At least 12 people died in a stampede during distribution of Zakat among the families of employees working at a private company in Karachi’s Sindh Industrial and Trading Estate (SITE) area on Friday.

In a statement, a spokesperson for Keamari police initially said that 11 people had died while five others had been injured. The spokesperson said the injured had been shifted to the hospital while further investigation was under way, adding that most of the victims were women between 40 to 50 years of age.

Later, South Deputy Inspector General (DIG) of Police Irfan Ali Baloch said that another woman had died, taking the death toll to 12.

Police Surgeon Dr Summaiya Syed told Dawn.com that three children were among the dead.

Police on Saturday arrested the owner and administration staff of the factory linked with the deadly stampede in Karachi during ration distribution, ARY News reported.

At least 12 persons including three children were killed in a stampede during the ration distribution at a local factory in Karachi on Friday. The sorrowful incident took place at a local factory near Siemens Chowrangi in Karachi’s SITE area.

The arrest comes following the registration of case at the SITE A police station on behalf of Sub-inspector (SI) Malik Asif Zia under Sections 322 (punishment for unintentional murder), 337H-2 (punishment for hurt by rash or negligent act), and 34 (acts done by several persons in furtherance of common intention) of the Pakistan Penal Code (PPC).
 
A 50-year-old man has passed away while waiting in line to collect free flour in Faisalabad on Sunday.

According to reports, the deceased person was fasting at the time of the incident and had come to collect free flour being distributed by government.

The incident occurred on Millat Road, Faisalabad, where hundreds of people had gathered to collect the much-needed commodity.

The man, whose identity has not been disclosed, collapsed while waiting in line, and despite efforts by fellow citizens and emergency services, was declared dead on the spot.

It is believed that the combination of fasting and waiting in the scorching heat may have contributed to the elderly man’s death.

The rescue team was called to the scene, and they confirmed the man’s death before handing over the body to the deceased’s relatives.

The elderly man died while waiting for the distribution of flour, highlighting the dire situation faced by many citizens who struggle to afford basic necessities i.e flour.

The country launched the initiative to distribute free flour among low-income families to ease the impact of record-breaking inflation and increasing poverty during the holy month of Ramadan.

Notably, citizens across the country remain at risk of losing their lives while waiting for free-flour initiative, as the country struggles with surging food prices.

On Friday, at least 11 women and children were killed following a deadly stampede at a Ramadan food and cash distribution centre in Karachi.

The district administration has faced criticism for inadequate arrangements at the distribution points.

Most of the citizens arrive at the flour points early in the morning and have to endure long queues.

This is inhumane and horrific from these buffoons. But how often have we said that in the last 12 months? Compare this to how brilliantly the PTI dealt with a once in a lifetime pandemic with Dr Sania Nishtar at its head and you see that these losers are just garbage at everything they do.

I think you are being too kind when you call these idiots as educated. No they are literate and have some knowledge but being educated means being able critically assess information and your own thought processes.

this is govts fault that a pvt owner decides to give out zakat and cant handle the crowd he generated?

Do you know that zakat is also collected by the govt? Do you know that in the month of Ramadan, people give out zakat personally to people around them and poor people will line up for it desperately? Are you saying that the level of desperation is different? This type of lining up and giving zakat amounts have been happening for many years, even during PTIs govt, but because you dont live here so what would you know. You just wait for someone die in someone elses province, and say ahhaa, we have a point against PPP, while ignoring same thing is happening all around the country under every provicinail and federal govt.

Anyways, SIndh govt has made efforts where they are making sure no person stats distributing zakat, sadqa and even iftari on the public road, due to risk associate with them. Some people were not happy with this, but this is done because govt has to look at miss management, private people dont care about miss management. Thus, now the iftaris are being done at either dedicated areas like parks, hospitals or some parkings, so that public in general isnt disturbed.

Seven-year-old Saad Umer joined a crowd in a poor neighbourhood in Karachi rushing to get a handout of flour and a little cash from a charity trying to help the most vulnerable cope with runaway prices.

But in the surge, a melee broke out and some people fell.

Saad and 10 others, all women and children, were killed in the latest in a series of deadly scrambles for food as Pakistan struggles with its most serious economic crisis in years.

"He was a beautiful kid. I'll never get over his death as long as I live," his father, Umer Zada, told Reuters.

Zada said the distribution of aid should have been better organised, with police supervision of the hungry and desperate seeking help.

"There were no rules or regulations as my son got trampled."

Last week, in another incident, police fired tear gas in a bid to control a frenzied crowd trying to get their hands on food supplies at a site in Kyber Pakhtunkhwa province.

In all, 16 people have been killed in chaos at charity distributions, shocking Pakistan, especially during the fasting month of Ramazan, a time for giving and spiritual reflection.

But this year, economic malaise seems to be eroding society's ability to cope.

Global factors have compounded consumer inflation as the country of 220 million people tries to finalise a bail-out agreement with the International Monetary Fund.

Prices have been pushed higher by a weakening currency, energy tariff increases and a usual Ramazan spike.

Pakistan's inflation soared to a record 35% last month. Food inflation in March was at 47.1% and 50.2% for urban and rural areas respectively.

The turmoil as charities try to help the poorest lays bare the desperation that is likely to get worse as the impact of inflation is compounded by smaller donations of the traditional zakat alms for the poor, according to five aid groups that Reuters spoke to.

"People that would donate small amounts are now showing up asking for help while people that used to donate large amounts are saying they're struggling and scaling back," Ansar Burney, head of the Ansar Burney Trust told Reuters.

"There has been a 50% reduction in donations this year, while there has been a 50% increase in people seeking help."

'Donor fatigue'

With prices rising, the funds that donors are giving are not stretching as far as they did.

"Charities are struggling to deal with rising inflation and costs the same way households are. There has also been a rise in the number of people heading our way for help," said Ramzan Chhipa, founder of the Chhipa welfare association.

Higher fuel prices make providing an ambulance service ever more difficult, says Faisal Edhi, a philanthropist and chief of Pakistan's largest charity operation the Edhi Foundation. The group's ambulances took away the injured and the bodies of Saad and the others killed in the Karachi crush.

"Our services are becoming costly and we aren't always able to reach the people ... We've already spent a substantial amount from our reserves,” Edhi said.

Edhi said there had also been an increasing number of men committing suicide because they could not support their families, including one man who was a friend of his.

The Saylani Welfare Trust runs soup kitchens in Karachi's poorest neighbourhoods where surging numbers of people are hoping for a meal but donations to fund the service are falling.

Trustee Arif Lakhani said where in the past up to 500 people would turn up, now it is up to 1,000 while donations have fallen by about half.

"In fact, I'd say donations are 40% of what they were," he said.

Sikander Bizenjo, co-founder of the Balochistan Youth Action Committee, which helps out in the remotest villages, said after a year in which floods devastated huge areas, it was not surprising people felt they could not help as much as before.

"There is some form of donor fatigue," he said.

Like everyone, Zada is struggling with inflation but he also has to contend with grief and questions that torment him.

"I'm totally devastated. There are other people like me whose children were killed, martyred," he said.

"The women who had nothing to eat went there. Can’t the government see that people are dying of hunger?”

Govt lawmakers continue to criticise SC's elections case decision

The federal government's free flour scheme on Wednesday came under heavy criticism during the National Assembly session as a lawmaker condemned the loss of lives during its distribution.

PTI MNA Sardar Riaz Mehmood Khan Mazari delivered a passionate speech in a sitting of the lower house of parliament, chaired by NA Speaker Raja Pervaiz Ashraf, on a call-attention notice to highlight the “lost sense of morality” in the country.

Mazari pointed out that the offer of free items usually attracted people, but unless there was a change in morality, the situation would not improve.

He also described the scheme as "all lies and fraud," drawing attention to how some people acquired free flour and sold it at their shops, thereby defeating the purpose of the programme.

"If you want to provide flour, do not make people stand in queues," he continued.

"There are those who are not entitled to free flour but are receiving it. People have lost their sense of shame; we are morally bankrupt,” he added.

Mazari went on to question whether a fresh election would end the flour crisis or inflation.

During the visit, the prime minister interacted with the people, who gathered there to receive free Atta bags under the PM’s Special Ramazan Package for the poor. He inquired about the distribution arrangements and also witnessed the process.

Minister for Interior Rana Sanaullah, Minister for Information and Broadcasting Marriyum Aurangzeb and relevant authorities accompanied the prime minister. The people, especially the old women, expressed their joy and satisfaction over the prime minister's visit.

PUNJAB FOILS BID TO SMUGGLE WHEAT, FLOUR TO AFGHANISTAN

The officials of the Punjab Food Department on Friday foiled a bid to smuggle wheat and flour to Afghanistan, ARY News reported.

As per details, over 70 containers loaded with wheat and flour were being smuggled to Afghanistan from Rawalpindi Motorway.

District food authority officials said 46 containers loaded with wheat and 16 containers of flour were seized during checking.

The wheat and flour were being smuggled from Punjab to Afghanistan. The containers have been sealed while 16 people have been booked. It may be noted that there is a ban on the transportation of wheat from the province.

MAN COMMITS SUICIDE AFTER KILLING FOUR CHILDREN

BANNU: In a horrific incident, a man in Bannu committed suicide after killing his four children due to ‘financial crisis’, ARY News reported on Wednesday.

According to details, the incident was reported in Bannu’s Domail area, wherein the man – identified as Kaleemullah – allegedly killed his four children and committed suicide.

In a statement, Kaleemullah’s brother said that the man had no enmity with anyone, adding that he used to run a tyre puncture shop and was mentally disturbed due to the ‘financial crisis’.

Meanwhile, police officials have recovered a pistol and a motorcycle from the crime scene.

The police have registered a case against the deceased husband under section 302 of Pakistan Penal Code (PPC). In the FIR, his wife claimed that Kaleemullah was mentally unstable and was taking medication.

ECC fixes wheat procurement target at 5 million metric tons for new crop

Inflation-hit people were given another shock on Friday when the Economic Coordination Committee (ECC) of the cabinet approved a rise of up to 20% in retail prices of general medicines and 14% for essential ones, prompting immediate criticism from drug manufacturers who said the increases were too small.

The decision followed a months-long standoff with importers and manufacturers, whose associations have been demanding an across-the-board 39% rise, warning that the industry could otherwise collapse.

The ECC took up the summary of the Ministry of National Health Services, Regulations and Coordination that sought an increase in maximum retail prices of the medicines based on the recommendations of the Policy Board of Drug Regulatory Authority of Pakistan. The increase was demanded to offset the impact of devaluation of the rupee and inflation on the manufacturing cost.
To ensure continuous availability of drugs in the market, the ECC allowed the manufacturers and importers to increase their existing market retail price of essential drugs up to 14%.

Similarly, it allowed increase in the market retail price of all other drugs up to 20% on the basis of average CPI for the current year.

The ECC further advised the policy board to review the situation after three months, i.e., in July and make its recommendations to the federal government regarding price decrease if the rupee appreciates its value, adding that “no increase under this category” would be granted in the next financial year.

Annual inflation rate hit 35% in March, fuelled by a depreciating currency, a rollback in subsidies and the imposition of higher tariffs to secure a bailout package of $1.1 billion from the International Monetary Fund. Food inflation has soared to 47%.

But the government had pushed back against the demands for higher medicine prices, fearing such a move would lose it support months before national general elections.

The Pakistan Pharmaceutical Manufacturing Association (PPMA) criticised the increase, which it said was way lower than it had expected.

Wheat procurement

The ECC fixed the wheat procurement target at 5 million metric tons for Punjab, Sindh and Balochistan for the new crop. The operations would require a total funding of Rs1.16 trillion, according to the Ministry of National Food Security & Research.

By going against its own decision of setting the wheat support price at Rs3,900 per 40kg, the ECC allowed Sindh to procure 1.4 million metric tons of wheat at Rs4,000 per 40kg. The provincial government would borrow Rs214 billion for the purpose, including Rs140 billion for the wheat cost.

Minister for Information and Broadcasting Marriyum Aurangzeb lauded efforts of the government officials for ensuring transparency in the distribution of free flour among the poor during the holy month of Ramazan.

Taking to Twitter, Prime Minister Shehbaz Sharif personally monitored execution of free flour scheme which was “historic”.

“Amid inflation, free flour was distributed among hundreds of thousands of poor people in Punjab, Khyber Pakhtunkhwa, Sindh and Islamabad during Ramazan with full honesty and transparency.

“The administrative officers and staff worked day and night to make the landmark scheme successful which is laudable,” she added.

Her statement comes hours after PML-N senior leader Shahid Khaqan Abbasi alleged Rs20 billion in Prime Minister Shehbaz Sharif’s free flour scheme launched during Ramazan.

Speaking at an event in Lahore, former prime minister Shahid Khaqan Abbasi questioned the incumbent government’s capability, saying that the political leadership’s failure was the reason behind current crisis.

He maintained that incompetent leadership will only cause harm to the country instead of resolving the issues.

The PML-N leader also expressed concern over the ‘differences’ among national institutions. He also called upon politicians to sit together and resolve the disputes for the sake of the country’s progress.

The Punjab caretaker government on Sunday termed corruption allegations made by PML-N’s Shahid Khaqan Abbasi regarding the free flour distribution programme “false and fabricated”.

A day earlier, the PML-N leader — who is part of a group of political mavericks holding a series of nationwide seminars on the current challenges being faced by the country in an effort to develop a consensus on the future course of action required to be taken by all stakeholders to bring Pakistan out of the present mess — had alleged that Rs20 billion was looted during the free floor distribution programme, which was first rolled out in Punjab.

At a seminar at Lahore’s Government College University (GCU), the PML-N leader had talked at length about the issues plaguing governance in the country.

“Whenever there is a problem, the officer is changed but the system remains the same. The officer just fixes a few things. We now identify honest officers. There was a time when we identified dishonest officers,” he said.

I knew this was a money-making scheme for PDM the second I read about it. The reason they don't use modern distribution methods is because it would reduce the potential corruption they can do.

Pakistan Flour Mills Association (PFMA) has given a 24-hour deadline to the Sindh government, asking the provincial administration to lift the ban on purchase of wheat by Karachi millers.

In case its demand is not met by Wednesday evening, the association threatened that they would go on a shutter-down strike.

Speaking at a press conference on Tuesday, PFMA Sindh Zone Chairman Chaudhry Amir Abdullah announced “we will go on a shutter-down strike for an indefinite period if free access is not provided to wheat supply from growers in upper Sindh and Punjab by 7pm Wednesday evening.”

Almost 70% of flour mills have been shut down in Karachi owing to the unavailability of wheat despite being a peak production season. “Around 92 flour mills are located in the city,” he stated.

Abdullah reiterated that the provincial government had slapped a ban on the purchase of the grain by Karachi millers until the province achieved its procurement target of 1.4 million tons in the current season.

Taking advantage of the situation, millers alleged, hoarders were buying wheat from growers in upper Sindh and would sell it at inflated prices at a time of flour crisis.

Abdullah claimed that only Karachi millers were being denied access to wheat supply.

He was of the view that the provincial government, which kicked off its procurement drive on March 5, could buy only half of the target in two months. It comes despite an estimated production of 4.8 to 4.9 million tons of wheat in the province.

Punjab govt to get free flour scheme audited
The government urged the NAB chairman to investigate the program for any wrongdoing by suspicious individuals

The Punjab government said on Saturday that in the wake of baseless allegations by some Pakistan Muslim League Nawaz (PMLN) leaders against the Free Atta Scheme, the entire data was being put to an independent audit “in the interest of transparency and financial prudence”.

The government decided to go for an immediate audit through the Auditor General for the Pakistan office and simultaneously through a private audit firm of established international repute.

Further, the government also sent a request to the National Accountability Bureau (NAB) chairman to check the programme to verify if anything wrong was committed by any nefarious elements.
