90 overs a day is mandatory, they just add on the time at the end of the day, meaning people who have paid to go to the cricket have to stay an extra half an hour every time. It is rude to paying spectators.

There is no need to use a spinner, they just need to get on with it instead of dawdling between balls and overs.

They made 95 overs a day compulsory in domestic cricket here and nobody had a problem meeting that. It's about intent.
