British media regulator Ofcom fines Republic TV £20,000 for hate speech against Pakistanis

British media regulator Ofcom has been fined a whopping £20,000 for airing hate speech against Pakistanis.

The Republic Bharat channel broadcasts rolling news and current affairs to the Hindi speaking community in the UK like dozens of Indian and Pakistani news and entertainment channels.

The fine has been imposed after the British media regulator found an episode of a show — Poochta Hai Bharat — hosted by controversial anchor Arnab Goswami containing hate speech against the people of Pakistan.

Ofcom told this correspondent in a statement: “We concluded that this was a serious breach of our rules which warranted the imposition of statutory sanctions. These include: a financial penalty of £20,000, payable to HM Paymaster General; a direction not to repeat the programme; and a direction to broadcast a statement of our findings on a date – and in a form - to be determined by Ofcom.” 


The controversial episode of Poochta Hai Bharat was broadcast on 22 July, 2019. It featured a debate between Arnab Goswami and his guests (three Indians and three Pakistanis) relating to India’s attempt to send the spacecraft Chandrayaan 2 on its mission to the moon.

Other topics that came under discussion during the show included India’s record of space exploration and other technological advancements in comparison to Pakistan’s, the Kashmir issue, and Pakistan’s “alleged involvement in terrorist activities against Indian targets”.

In the programme, the presenter and some of his guests conveyed the view that all Pakistani people were terrorists, that even Pakistani sports celebrities and children were militants.

The presenter, addressing Pakistan and/or Pakistani people, said: “We make scientists, you make terrorists”.

Ofcom said: “We considered these statements to be expressions of hatred based on intolerance of Pakistani people based on their nationality alone, and that the broadcast of these statements spread, incited, promoted and justified such intolerance towards Pakistani people among viewers.

The British media regulator said in its findings: “We considered however that these statements, made by a retired major-general from the Indian Army, which clearly threatened that the Indian military would attack Pakistani civilians in their homes, were an expression of hatred and desire to kill by a figure of authority. In our view, the broadcast of these statements also promoted hatred and intolerance towards Pakistani people.”

Overall tone of the episode was 'provocative': Ofcom

Ofcom said that the overall tone of the discussion was provocative. “We also noted that Pakistani contributors were repeatedly interrupted and afforded little time to make points which may potentially have provided challenge or context.”

Ofcom said that the statements made in the programme “were expressions of hatred based on intolerance of Pakistani people on the basis of their nationality alone, and promoted hatred and intolerance towards Pakistani people”.

The licensee argued that the use of the term “****” was not intended to be offensive, nor would it be interpreted as such particularly when used in the sub-continent.

In Ofcom’s view, these negative descriptions constituted “uncontextualised abuse and derogatory treatment of Pakistani people on the ground of their nationality in breach of Rule 3.3. 38”.

The Republic TV told Ofcom that it shouldn’t be slapped with a fine and promised that no live discussion on India-Pakistan issues will be aired in future unless reviewed and edited first to comply with UK's laws but the Ofcom found that Republic TV had acted in recklessness and broken certain rules repeatedly.

Ofcom found that the material aired on Republic TV “posed a risk of harm to the Pakistani community in the UK, and to good relations particularly between members of the UK’s Indian and Pakistani communities”.

Incredibly unprofessional for a news channel. Also very stupid too, as they should have known it's a breach of violation. Good on Ofcom.
 
An anchor of a nation who has spies running in our country promoting terror, who has a dedicated network across the world spreading misinformation and promoting hate against Pakistan.....has the nerve to say 'you make terrorists'
 
They should have hit them with a fine 100 times as much and ensure this filth of a TV channel is never broadcast in the UK.

It's also interesting that Pakistanis are fairly quiet about this, but if this were to happen in reverse, the Indians mocking Pakistan about something like this would be overwhelming.

A question for Indian posters, the term terrorism was popularised by western minds in order to paint those who fought against imperialism in a negative manner. Is there a hindi concept of this or is the western term more effective even in India itself?

I have said this before and I'll say it again. Indians have used the term "terrorism" so loosely and so liberally in the last 5-10 years, it doesn't have the same value and effect anymore. Before at least some people listened about India's claims and allegations. Now everyone just yawns when Indian government, media or public makes claims like these.

When you read and see this stuff it's just sad. And the whole stuff in the BBC and international media about bjp hiring a troll army to write negative made up news 24/7 all the time. It's just pitiful

Obsession has gotten too much and I'm glad some action is being taken.

The masses in India are relatively uneducated compared to the west. Just as in Pakistan, the public will believe the words of the local maula to be legit wisdom, in the same way I imagine the average Indian will believe whatever nonsense is spouted by tv hosts on their big shows.

Its far less than what Zaid Hamid, Zafar Hilaly, Peerzada, etc say about India. The open call for terrorism in India under the garb of calling them freedom fighters and supporting them is only a small portion of it.

I have been watching Pakistani news channel for a bit and I have never seen Zaid Hamid on a mainstream TV show. He is mostly limited to YouTube. Pakistani media did not put up with his hateful rhetoric for too long and he has been shunned. I personally haven't seen any mainstream Pakistani journalist use abusive language against Hindus but if they do then they are wrong. I won't defend them or use inane justifications. Pakistan may also have some hate preaching journalist but they are normally sidelined or are unknown , in India they become the highest rated tv personalities . Do you not see the difference?

Anyways didn't one of the analyst on this show insult kids? ? I mean if you don't find using verbally abusive language against even children to be hate speech, then I think there is no pointing talking about this.

I guess the good thing is they were called out for it and apologized 280 times(although that's a bit excessive) . hopefully the channel now realizes that rampant hate speech may work in India but likely would not fly if they want to broadcast to an international audience.

The world cannot continue to educate Indians on Int Law. Kashmir is disputed territory and doesnt belong to India. You still cant get this into your head and neither can the idiots of this tv station.

RSS can spread their hate speech in Hindu India but here in the UK it will be stopped. India should remove all it's channels from the UK in protest of this.

There is nothing to defend or attack. Such language is used from both sides.

Zafar Hilaly, Tariq Peerzada, Lt gen Ajmal Shoaib, Shahid Latif etc are not fringe, they are mainstream.

He's chatting rubbish. Most of those anchors barely ever appear on our media. I know it as everyday I catch-up with all talk shows quickly if I have time and browse through them.

Yeah that’s what I thought. I skim through most popular Pakistani talk shows and out of his list I only know Amjad Shoaib and even he rarely appears on TV.

I can never imagine someone like Kamran Khan or Kashif Abbasi behaving like that rabid Arnab does.

In situations like these, it is common for Indian bakhts to claim that Pakistan does the same thing. Another example is how famous Indians are for trying to scam people in western countries. You will see a lot of Indians claim that Pakistanis run scams too.

Of course they leave out major details. In this case, the people joshila are leaving out that these people never appear on the popular media outlets unlike Republic TV. Just like the Indians talking about Pakistanis running scam never mention that nearly all western law enforcement, media, private investigators, corporations only focus on India when it comes to these scams, and that phone scams from other countries are a drop in the bucket compared to India.

Any reasonable person would condemn this. If Pakistani anchors would be calling Indians beggars and terrorists I'd condemn them instead of offering excuses.

How are racist posters like joshila are allowed here os the kindness of the moderators.
