I don't think PCB can or will refuse given both sides consented to uphold the decision of the DRC and not appeal it.

If the ICC bylaws allow that to happen then they will. If not then PCB won't pay and will then suffer some more loss of face. BCCI intent here is to teach PCB a costly lesson

I am not that fussed, don't think the amount will bankrupt the pcb but if the pcb does pay the amount they have to negotiate and get something in return from the BCCI and ICC which will benefit the cause of Pakistani Cricket

Not BCCI level clout but still some respect for a major cricketing nation

1. Hair affair was in 2006. This is 2018. Big difference.

2. Pakistan lost the rights. So it was compensated.

3.Asia cup is by ACC. It was shifted because the GOI refused to allow Pakistan team in India. Not PCB.

4.Every t20 league hosted by a test country board as icc blessings.

And in none of these cases you were fighting the BCCI.

PCB can upgrade 10 stadiums, groom a world class U-19 team, donate in the dam fund or buy 6 Bentleys for its top officials.
