had not yet been arrested by authorities.

Following extensive proceedings spread over almost 20 months, the presiding officer of the commission, Justice Mohammad Ibrahim of the Peshawar High Court, had submitted the report to the apex court on July 9.

The 525-page report made public today provides an insight into the security lapses and local facilitation to militants that apparently led to the horrific attack.

The report in its conclusion noted that terrorism perpetrated by Pakistan's enemies had reached its peak in the year 2013-14, but said "this [still] doesn't obligate us to hold that our sensitive installation(s) and soft target(s) could be forsaken as a prey to the terrorists' attack."

It said the entry of terrorists from across the Afghan border into the school's perimeter after "befooling the security apparatus" was mainly due to the porous nature of the border and "unrestrained movement" of Afghan refugees across the frontier.

The report termed as "unpardonable" the assistance provided to the militants by the residents of the school's locality, saying it was "palpable".

"When one's own blood and flesh commit treachery and betrayal, the result would always be devastating," it stated, adding that no agency, no matter how capable or equipped, could effortlessly counter an attack "when infidels are within the inside".

According to the report, on the morning of Dec 16, 2014, the APS premises was left unattended after an MVT (security patrolling team) moved towards the smoke rising from a vehicle set on fire by the terrorists as part of their plan to create a distraction.

Using this edge, the militants entered the school from the backside. Although another MVT responded to the attack, it wasn't able to buy the needed time for the Quick Response Force (QRF) and Rapid Response Force (RRF) to overwhelm the terrorists before they could "cause the catastrophe", the report said.

It said the National Counter Terrorism Authority (Nacta) had issued a generic threat alert about terrorists seeking to target army families and academic institutions as retribution for the successful military operations Zarb-i-Azb and Khyber-I against militants.

Following this, although the armed forces successfully operated against terrorists' niches, "the incident of APS plagued their success stories which deserved deification", the report added.

Detailing the "fiasco" in the school's security apparatus, the inquiry commission said the number of static guards, which comprised the first tier of security, was "incomparable" to the looming threat. The guards' improper position and accentuated main gates and front area compromised the school's security from the back, from where the terrorists managed to enter "with no retaliation".

"Equally incomprehensible is the inertia on part of the Askari Guards as well as the deputed static guards to the initial heavy firing and blasts by terrorists," the report read. "Had they shown a little response and could engage the militants in the very beginning of the attack, the impact of the incident might have been lesser."

However, it noted that the terrorists' movement towards the adjacent toddlers' block of the school was restricted by soldiers of MVT-2 and QRF on their arrival.

According to the report, the unit regulating MVT-1 has been handed down punishment by a "court of inquiry".

The author of the report said although there was a "clandestine and somewhere failing agreement of views of the aggrieved/complainants (parents of victims) relating to the incident ... it is most probably because of the communication gap between them and the military which I believe must have abridged in due course of the proceedings before this commission".

The report lauded the Pakistan Army both for uprooting terrorism from the country in the wake of the APS attack and for "their unflinching support to the victim families".

"The bereaved families and armed forces are two limbs of the same body," it said, adding that "no external force" could harm the relationship between the citizens and armed forces of Pakistan.

SC asks govt to take action 'from the top'
During a hearing of the case on Friday, the attorney general while submitting a reply on the inquiry commission's report on behalf of the government informed the SC that "every possible action" was being taken against the persons involved in the carnage.

Chief Justice Ahmed regretted that traditionally lower-ranked officials were held responsible for such incidents and "nothing is asked of the people at the top".

"This tradition should stop," he said, adding that the government should take action to prevent similar incidents in the future.

The top judge observed that the militants were able to achieve the objective they had set out for, saying "security institutions should have been aware of this conspiracy."

"The people are not safe even in this much security."

The parents of the deceased children said the incident was not terrorism but "targeted killing". Seeking action against those responsible, they said they did not want any other parents to go through the pain they endured.

The court ordered that a copy of the inquiry commission's report and of the government's response be provided to the parents of the APS victims. It also appointed lawyer Amanullah Kanrani as amicus curiae (friend of court) in the case.

The hearing of the case was adjourned for a month.

Nation mourns six years of APS Peshawar attack

The nation is mourning the sixth anniversary of the terror attack at the Army Public School in Peshawar that martyred 148 people, making it the deadliest act of terrorism in Pakistan's history.

"The fateful “black day” continues to remain a scar on the collective memory of the nation. We cannot forget the agony of this day," stated the Ministry of Foreign Affairs on Twitter.

Federal Minister for Planning and Development Asad Umar reflected that December 16, 2014, was not only a dark day for Pakistan but for humanity as well.

PPP chairman Bilawal Bhutto Zardari noted that the bloodshed of innocent children and martyrs of the APS attack continue to shake the "conscience of the nation until the perpetrators and facilitators of this gory crime were not brought to justice".

He saluted the martyred students and their brave parents, whose immeasurable agony could only be felt by those who have lost their near and dear to terrorism.

“Being the son of a martyr Mohtarma Benazir Bhutto, I, and the PPP, stand in complete solidarity with these parents,” he added.

"The terrorists snatched children and our future," wrote PML-N vice-president Maryam Nawaz. She added that the martyrs were avenged by the armed forces during her father, Nawaz Sharif's, government.

In his message to mark the day, Khyber Pakhtunkhwa Governor Shah Farman said the "little heroes" were the nation's pride. "We will never forget what they did for the cause of the nation."

KP Chief Minister Mahmood Khan said the sacrifices of the students martyred in the tragic APS incident would always be remembered. He added that the security forces and the nation are united to eliminate terrorism from society and the government would always extend a helping hand to the bereaved families of the APS.

"Words will never be enough," wrote KP Finance and Health minister Taimur Saleem Jhagra. "On this day, the memory of those who sacrificed their lives at #APSPeshawar must spur us on to build a country where the future of millions of children is bright."

you need to understand how intelligence works. Sometimes it is neccessary to break the back of a proxy terrorist network, by co-opting its leaders and getting them to spill the beans. The co-opting of Ahsan was a major turning point in the war against the proxies.

The treasure trove of intelligence has prevented more APS's.

The press conference a few weeks ago explains the intelligence gathered and the people behind the attack. The majority of whom have been brought to account. Unfortunately their handlers sitting in

I'm sorry but your just speaking in slogans now. The terrorists backs have been broken and there is concrete evidence to suggest that. can every attack be stopped? no. But the campaign they were carrying out from 2008-2012 has been stopped through many sacrifices.

No other nation on this planet gives this sort of rousing treatment to terrorist as we do! You cannot hide the incompetency of our security establishment by all these intel buzzwords. Ahsanullah killed hundreds or even thousands of people but he was let off scot-free. This is a matter of great shame for us as a nation.
 
PESHAWAR: Prime Minister Imran Khan on Wednesday said that the devastating Army Public School (APS) attack — that shook the entire country back in 2014 – has united Pakistan in the fight against terrorism.

Addressing the inauguration ceremony of a cardiological institute in Peshawar, the premier said that after the gruesome attack that killed hundreds of children, the nation decided to combat terrorism together.

The PM is currently on a day-long visit to Peshawar to inaugurate multiple projects.

“After the APS attack in 2014, our people had decided to fight the war against terrorism together and now you can see that the law-and-order situation of the country is completely different,” he maintained.

The country observes the sixth anniversary of the tragic terrorist attack on Army Public School (APS) Peshawar today.

Six years ago today, on December 16, 2014, 147 people — including 132 schoolchildren — were massacred in what is known as the "deadliest terrorist attack in Pakistan’s history" when terrorists stormed the Army Public School in Peshawar Cantonment and opened indiscriminate fire.

But like I said he has not been arrested for attending this event, his arrest has nothing to do with the APS attack. He has been arrested for hate speech if I am not wrong.

Unlike India that provides proof 5 mins after a terrorist attack, Pakistan actually investigated this. Please check out the press conference of Shah Mahmood Qureishi and DG ISPR providing dossier on India’s terrorist activity in Pakistan, which includes APS attack. A simple google search can give you that answer now.

After all, India is Pakistan’s number one enemy and Pakistan would do anything to defame the Indians, and especially with such strong evidence as you suggest, the whole world would spit on India’s face. Mumbai was 12 years ago. This is now. India is currently, at present doing this now. All terrorist attacks in Pakistan in the last few months (Stock Exchange, Chinese Consulate, Peshawar) had india's direct involvement in it. There is no such proof. It is all rhetoric! If there was, Pakistan would have shown all the evidence to the world on day one. Don’t you think? After all, India is Pakistan’s number one enemy and Pakistan would do anything to defame the Indians, and especially with such strong evidence as you suggest, the whole world would spit on India’s face. It has been six long years yet we have not seen anything.

Why is it that the commission report on the attack has not been published yet and the activist/advocate Fazal who has been campaigning for the report to be made public has survived at least one assassination attempt.

The proof was as solid as they come. The real reason why there was no action against India is because it is a Yahudi-Hindu-Amreeki saazish against the Land of the Pure. The UN will never take action against India even if all the terrorists in the world were partying in the open in Delhi's Connaught Place.

I remember the painful day like it was yesterday. There were mass mournings all over India in schools and colleges. I just hope the parents of the deceased have found peace in life. Nothing is more painful than losing a child.

Absolutely! A very dastardly act with the perpetrators deserving a punishment worse than death. How anyone can do this innocent children is beyond me!

What is even more sad is that some people are using this atrocity to play the blame game, instead of bringing the perpetrators to book.

I hate people who bully or hit kids, including their parents. I believe any grown adult who hits kids, including their parents, should be jailed. That's how much sensitive I'm towards kids. What happened that day is a blow not just to Pakistan, but entire humanity. It hurt me back then just as much as it hurt any other Pakistani that day.

What I don't understand is that how can any sane person blame India for that attack. It was carried out by TTP, as proven.

It's a shame that this thread isn't getting as much as attention as the one about the anniversay of a war that happened 50 years ago! This was literally the saddest day in Pakistan's history when over 150 Pakistani kids were slaughtered and guess what? It was only 6 years and pretty much everyone was alive when it happened, the same can not be said about war of 1971.

The Afghan civil war that's been running since the 70s is very complex, Pakistan backed the Taliban mainly because they're Pashtun and they're a large ethnicity in Pakistan and many soldiers in Generals in the Pakistani top brass are Pashtuns themselves. The Taliban are awful for what they've been but you need compare their barbarity in the context of the Afghan civil war and all of its players, for example the Farsiwan-backed Northern Alliance was helping the Soviets slaughter and rape Pashtun villages in eastern and southern Afghanistan, sort of like how today Russia is support Bashar Al Assad in doing the same to Sunni Syrians. Then there's the Uzbeks under Dostum who committed grave war crimes, Dostum literally sodomized a grown man and he's now the Vice President, the Hazaras in Afghanistan also have their own militias such as Hezb-e-Wahdat who targeted Pashtuns. Everyone sucks in this conflict.
 
ISLAMABAD: Concerned over the failure to implement the National Action Plan (NAP) against terrorism, PPP co-chairman and former president of Pakistan Asif Ali Zardari said Thursday that the state does not have the authority to pardon the killers of innocent people.

In a message on the seventh anniversary of the tragic APS Peshawar attack, Zardari said that the killers of the innocent martyrs and planners and facilitators of the APS attack should be brought to justice. He added that negotiating with terrorists undermines and humiliates the state.

"The National Action Plan was a promise to punish terrorists. Unfortunately, the promise to the nation has not been fulfilled, " he stated.

In an apparent response to the government's reports and declarations that it was in negotiations with the TTP, Zardari said that until criminals are apprehended, the nation will continue to owe the innocent martyrs.

He stated that the APS tragedy is "still a bleeding wound."

Paying tribute to the martyrs of the APS attack and soldiers, Zardari saluted the "brave sons of the army" who sacrificed their lives for the sake of the country. Additionally, he lauded the "brave officers of the police and security agencies" for their valour and courage.

Zardari said that if given a chance, these terrorists would be "apprehended" and "sentenced to death". He stated that they [terrorists] do not deserve the pardon of the state at any cost, whose hands are painted with the blood of innocent children, men, and women of the country.

Zardari noted that if the PPP is given another chance to be in government, the terrorists will be given exemplary punishment and will be wiped out of the country, just as they were in Swat.

Abide by law or face action, government warns TTP

Earlier, Federal Minister for Information and Technology Chaudhry Fawad Hussain had said in press conference that the state has a clear policy to deal with parties or groups that have a terrorist or extremist background. He added that the state had no confusion concerning the TLP or any other similar outfits.

"We have fought those who were not willing to comply [with laws] in the past and can do so in future also,” he had said.

He claimed that various extremist parties and groups had also been registered with the Election Commission of Pakistan (ECP). He said there were big question marks on various parties’ sources of funding, and there was no record of funding for TLP.

He said the JUI-F also faced serious allegations about its sources of funding. The ECP, he said, should scrutinise and publicise the funding sources of all parties. It should scrutinise the party funding of PPP, PML-N and PTI, besides other registered political parties so that the public can compare and evaluate the parties, he said.

Yeh right, just a month ago in Islamabad the supreme court forced Imran Khan to appear in court in an hour after the parents of those who died in APS went to court and asked why the hell is the pm of the country negotiating and begging TTP.

Such tweets are just for the sake, do meaningful work.

This country insulted the survivors and the parents of the children who died when it was reported that Ehsanullah Ehsan ran away.
 
Govt again asks for more time to submit APS attack report

ISLAMABAD:
The federal government on Thursday sought an additional three weeks from the Supreme Court (SC) to submit a report in the Army Public School (APS) attack case.

Prime Minister Imran Khan signed the request asking the apex court for more time once again. The letter stated the premier has already met the victims’ parents but will hold another meeting with them to further “satisfy” them.

On Nov 10, 2021, the SC had summoned PM Imran and asked the federal government about its inaction against the then top security hierarchy of the country when militants attacked the APS on Dec 16, 2014, in Peshawar.

Wondering that those in charge of the security at that time were now enjoying their lives after receiving the guard of honour, and other perks and privileges upon retirement, Chief Justice Gulzar Ahmed ordered the federal government to act against those who showed negligence in the APS tragedy.

The bench instructed the government to submit a report – signed by the prime minister – in this regard in four weeks.

However, on Dec 9, 2021, the incumbent government sought three more weeks from the apex court to file a progress report in the case.

It urged the top court that additional time should be granted so that a comprehensive report bearing the premier’s signature could be submitted. On the government's request, the SC on Dec 11 extended the deadline for the submission of the report by three weeks.

Supreme Court Bar Association of Pakistan (SCBAP) President Ahsan Bhoon has assured a delegation of parents of the Army Public School martyrs that he would request Chief Justice Umar Ata Bandial to look into their grievances.

At least 20 parents of the martyred schoolchildren called on Bhoon at the SCBAP Office, Supreme Court, and apprised him of their grievances that not a single hearing was held after October 11, 2021, despite sending several applications for fixation of the matter.

On December 16, 2014, militants attacked the APS in Peshawar in which more than 145 people, mostly schoolchildren, were martyred.

The parents apprised Bhoon that delay in the said matter was adding insult to injury as no one was ready to recognise the sacrifices rendered by their beloved children.

Holding photographs of the martyred children, the bereaved families said, “We have lost our children in the gruesome event of Dec 16, 2014 and want an in-depth probe into the said carnage so that no parent will have to undergo such trauma and suffering in the future.”

The parents expressed their sheer disappointment over the fact that no one on the government level, or otherwise, was ready to help and seek justice for them.

They requested the chief justice of Pakistan to take notice of the matter and hear the aggrieved families of martyrs as soon as possible.

Extending his heartfelt condolences to the bereaved families, Bhoon regretted the miseries the parents had to go through, extended his full support to them on all levels and assured them that he would request Chief Justice Bandial for his kind indulgence in the matter.

“Such a heinous crime which damages and isolates Pakistan in the comity of nations calls for immediate action,” he said. “Therefore, an in-depth probe is essential on judicial as well as government levels so as to find the ones responsible and to bring them to the books, quickly.”

Fateha was offered for all the APS martyrs.

Prime Minister Shehbaz Sharif on Friday remembered the victims of the tragic Army Public School (APS) attack on its eighth anniversary and said that this day is a message to the whole world that Pakistan has made great sacrifices to eradicate terrorism.

The premier took to his official Twitter handle and said: “Every year, December 16 reminds the entire nation of the agony and sorrow when the terrorists carried out atrocities in APS Peshawar.”

Shehbaz added that today is the day to pay homage to the martyrs of the APS tragedy and share the grief of their families. “The nation of Pakistan will never forget the sacrifices of its martyrs,” he added.

The PM furthered that the country’s struggle will continue until terrorism is "eliminated from our soil".

“December 16 is the day for the whole of Pakistan to be united against terrorism. This struggle of ours is ongoing and will continue with the same iron will and perseverance until complete elimination,” he said.

Information Minister Maryam Aurangzeb also paid homage to the martyrs and said despite the passage of eight years, even today we are unable to forget the tragedy.

“The cowardly evil elements attacked the future of the nation, the young children and martyred them,” the minister said.

She maintained that the martyrs of the APS tragedy united the nation against terrorism and said that "this day will always remind us of the great sacrifices of the martyrs of APS."

“As a nation, we have come a long way to defeat terrorism. We are moving towards lasting peace and development in Pakistan,” the minister added.

Meanwhile, Interior Minister Rana Sanaullah's prayed for the martyrs of the APS tragedy and said that it was one of the saddest events in Pakistan's history. "The grief is still fresh," he added.

“Brutal terrorists attacked innocent, young children and martyred them. The martyrs of the APS tragedy showed the entire nation to unite against terrorism and religious extremism,” said Sanaullah.

He added that December 16 will always be a reminder of the great sacrifices of APS martyrs and that the nation has defeated terrorism with unity.

“Today, we salute and pay tribute to the martyrs of APS, the parents of the children and their brave teachers,” the minister concluded.

On December 14, 2014, 131 schoolchildren and 10 other people were martyred when heavily armed militants stormed the school and fired at children who were attending classes at the time.

Later the government launched a 20-point National Action Plan to defeat terrorism.

Parents of the students martyred in Peshawar’s 2014 Army Public School attack took to the streets on Friday and held a protest rally.

In the deadliest terror attack in the country’s history, nearly 150 people were killed, most of them schoolchildren, when heavily armed militants stormed into the army-run school.

On the eighth anniversary of the carnage today, parents of the students martyred in the attack — who had gathered at the school for an event — blocked the Khyber Road for traffic.

They commenced the protest march from the APS and walked to Warsak Road. The protesters wanted to talk to the Peshawar corps commander but they were stopped by the police.

“We are peaceful and want to present our demands and grievances to the concerned high-ups,” Muhammad Tahir Khan, father of a martyred student and one of the protesters, told Dawn.com.

“We have been waiting for justice for the past eight years. But it is unfortunate that no one has been able to do anything for us.”

He said that they had been demanding a public holiday on December 16. “But despite repeated promises, our demands were not met.”

Tahir claimed that the police forcibly stopped them and allegedly misbehaved with another protester, whose son was killed in the attack.

He further complained that no one from the government and concerned higher-ups attended the APS event.

Later, officials of the district administration reached the spot and began talks with the protesters. They have also blocked one track of the Khyber road leading to traffic jams.

‘Wounds still fresh’
Remembering the deadly attack earlier today, Prime Minister Shehbaz Sharif said that Dec 16 was the day for the entire country to “stand united against terrorism”.

In a tweet, he said: “This day is a message to the whole world that Pakistan has made great sacrifices to eradicate terrorism.

“This struggle of ours is going on and it will continue with the same iron will and perseverance until this monster is completely eliminated,” the premier added.

He said that the pain of the tragedy was unforgettable even after eight years and paid tribute to the martyrs and their families. “The Pakistani nation will never forget the sacrifices of its martyrs.”

President Dr Arif Alvi said that even after eight years, memories of the poignant attack were “fresh in our hearts”.

“Dec 16 will always remind us of the martyrs and their sacrifices,” a statement released by the President’s Secretariat quoted him as saying.

Alvi added that the entire nation was united to end terrorism, adding that nothing could dent this determination. He also prayed for the high ranks of the martyrs.

“This day also reminds the world that terrorism is a common problem which needs to be addressed collectively,” the president concluded.

Interior Minister Rana Sanaullah said that the APS tragedy was one of the saddest events in the country’s history, adding that even after eight years the “wound is still fresh”.

He went on to say that Dec 16 would always be a reminder of the martyrs’ great sacrifices. “Today we pay tribute to the parents of the children and their brave teachers. We pray that God raises the ranks of the martyrs and bestows patience on their families,” he added.

PTI chairman Imran Khan also said that the nation would never forget Dec 16.

“It is also the day when we came together as a nation and resolved to take on and defeat terrorism,” he tweeted.

Meanwhile, MNA Mohsin Dawar highlighted that the parents of the martyrs continue to demand justice.

“The terrorists responsible for the tragedy continue to attack and kill our people. The state’s policies have not changed. Justice has yet to be served.”

Schools to remain closed on December 16​


As a result, all public and private schools, as well as colleges, will remain closed in Islamabad, Lahore, and Rawalpindi. However, universities in Lahore will remain open.

The notification issued by the Deputy Commissioners states that all educational institutions in the districts will observe a holiday on December 16.

After this tragic incident, the government chalked out the National Action Plan (NAP) to eliminate terrorism from the country.

In a separate development, the Sindh government has announced a two-day public holiday on December 25 and 26.

According to the notification issued by the provincial government, December 25 will be observed as Quaid-e-Azam Muhammad Ali Jinnah’s birthday, while December 26 will be a holiday for Christian employees to celebrate Christmas.

All government offices will remain closed on these days.

This announcement comes as the nation prepares to celebrate Quaid-e-Azam Day, which honors the life and achievements of Muhammad Ali Jinnah, the founder of Pakistan.

Additionally, the State Bank of Pakistan has also announced that all banks will remain closed on December 25.
