I think, this is a bit over the top statement. In that regard, actually no place is safe in world. So far, 3 US Presidents had been shot dead, 2 others seriously wounded, there had been bombing in Washington, Tokyo or London sub-way, shooting at centre of Paris. In subcontinent, at New Delhi Mrs. Ghandhi was shot, his elder son was bombed, one of the largest metro in world was terrorized for 3 days by few gunmen; in SRL the President was bombed, an entire airport was destroyed, in Dhaka, President with whole family was brash-fired, at centre of city for 2 days terrorists ran riot at a para-military HQ.
My point is, bombing or terrorist attack isn't new in sub-continent, but life has to go within. There are far, far more threats in Russia than Islamabad or Lahore, but they are arranging Formula 1, winter Olympics & 'll host the 2018 WC. Imagine the scope of work for the security forces to protect a Football WC, where apart for 32 teams in 12 venues, over 1 million visitors, journalists, dignitaries from state leaders to former greats 'll be staying in Russia for 7 weeks or more - compare that to a touring cricket side for few matches. I don't think, it's much of an issue to protect 25 foreigners for 5/6 weeks in major metros of PAK.
PAK's biggest problem is credibility - once bitten, twice shy. That 2009 SRL tour was just not an individual incident - this is probably among the top 2/3 failures of Pakistan as a State. PAK Govt., failed to prove a simple challenge they themselves took. In 2002, there was bombing at Karachi, very close to the hotel Kiwi team was staying. They left immediately, but NZ did came back a couple of years later, teams like ENG, WI, SAF even IND toured PAK after that, BECAUSE everyone understands - if some fugitive goes crazy & blast a bomb, it can happen to any country, anywhere; PAK can't be blamed for that much.
BUT that 2009 incident was totally different - at the heart of PAK's top secured city, few goons came with automatic rifles, shoot at will for few minutes & left in peace! Even in best performing video games one can't make it so smooth. I had a suspicion on that attack & some of the BD players also raised that when Zaka Ashraf tried to sell BD tour to PAK media - the monkey is within. I am sure, most touring teams believe that PAK's internal forces were involved, at least they were aware of the threat - just allowed the incident to happen to down play someone or something & it can happen again.
Besides, after the incident, statements from buffoon Butt didn't help either.
