I think, PCB is trying to build something like a National stadium, where top matches 'll be played (something like Assembly or Stade de France).

I Love the design. I mean Pakistan can take inspiration from this stadium's design , ofcourse we dont have enough resurces to build exactly like this one.

Cricket Stadium to be constructed in capital

Decision has been taken to construct a cricket stadium in the federal Capital.

According to media reports, Capital Development Authority (CDA) after consultations with the Pakistan Cricket Board (PCB) for the construction of cricket stadium has decided to sign a Memorandum of Understanding (MoU). It is decided to construct the cricket stadium on 35 acres land at Shakarparian. The project has been pending for the last several years.

With the construction of this cricket stadium, CDA would be entitled to 30 per cent and PCB would be entitled to 70 per cent of income to be accrued from the local and international games to be played in this stadium.

Presently there is not a single cricket stadium or cricket academy in federal capital while diamond club ground and other grounds are used for the training of local players.

Last year CDA administration had halted the construction of cricket stadium and it refused to issue any NOC, however, all matters have been settled now.

CDA had allotted 40 acres of land to PCB on lease for 33 years in Shakar Parian in 2008 for the construction of cricket stadium. The construction of stadium was to be completed within 5 years; however, PCB failed to do so. Therefore, CDA cancelled the allotment of this land.

Now, once again both departments have addressed their reservations and decision has been taken to construct the cricket stadium.

A stadium in Islamabad will have top security as it is in the capital. This gives us an alternative option to host some international matches aside from Lahore.

PCB near in striking deal for cricket stadium in Islamabad

ISLAMABAD, Pakistan: The Pakistan Cricket Board (PCB) is near in striking a deal with Pakistan Environmental Protection Agency (Pak-EPA) and National Council for Conservation of Wildlife (NCCW) to finally build the long-awaited cricket stadium in the Federal Capital.

Talking to the state-run news agency, a PCB high official said the board is currently in talks with Pak-EPA and NCCW as they had some concerns regarding the construction of the stadium at Shakarparian.

It may be mentioned here that Pak-EPA and NCCW had said that the proposed site for the stadium falls in the jurisdiction of Margalla Hills National Park (MHNP) and such a project is a violation of Islamabad Wildlife Ordinance 1979 as well as violation of the city’s master plan.

Construction of this stadium is said to result in the felling of thousands of trees and about 15 acres of shrubs, flora and other greenery.

The PCB and the Capital Development Authority (CDA) signed a Memorandum of Understanding (MoU) in 2012 under which the CDA had allotted 35 acres of land near Shakarparian for the construction of cricket stadium.

According to the agreement, CDA was supposed receive a revenue share of 30 per cent from every national and international match while the remaining 70 per cent had to go to PCB.

However at that time, the work was stopped due to issues raised by Pak-EPA and NCCW, the PCB official said.

“Hopefully all the issues between Pak-EPA, NCCW and PCB would be sorted out in two to three months,” he said and added after sorting out matters with Pak-EPA and NCCW, the PCB would start its work on the stadium.

“Initial plans suggested that the stadium would have a seating capacity of 50,000 people, a cricket academy and other related facilities.”

At present, there is no state-owned cricket stadium or academy in the capital city and all local matches or trainings are carried out at club-owned grounds.

Upgrade GSL to 50,000 seater and Rafi we have 3 good venues for international cricket.
 
We already have international standard stadiums in Karachi, Lahore, Rawalpindi, Sialkot, Faisalabad and Multan.

I doubt we need a another one in Islamabad, last time I checked we are not going to be hosting any major tournament anytime soon so we don't need 15 international stadiums.

If an attached hotel and a helipad are what is needed to provide the required level of security, I would think that these can be built attached to the existing stadiums at a much lower cost.

Hopefully PCB can work out a way to reduce the environmental impact as it would be terrible to see the local scenery destroyed.
 
ISLAMABAD - The Supreme Court on Thursday ordered to forfeit Rs5 million given by the Pakistan Cricket Board to Capital Development Authority for the construction of a cricket stadium in Islamabad while declaring an agreement in this regard as void ab initio.

A three-member bench of the apex court headed by Chief Justice Mian Saqib Nisar was hearing a civil petition filed by the Margalla Hills National Park Society (MHNPS) President Roedad Khan against the construction of a cricket stadium in the protected forest area of Shakarparian.

In an earlier hearing of this case, the matter was almost settled as the PCB backtracked from building cricket stadium at Shakarparian and its Chairman Najam Sethi had informed the court that they are not interested in construction of a cricket stadium in the MHNP.

However, when the proceeding of the said case resumed on Thursday, the Chief Justice questioned from the PCB’s counsel that who will compensate the environmental harm caused due to heavy excavation at Shakarparian for the stalled construction of stadium.

The PCB’s counsel tried to lay the blame for the fiasco squarely on the CDA, stating the authority was responsible for making sure that land for the stadium is not allotted in the national park.

“We had signed a Memorandum of Understanding (MOU) in this regard with CDA in a good faith and also provided Rs5 million”, the PCB’s counsel replied to a court query that who had done construction work on ground and informed: “It was CDA which carried out initial ground work on the site.”

Justice Saqib Nisar declared the MOU between PCB and CDA as void ab initio and directed the civic body to restore the site back into its original shape. “The amount (Rs.5 million) submitted by PCB be forfeited and same shall be utilised to restore the site as it is into its natural shape”, Chief Justice remarked while constituting a committee to oversee the restoration process.

The committee will consist of petitioner Roedad Khan, Journalist Hamid Mir, chairman CDA and director general Environmental Protection Agency (EPA).

Meanwhile, hearing of a suo motu case pertaining to water scarcity in Islamabad, Chief Justice Mian Saqib Nisar came down hard on the previous government for failing to prioritise water issues, leading to scarcity.

“The government did not devise a strategy to ensure water supply as the demand for water was 120 million gallons, the supply was stagnant at 58.7 million”, noted justice Nisar, adding: “Tankers worth Rs1,500 are being sold in Islamabad”.

The representative of Metropolitan Corporation Islamabad said due to the ineffective policies there was no other option than to utilise water from Tarbela Dam. “The government released only Rs500 million for Rs70 billion project.” “Were the funds arranged after prioritising water?” asked the top judge as he held ‘ruling class’ responsible for the water crisis.

Observing that the water issue was a ticking bomb, CJP said water conservation capacity had not been increased. “We cannot audit the government every day.”

Referring to former president Asif Ali Zardari and deposed Prime Minister Nawaz Sharif, he said both the leaders had not achieved anything in their tenures. “The slogan asking for ‘respect for vote’ should be replaced with “respect for water”. Respect for vote implies that the government ensured provision of basic rights to the people,” he noted. Justice Nisar said the top court could not remain oblivious to the plights of the masses. “We need to demonstrate our commitment.”

The apex court directed Aitzaz Ahsan to serve as a coordinator for the issue and draft a water policy within two-three days. He is also instructed to submit a detailed report pertaining to the water crisis, reservoirs and drinking water. The chief justice said there were outcries over shortage of water and building dams as the matter can worsen in the future. Ahsan has been given until June 21 to submit the report. The court also summoned chief commissioner Islamabad, cantonment board officer and chairman Capital Development Authority (CDA). Malik Abrar, Zamrad Khan and Malik Mehbook – owners of tube wells, have also been summoned while the authorities have been directed to close down their wells.

The PCB had plans to construct a stadium on 35 acres of land in Shakarparian, which falls in Zone III in Islamabad, however, the SC ruled that since the area was part of the National Park area, construction of a stadium could not be allowed.

PCB Chairman Najam Sethi responded by saying that the board respects the SC’s verdict and will look for an alternate place for the project.
“We wanted to have a stadium there but now as the SC has given a decision not to build the proposed cricket stadium at Sharkarparian, so now we will search for an alternative location,” said Sethi.

Talking about the alternative place for the project, he informed that the board has not yet identified any place but it will share with details with SC as soon as it has found one.

“The PCB will identify new sites for the stadium and would request the SC to ask the CDA to facilitate the search,” he added.

The CDA and PCB signed a memorandum of understanding (MoU) in this regard, twice — in 2008 and 2012 — but on both occasions the CDA backed out after claims that the PCB had not fulfilled the MoU’s terms and conditions.

Last month, the CDA submitted a report with the SC mentioning that it would not be carry out the project because the PCB had not followed the mutually agreed terms and conditions.

The report said that the PCB began construction after the MoU was signed without obtaining environmental clearance for the stadium.

The 2012 MoU had stated: “Stadium will be constructed in such a way that the area beneath the stadium could be used for commercial purposes. The resources so generated from sports events from this venue or from commercial area by PCB will be shared between CDA and PCB at the ratio of 30:70 respectively.”

Replying to allegations levelled by the CDA Sethi said: “CDA is trying to cover up its incompetence. But we don’t want to get into that and have left the site.”

Idiots trying to be build a stadium in National Park. Pakistan already has carbon climate issues so well done SC! Why cant the original stadiums be renovated instead. I seen Old Trafford renovate and become a great ground.

Renovating an existing ground doesn't get nearly as much "commission" as building a new ground from scratch and that to in a national park. Imagine the kind of kickbacks taking place. Corruption zindabad.

“But the project could not be materialized as last year Pakistan Environmental Protection Agency (Pak EPA) and National Council for Conservation of Wildlife (NCCW) clearly said that the proposed project fell in the jurisdiction of Margalla Hills National Park (MHNP) which was a violation of Islamabad Wildlife Ordinance 1979 as well as of the city’s master plan,” he said. CDA told to finalise design of Islamabad’s first cricket stadium

The Capital Development Authority (CDA) is all set to prepare the design of the first ever proposed cricket stadium in Islamabad, as the interior minister directed the civic agency to take steps for the launch of several new projects.

Sources said Interior Minister Mohsin Naqvi while chairing a late night meeting at the CDA headquarters on Wednesday expressed displeasure over non-completion of the stadium’s design. He directed the CDA to get the design finalised as soon as possible.

The sources said following the directive, the civic agency will hire services of a consultant for designing the stadium.

Last year, the CDA and the Pakistan Cricket Board (PCB) held several meetings for the construction of the cricket stadium.

Interior minister directs civic agency to take steps for launch of several new projects

A delegation of PCB officials twice visited the CDA headquarters and held meetings with officials led by then Chairman Noorul Amin Mengal.

Sources in the CDA said that the location of new stadium was not discussed in the meetings, but most likely the civic agency will construct the stadium near D-12 in the foothills of Margalla Hills.

Last year, the CDA had announced that the stadium and a hotel will be constructed near D-12 and the stadium will be the largest in the country with the seating capacity of over 50,000.

According to initial discussions between CDA and PCB last year, it was proposed that the PCB will complete the construction of the stadium within five years. It was decided that the CDA will allot 280 kanals for the stadium on a 99-year lease.

It was also proposed that revenue generated from the facility will be divided between PCB and CDA on the ratio of 70:30.

The two organisations in the past had started a project for the construction of a stadium at Shakarparian; however, it was scrapped by the Supreme Court.

In 1960, a Greek firm, Doxiadis Associates, prepared Islamabad’s master plan and declared 2,250 acres as a sports centre in Shakarparian. The boundary of the area touches Islamabad Highway in the north and Murree Road in the south and east.

The government constructed the sports complex, a museum, Lok Virsa, a golf course and Islamabad Club in the area.

However, in 1979, through a notification, the government ended the independent status of the area and included it in the national park, which led to the scrapping of the stadium project by the apex court.

Sources said during the meeting chaired by Mr Naqvi, several other proposed projects were discussed that included a design of the extension of Margalla Road up to the motorway, traffic congestion issue at Faizabad, proposed Safari Park and chairlift and zip line.

The meeting also discussed setting up of commercial strips on both sides of the expressway. The CDA had acres of land on the right of way of the expressway and there are also reports about encroachment on the civic agency’s land.

In many areas along the expressway, due to growth of private graveyards, CDA is losing its land.

However, many officials said while planning commercial strips on both sides, the planning wing should keep the sensitivity of the green area in mind as the city had been losing its green cover due to growing construction activities.

“There should be no large scale development activities, setting up rest areas /restaurants, petrol pumps etc., are good options. Let’s see what happens as the proposal is at a very preliminary stage,” said an official.
