Are 2 new balls in ODIs always advantageous to the batting side?

Sometimes I think it helps the bowling side. Fast bowlers want the seam to be intact as long as possible. Not everybody is a reverse swing merchant. Some seamers like the ball to stay new as long as possible. Someone like Cottrell would benefit from this with his odd grip.
