The soldiers beat the hell out of the Police after a dispute. These 2 lawless institutions have usually worked together to target innocent citizens but here they ended up on opposite sides. CM nani should have the Army guys arrested for attacking the Police but when you are CM with 25 seats, you don't have the moral authority . The irony of a the thuggish Police being beaten to Pulp isn't lost any anyone.

To be honest we know how corrupt our police is... They must have done something on which soldier took action.

Might is right and the boots have more might. I have no idea who was right and who was wrong but the bigger picture of a society on the edge of a breakdown is more scarey. It is obvious that outside keeping themselves out of prison and smashing IK and the PTI, the mafia have no plan whatsoever.

Did the army assault the police because the latter are on the civilians' side?

The Police were rude to the Soldiers family after they asked for a warrant and slapped around their women. This is normal practice for the thugs of Punjab Police. Unfortunately for them, they came up against even bigger thugs. What's interesting is the IG Punjab begging for mercy. Shouldn't he and Nani resign 🤔 for their cowardice and failure to uphold the law.

Punjab police decry ‘fake propaganda’ after video of cops being assaulted in Bahawalnagar goes viral

The Punjab Police on Wednesday decried “fake propaganda” after a string of videos showing Pakistan Army officers allegedly assaulting and beating up cops in Bahawalnagar went viral on social media.

“This matter in Bahawalnagar, which went viral on social media, has been taken out of context and exaggerated,” the police said in a statement on X, formerly Twitter.

A day earlier, several videos, showing men in army uniforms allegedly beating up police officials in Bahawalnagar, went viral on social media. One video showed a man sitting on the ground with a bloody nose. Another clip showed a man and two army personnel forcing policemen to kneel in a queue.

Some social media users claimed that the incident was motivated by police recovering an illegal weapon from the relative of a soldier.

Dawn.com could not independently verify the authenticity of the clips.

The footage drew outrage from politicians. PTI leader Hammad Azhar said the Punjab police chief should have immediately resigned after the incident, claiming that the provincial government was treating the matter as “trivial”.

PTI spokesperson Raoof Hasan said the incident merited a “transparent and comprehensive inquiry with its report to be made public without editing”.

However, in a statement issued last night, the police said the episode was being presented in a way to “imply that there has been fighting between the Pakistan Army and Punjab Police”.

“When the unverified videos went viral, both institutions launched a joint investigation. Officers from both institutions reviewed the facts and peacefully resolved the matter,” it said.

“Punjab Police and the Pakistan Army are cooperating to eliminate terrorists, miscreants and criminals from the province. We request that social media users do not spread fake propaganda,” the statement concluded.

Another video posted on the Punjab Police’s X account showed police and military officials chanting ‘Long Live Pakistan Army’.

The police statement, however, did not give details on what transpired between the men in the video. Dawn.com has reached out to officials in the area for further details.

It emerged that a first information report (FIR) was registered at Bahawalnagar’s Madrasa police station on April 10 on the complaint of Inspector Saifullah under Section 342 (punishment for wrongful confinement) of the Pakistan Penal Code (PPC) and Section 155C (penalty for certain types of misconduct by police officers) of the Police Order 2002.

Saifullah said he was appointed as the new Madrasa station house officer (SHO) and referred to an FIR registered on April 8 under which he said ex-SHO Rizwan Abbas, Assistant Sub-inspector (ASI) Mohammad Naeem and Constables Mohammad Iqbal and Ali Raza had arrested three individuals, who were named in the earlier FIR, without investigation and failed to produce the three before a local magistrate after the passage of 24 hours.

The new SHO said that despite being aware of the law, the four had misused their authority and were lacking in carrying out their duties, thus mishandling the case and exhibiting “high-handedness”.

The SHO said that officials were alerted about the illegal actions of the police officers and subsequently instructions were issued to carry out legal proceedings against the four.

The earlier FIR on April 8 was registered on the complaint of ASI Naeem under Sections 148 (rioting armed with deadly weapon), 149 (unlawful assembly), 186 (obstructing public servant in discharge of public functions), 324 (attempted murder), 342 (punishment for wrongful confinement), 353 (assault or criminal force to deter public servant from discharge of his duty), 379 (punishment for theft) and 506-b (criminal intimidation) of the PPC, as well as the Punjab Arms Amendment Ordinance and Punjab Arms Ordinance 1965.

Naeem said that he was out on patrol with other police officers when he came across two individuals who fled after spotting the police party. He said one person was arrested after being caught and a pistol was also seized from him.

He added that the individual could not produce a licence for the gun and divulged the name of the other person who had fled. Naeem said that upon attempting to arrest the other individual near his house, the suspect tried to oppose the police and called his relatives who opposed the arrest attempt and dragged a constable inside their home while beating him.

Naeem said he had attempted to negotiate the constable’s return but was refused, after which he called then-SHO Abbas and other police personnel to the scene. He added that the police officers again asked the group to return the constable upon which the former turned violent.

He said the group of around 20 people threatened to kill the police, opened firing and took another constable and SHO Abbas as hostages. Naeem said he requested additional police force and the three police hostages were finally retrieved. He added that the police personnel taken hostage were injured and their belongings were also snatched from them.

Bahawalnagar incident addressed through military, police joint efforts: ISPR
The unfortunate Bahawalnagar incident was promptly addressed and resolved through collaborative efforts of military and police authorities.

According to ISPR, despite this, certain factions with vested motives started fanning vitriolic propaganda on social media to create divisions between state institutions and government departments.

To ensure a fair and deliberate inquiry, and to determine responsibility for violation of laws and misuse of authority, a joint inquiry comprising security and police officials will be conducted for ascertaining the facts and apportioning responsibility.

These two are meant to be protecting the public and leading by example, instead they are having a Hell in a Cell Match like stray dogs.

What message does it send when what should be the two top baby faces are behaving like thugs, imagine Hulk Hogan asking people to say prayers to Shaythan while he steals their vitamins; this is what these guys are doing basically instead of inspiring people.

I just want a no holds barred between them and may the best team win.
Give it time, we arent too far away from total chaos. If the Rp hits 500, as i predict in the next 3 years, the rise in inflation will lead to wisespread poverty and chaos, much worse than what we have atm. But as Rumsfeld said famously their known unknowns, and their unknown unknowns. We will be in unknown unknowns territory. Already robberies in Lahore, Karachi and Islambad are playing havoc with the lives of citizens. The regime change in 2022 is the biggest disaster since the breaking up of PK in 1971. Some of these losers think that by killing IK, all will be well. How mistaken they are, always fear people that have nothing to lose.

Looks like both sides are now trying to downplay the whole thing, not surprising really as in a police state, the last thing you want is two branches of authority bashing each other's heads instead of civilians.

ISPR issues statement over Bahwalnagar incident

The Inter-Services Public Relations (ISPR) said on Friday that recently a ‘tragic’ incident took place in Bahawalnagar but the matter was resolved immediately with the joint efforts of the Pakistan Army and Punjab Police, ARY News reported.

The military’s media wing in a statement said that despite the matter being resolved, certain elements began propaganda on social media.

“An attempt was made to divide state institutions and government departments for nefarious purposes. Those responsible for violation of laws and misuse of powers will be determined,” the ISPR said.

It added that a joint inquiry will be conducted to find out the facts as well as identify those responsible. A team consisting of security and police personnel will conduct a thorough inquiry, the ISPR concluded.

literally the people of your institutions.

Apparently the army beating the hell out of the police is all a conspiracy and any way its none of the publics business because they have all kissed and made up. These individuals seem to have an inflated sense of their own importance and authority.

Either way, they have been exposed. Who in PK doesn't know that it's they that have stopped any system working and all that for money

Investigations ordered into Bahawalnagar ‘stand-off’

The Punjab government and Pakistan Army on Friday pledged transparent investigations into a “face-off” between police and army personnel following the arrest of a serving officer, which took the social media by storm over the Eid holidays.

Four personnel of Madressah police, including the station house officer, have been booked and arrested on charges of keeping a man and his two sons, including an army official, in illegal detention, dereliction of duty and misuse of authority.

Another policeman, the Maroot police SHO, has been suspended and a departmental inquiry has been initiated against him for airing “misinformation” regarding the matter on social media.

The FIR lodged on the complaint of inspector Saifullah Hanif with Madressah police on April 10 said that former SI/SHO Rizwan Abbas, ASI Mohammad Naeem, constables Mohammad Abbas and Ali Raza arrested Mohammad Khalil and Mohammad Idrees and their father Mohammad Anwar, who were nominated in an FIR registered on April 8.

Instead of presenting them before a magistrate, the accused policemen kept them detained at the police station for more than 24 hours.

According to police sources, ASI Naeem and SHO Rizwan Abbas raided the house of Mohammad Anwar, a resident of Chak Sarkari, on April 7 for the arrest of his son Rafaqat over possession of an unlicensed pistol.

Meanwhile, Anwar’s son Mohammad Khaleel, an army official, along with his brother Idrees and other family members, took the two policemen hostage. Soon, a video of the police officers being taken hostage was uploaded on social media.

Meanwhile, a police team reached the spot, got the SHO and ASI freed and arrested Mohammad Anwar and his sons Khalil and Idrees. In process, police not only subjected the family members to severe torture but also ransacked the house. A video of this act also went viral.

Later, a case was registered against 23 family members of Mohammad Anwar by the Madressah police under sections 324, 353, 379, 506B, 342, 186, 148, 149 of PPC and the Punjab Arms Amendment Ordinance 2015.

Sources said as the Bahawalnagar district police officer came to know about the detention of army officer, his father and brother, he initiated an inquiry into the matter.

Finding them guilty, the DPO got a case registered against SHO Rizwan Abbas and ASI Muhammad Naem and constables Ali Raza and Muhammad Iqbal, had them arrested and handed them over to the A Division police.

The incident report released on April 10 said the accused policemen conducted the raid in violation of SOPs and did not inform their high-ups that the arrested included a serving army personnel. The report also confirmed police highhandedness during the raid.

Two senior police officials, requesting anonymity, told Dawn the issue had been settled before April 10 but a “malicious” campaign launched through social media did the damage.

Sharing with Dawn a couple of video clips in which the accused policemen could be seen badly injured, they said things took an ugly turn soon after Eid prayers, when almost 50 to 60 army personnel from the Bahawalnagar Brigade in around 10 vehicles stormed the A Division police station, took over the premises and severely tortured the four imprisoned cops.

Immediately after the incident, a few social media accounts uploaded pictures of police officials being tortured by army personnel.

Expressing his grief and anger over the incident, an inspector-ranked official said in a video statement that army personnel had beaten policemen like animals in front of prisoners and vandalised the police station. He said that the only fault of the policemen was that they had taken action against an army man, whose brothers were robbers. The official said that he was waiting for the Punjab chief minister to take notice of this incident.

In view of the sensitivity of the matter, the RPO immediately visited the Bahawalnagar police lines and met injured policemen and army soldiers at the DHQ Hospital.

Speaking to Dawn, Bahawalnagar DPO Naseebullah Khan said that social media users, including some police officials, had misinformed the public by wrongly highlighting the issue. “For spreading misinformation over the matter, the Maroot SHO has been suspended and a departmental inquiry has been initiated against him,” the DPO said.

An official press release said the Punjab government has formed a joint inquiry team.

“The Bahawalnagar incident is regrettable and Punjab Government has formed a Joint Inquiry Team comprising Home Department as well as state security agencies to ascertain facts and fix responsibility for this incident,” an official spokesperson said.

“To bring the matter to its logical conclusion and to ensure that those responsible for breach of laws and abuse of authority are held fully accountable without any discrimination, a Joint Investigation Team comprising army, intelligence and police authorities is being formed for impartial and independent investigation into the incident and apportion responsibility”, reads the statement of the ISPR.

IG’s statement

In his video statement released on Friday night, Punjab police chief Dr Usman Anwar condemned the negative campaign on social media.

He rejected the allegations of delayed response saying the Bahawalpur RPO had immediately reached Bahawalnagar and army command in the area.

The incident was taken out of context and exaggerated, he said, adding that many elements shared old videos connecting them with the Bahawalnagar incident and this negative propaganda led to the disappointment among the Punjab police force.

He further said that both the Punjab police and Army have also initiated actions at their departmental level to fix the responsibilities.

The point is that no one deserves this. This shows the total breakdown in law and order where the guys with biggest gun beat up and torture guys with smaller guns or no guns.
Punjab police deserve this.

They are horrible because the owners are above the law and made them feel they too are above the law. The army attack was planned and filmed. Who were they sending a message to. Was it us? To the PTI and IK or to Nani and family? Maybe to all of them.

Yes we should ignore the mafia that created this and talk about something else. Thanks Major Sahib

Army should take up the leadership directly instead of this facade, Pak will save so much money.

I have said this many times. Would be far more honest and also more efficient if the reality was acknowledged. The current facade is the worst of both worlds.

Nope. @Bewal Express is correct, while the police are indeed worse than the crooks they are supposed to apprehend, the reason they have been able to act like feudal landlords and treat the public like indentured servants rather than the other way round, is precisely because the establishment have never allowed a framework where authority could be held to account.

Police comes under the constitution not the army.
Major Sahib you are pretending that there is a constitution and somehow these people follow it. Unless you have lived in a cave, you would have seen how the establishment have just made up everything as they went along because Judiciary was part of it.

That’s just the mindset of people in general in sub continent. It reeks of power culture and socio economic racism.

A Mercedes driver will bully a Maruti driver.
Maruti driver will bully a 2 wheeler.
2 wheeler will bully a rickshaw
Rickshaw will bully a beggar.

Here the army got more power so they bullied the police.
The police will bully the common man.

That’s how life is in third world. From top to bottom most people have same mindset.
The police crying about this beating are the same ones who bully innocent and helpless common people.

My point is clear, how can a person tolerate such behavior towards women? So, the Army did the right thing
No, the army didn't do the right thing. The army can't be judge and jury because they have the biggest guns. The army were happy when they attacked woman and children on their behalfas and have used the same people to become criminals. Surely the answer is to fix the system.

Do you have faith in the system in Pakistan that those women would receive justice? If army didn't take the action

Common business in Pakistan. Not the first time police got thrashed by the army

‘Special court martial’ proposed for corrupt officers in Punjab Police

The decision, taken during a high-level meeting chaired by CM Maryam in Murree, signifies a concerted effort to bolster law and order across the province.

Attendees included Pakistan Muslim League-Nawaz (PML-N) Central Secretary Information Marriyum Aurangzeb, the Inspector General (IG), Secretary Home, Chief Secretary, Assistant Inspector General (AIG), Capital City Police Officer (CCPO), Commissioner, Regional Police Officer (RPO), and other officials.

In addition to the establishment of a special court martial, the meeting saw the creation of a dedicated unit to tackle organised crimes and cybercrimes, with plans to train officials in IT and cyber investigations for enhanced capabilities.

A “special audit system” has been devised to probe instances of corruption and unprofessional conduct within the police department, complementing the efforts of the special court martial to address any connections with criminal elements.

Furthermore, CM Maryam announced the implementation of a ‘special dashboard’ to facilitate public reporting of bribery incidents involving police officials. Measures to strengthen interprovincial border security and combat smuggling were also outlined.

roposals for a "functional specialised police force" targeting specific crime categories were discussed, with plans to pursue legislative measures including the death penalty for perpetrators of rape and child molestation cases.

Maryam stressed the need to tackle the prevalent “gun culture” in the province and pledged to equip the police force with cutting-edge technology such as drones, weapons, vehicles, and night vision devices.

She also called for expedited trials for suspects accused of crimes against women and children.

‘Rogue elements’ behind Bahawalnagar hype

Punjab Inspector General Dr Usman Anwar on Saturday vehemently dispelled the impression of low spirits within the Punjab police ranks following the Bahawalnagar debacle, asserting that "anti-national elements" were stirring the pot to leverage the incident to spin false narratives on social media.

In a video message, the Punjab police chief said “outlawed groups” were stoking flames on social media to sow seeds of doubt about the unity between the institutions while trying to give an impression of institutional conflict.

He stressed that the morale of the Punjab police served as the bedrock “of our fight against terrorists, thieves, and robbers”.

He asserted that despite attempts to create discord between institutions, both the army and the police authorities had swiftly collaborated in the wake of the incident with the RPO Bahawalpur and the local army command promptly visiting the area.

The IG decried also the misrepresentation of past incidents to stoke discontent among Punjab Police personnel and said that the Bahawalnagar incident came about due to procedural lapses rather than systemic failures.

"The incident occurred due to non-following of the SOPs of the Special Initiative Police Stations. Both institutions visited the immediate area together."

"The outlawed organisation is trying to create an impression that God forbid we will no longer go after the enemy," he stated. "Videos of some old incidents were also shown out of context to spread frustration among the Punjab police personnel."

“Meetings were convened and the issue was harmoniously resolved, resonating with chants of ‘Pakistan Zindabad,’ ‘Pakistan Army,’ and ‘Punjab Police Zindabad’.”

IG Punjab underscored that, according to the ISPR statement, a collaborative investigative inquiry has been instituted, adding that adherence to legal protocols throughout the process will be ensured.
Furthermore, he said that the Punjab government has constituted an inquiry committee comprising representatives from the armed forces, Punjab police, and civil authorities. This committee aims to look into the individual actions leading to the incident and ascertain accountability.

Expressing dismay over attempts to fracture the “familial bond between Punjab Police leadership and the military force”, the police chief reaffirmed the unwavering dedication of the Punjab police in combating criminal elements.

He asserted that the police force, in tandem with other security agencies, remains steadfast in its mission to safeguard Pakistan by eliminating terrorist threats and criminal activities.

Emphasising resilience against social media criticism and propaganda, IG Punjab urged the force to ignore the backlash and remain focused on their duty of protecting the nation.

Highlighting past successes in countering threats across various regions, he reiterated the department's commitment to personnel welfare, including promotions, modern training, housing provisions, and legal assistance.

He also reiterated the police force's solemn pledge to serve and protect the country with unwavering dedication.

Earlier, ISPR announced the initiation of a joint inquiry involving police and security personnel, aimed at ensuring transparency and identifying those responsible for legal violations.

Bahawalnagar incident not a big issue: Naqvi

Interior Minister Mohsin Naqvi has said that the Bahawalnagar incident should not be considered a major issue.

Speaking at a press conference in Lahore on Monday, Naqvi said even brothers residing in the same house can fight sometimes and the matter should not be blown out of proportion.

He also said that the evidence emerging from Amir Tamba’s murder investigation was “clearly pointing” to India’s involvement.

Naqvi also said that India had been involved in four other murders on Pakistani soil before Amir Tamba as well.

He added that the campaign against overbilling will not stop despite pressure on the Federal Investigation Agency.

Naqvi said that FIA’s director general is under immense pressure over the campaign but it will not stop under any condition.

He added that 830 million units had been overbilled in Lahore alone and even poor people who consumed only 300 units were affected.

Naqvi said that action has already been started in Lahore circle and will soon be carried to other circles as well. He said that the campaign will be extended to the entire country.

The minister added that he could not speak for the past but there would be no pressure on FIA from now on.

He also added that several laws in the country are in the process of being amended,

Naqvi also said that people have to wait hours at airports across the country which should not happen.

Imran assails civil authority’s ‘surrender’ in Bahawalnagar

Former prime minister Imran Khan took a potshot at the civil administration on Wednesday over the recent Bahawalnagar face-off between the police and army personnel, accusing the former of surrendering to the latter as the IGP Punjab and the “viceroy” — an apparent reference to Interior Minister Mohsin Naqvi — had tendered an apology over the torture of police officials.

Talking to reporters at Adiala jail after a hearing, the PTI founder described the Bahawalnagar incident as a reflection of the “law of jungle” and said the powerful had beaten up police officials and then also sought an apology. The viceroy, he added, acted upon the instruction and called the personnel of both the forces brothers.

“[However] a brother does not deserve such a treatment,” Mr Khan said. He also accused the establishment of being behind the conviction of his spouse, Bushra Bibi.

The ex-PM claimed that since he had named some powerful elements during the last hearing, the jail administration erected a glass wall to contain him.

It may be mentioned that the temporary court room at the Community Hall of jail has been restructured and the administration has raised the height of the separating walls to nine feet.

Initially, there was no partition and the hall was divided into three parts. One is reserved for Mr Khan and his legal team, second is for media persons and the third is for the general public.

Cipher hearing

Meanwhile, Islamabad High Court (IHC) Chief Justice Aamer Farooq on Wednesday said that court would decide the appeals against the conviction of Mr Khan and Shah Mehmood Qureshi in the cipher case as early as possible.

Earlier, an IHC division bench comprising Justice Farooq and Justice Miangul Hassan Aurangzeb resumed hearing on the appeals.

Barrister Salman Safdar, counsel for Mr Khan, had concluded his arguments on Tuesday.

FIA’s Special Prosecutor Hamid Ali Shah commenced his arguments on Wednesday.

Justice Farooq instructed him to be brief and avoid repetition.

He remarked, “We want to conclude the case as soon as possible.”

Further hearing in the matter was adjourned to April 23.
