This is the problem with our bowlers, no consistency in their bowling.

Old story, Rahat mostly bowl his first 3,4 overs nicely with 1 wicket. And then he thinks his job is done, and start leaking runs every where.

Yes, it's allowed. It has not effect on hot spot. Silicon tape does.
If Rahat gets his line and length right, he would be an ATG bowler.
