Cricket stadium in Islamabad?
Would constructing a large stadium in Islamabad, Pakistan's most developed city, give incentive to cricketing boards to consider visiting Pakistan? It is a lot less populated than cities like Lahore, Karachi, Peshawar etc. as well as with much tighter security.
West Indies might be touring in March for a few t20s in Lahore, which I think is still unsafe. Too many people, too much security, chances of something happening are significantly higher.
