Alliance between PML-Q and PTI - a real possibility?

GUJRAT: The PML-Q is ready to mend fences with the PTI, its senior partner in the coalition governments at federal and provincial level; however, it has not yet received any positive response from the party.

A source in the Chaudhrys’ party has revealed that Prime Minister Imran Khan is giving a cold shoulder to the PML-Q leaders and he was not willing to meet them during his visit to the provincial capital last Friday.

Another source says that there is a proposal for law minister Raja Basharat replacing Chief Minister Usman Buzdar in Punjab, which may help melt the ice between both the coalition parties.

Talking to Dawn on condition of anonymity, a PML-Q lawmaker says that most of his party’s former and incumbent lawmakers in national and Punjab assemblies as well as the party officials have advised the senior leadership to review the current tense relationship with the PTI.

“During the consultation with the party president Chaudhry Shujaat Hussain and Punjab Assembly Speaker Chaudhry Pervaiz Elahi, some party lawmakers and officials have been of the opinion that if the PML-Q wants to continue the coalition government, it should come out of the current situation through negotiations with the PTI,” he says and adds that the party is already in the mood of mending fences with the PTI but Prime Minister Imran Khan is not paying any heed towards the genuine concerns of the PML-Q.

A PTI lawmaker says efforts have been made by some senior functionaries in the Punjab government to arrange a meeting between PM Khan and the PML-Q leaders during the former’s visit to Lahore on Friday last but it could not happen due to his unwillingness.

He says the PM is reportedly annoyed with Punjab Assembly Speaker Chaudhry Pervaiz Elahi for issuing the production orders of some opposition lawmakers in the custody of the National Accountability Bureau (NAB) on corruption charges and absence of PML-Q lawmakers from the dinner hosted by the PM himself during the budget session of the parliament in June.

On the other hand, some video recordings and media statements issued by the Pervaiz Elahi are also said to be against the policies of the PTI government, which also offended some senior members of the ruling party, says the lawmaker.

Another source thinks that the PML-Q is also considered as a major hurdle to the possible change of Punjab Chief Minister Usman Buzdar as the PTI leadership is seriously considering various options to replace the CM. He claims that ice has started melting between the coalition partners over the matter of change of the CM and the name of Punjab Law Minister Raja Basharat has been proposed by some relevant quarters.

Mr Basharat, a PTI MPA from Rawalpindi, has close relations with the Chaudhrys of Gujrat as he was in their party before joining the PTI.

The source says Basharat’s name has been proposed to both the coalition partners as possible replacement in Punjab and the PML-Q reportedly has not shown any reservations about his name but its senior partner is yet to decide on it.

However, when approached by this scribe, a PML-Q leader denies being consulted on the possible replacement for the CM by any quarter yet and says that speaking on the topic has already damaged his party interests. But he has confirmed the reports of the party’s wish to mend fences with the PTI despite the moves by NAB against its senior leaders.

Responding to another question, he says now the Chaudhrys feel that NAB has become a part of their life and politics as whether they were in opposition or in the government, the bureau continues to haunt them without having any proof or evidence against them.

As far as the matter of expressing opinion different from the PTI policies, he says the PML-Q is a separate political entity having its own views on various issues of national importance.

The PTI and PML-Q have a history of troubled relations and frequent statements by the latter’s leaders have hinted at the fissures between both the parties. In November last year, Pervaiz Elahi had alleged that a former head of a security agency had forced some prominent leaders of his party, including Jahangir Tareen and Aleem Khan, to quit the PML-Q and join the PTI in 2010.

Last month, before the Lahore High Court, NAB accused the PML-Q leaders, Chaudhry Shujaat Hussain and Pervaiz Elahi, of money laundering and accumulating illegal assets while the Chaudhrys have moved the court against NAB inquiries.

The Chs are proper, crooked backroom deal makers. Where the basic premise is that we loot, you loot and we all get on happily at the expense of poor country.

Following the opposition alliance Pakistan Democratic Movement’s (PDM) announcement of a long march against the incumbent government, the Pakistan Muslim League-Quaid (PML-Q) has also indicated to go against the ruling Pakistan Tehreek-e-Insaf over mistreatment of its workers in Punjab and for not being included in the decision-making process.

“We have been supporting them [the government] in the Centre and Punjab for the past three years but the provincial government is mistreating our workers in every district,” PML-Q leader and Punjab Assembly Speaker Chaudhry Pervaiz Elahi said while chairing a meeting of the party’s central committee on Saturday.

Elahi announced convening a PML-Q Parliamentary Party meeting on Sunday in which a unanimous decision will be taken on the future course of action, saying that the ruling party was not offering them any opportunity to participate in the decision-making process despite being an ally.

The party leaders also pointed out that despite being an ally, the Punjab government only met the assembly speaker during the budget session or whenever it needed support. “We all have serious reservations over the attitude of the provincial government.”

PML-Q, Punjab General Secretary Senator Kamil Ali Agha underscored that the Senate election was enough to remind the government of the PML-Q role in winning it. “Did the government forget how it won the Senate election without asking for votes? The rulers also forgot that none of their candidates came to ask for votes, yet in the most difficult election of the Senate, the PML-Q helped them pull through.”

The Muttahida Qaumi Movement (MQM) has already conveyed its reservation over electronic voting machines (EVMs) and other issues. The MQM has asked Prime Minister Imran Khan to hold a meeting to resolve their problems.

While responding to the warning of the PML-Q leadership, Punjab Chief Minister Usman Buzdar said that the government would improve its working relationship with the PML-Q by taking ahead the consultation process. “We were and will remain allies.”

Buzdar underlined that the PML-Q “is our ally and decisions have always been taken in Punjab with consultation”.

The government always took allied parties along with it in Punjab and the practice would continue in the future as well, he said, assuring that the journey of public service would be carried out along with the PML-Q with best working coordination.

Before his departure to Saudi Arabia, Buzdar clarified that he visited the residence of Punjab Assembly speaker. He said that the government never adopted a solo policy in Punjab and always gave due importance to the suggestion of the elected representative of the coalition party.

“The government will continue to work together with its allies to provide relief to the people of the province.”

He said, “The nefarious designs of those who want to create a rift among us will be foiled.

“The conspirators will fail and our alliance will move forward as no conspiracy of creating misunderstandings between us will succeed.”
 
PML-Q President Chaudhry Shujaat on Wednesday said that those who are circulating rumours regarding rifts among party leaders will fail.

Addressing a press conference in Gujrat, the PML-Q president said that these people will have "to eat humble pie" for spreading rumours.

"I pray to God for their guidance," he added.

Shujaat said that the politicians should avoid differences and focus on solving the issues faced by the nation.

"Inflation is rising and the factors playing a part in increasing the prices should be identified," he said.

The PML-Q leader said that his party will rectify any mistakes made on their part, adding that they will not side with the oppressors.

Punjab Assembly Speaker Chaudhry Parvez Elahi, during the conference, said that former prime minister Imran Khan sympathises with the people of Pakistan.

"He believes in the betterment of the situation of the people and encouragement of religion," he said.

Talking about the rumours, Elahi said disagreements in homes are normal.

"We were one and we will remain as one," he said.

The Punjab Assembly speaker also said his party leaders will never take any positions and ministries that do not give any respect.

"The Sharifs have done as much damage as possible, especially to Gujrat," added Elahi.

Amid a widening rift between the Chaudhrys of Gujrat, the Chaudhry Shujaat group has started courting the other faction now ruling Punjab under the blessings of Imran Khan-led PTI.

The Shujaat camp has reportedly contacted ten members of the Elahi faction asking them to swing back to the main party's line as Imran Khan “could not be trusted” while persuading them to consider joining hands with the ruling coalition.

The party chief, in the hopes of roping in those who sided with the PTI against his wish, also dangled the possibilities of being rewarded with portfolios in the provincial cabinet in a prospective power-sharing arrangement with PPP and PML-N.

The development came in the backdrop of reports that PTI chief Imran Khan has greenlighted the formation of the provincial cabinet which does not include a single member of the PML-Q.Shujaat writes to ECPIn a related development, it emerged on Tuesday that the PML-Q chief has also written to the Election Commission of Pakistan (ECP), seeking clarification about what the stipulates about the power hierarchies of a political party.

He has also asked about the details of the assets of PML-Q and the list of office bearers.
