Faizabad protesters committed blasphemy: IHC

ISLAMABAD: The Islamabad High Court (IHC) on Monday declared that the Faizabad protesters committed blasphemy and the state surrendered before them.

IHC judge Justice Shaukat Aziz Siddiqui while hearing a case regarding the sit-in protest observed that each section of the agreement between the Faizabad protesters and the state was unconstitutional.

On November 6, hundreds of Tehreek-e-Labbaik Ya Rasool Allah (TLY) supporters camped at the Faizabad Interchange in Islamabad calling for the resignation of Law Minister Zahid Hamid, who they blamed for a hastily-abandoned change in the oath of elected representatives. The group called off its nationwide protests on November 27, after the government met its demand and accepted Hamid’s resignation.

The IHC bench, on Monday, said the court expected the Army to probe into Chief of the Army Staff (COAS) General Qamar Javed Bajwa’s name being used in the agreement.

The high court, which had been questioning the role of the armed forces as mediator in the entire episode, gave two options to Attorney General Ashtar Ausaf who was present in the courtroom — to decide whether the matter related to the agreement should be referred to the parliament or the government top officials, including the army, should deliberate over the legality of the agreement. The AGP opted for the second option.

Justice Siddiqui was also bewildered at how the state could abolish terrorist cases against the same protesters who had paralysed the capital and brutally tortured police officials.

“Is the police not a part of the state? You should pay a four-month salary to the police officials for their work” he said.

The IHC judge also made clear that the court would not endorse the agreement made between the protesters and the state, saying the government accepted the demand of only one side and that the army played the role of a moderator in negotiating the contentious deal.

The government authorities including the mediator (army chief) should deliberate on the agreement, recommended the IHC bench.

On this, Ashtar Ausaf sought time to look into the matter. He also informed the court that the matter was also sub judice in the Supreme Court and, therefore, the IHC should wait for the outcome of its proceedings.

Justice Siddiqui said, “Nobody’s life is safe in the country.” The IHC judge also ordered for the AGP to stop the issuance of fatwas (religious decrees), from mosques and madrassas, declaring anyone a non-Muslim.

The IHC later adjourned the hearing until January 12.

Interestingly, he is very close to Nawaz Sharif and has allegedly received a posh house in Islamabad with all the refurbishment at government's expense. He is an extreme right-winger who has the defense lawyer of Lal Masjid's kingpin Mullah Burqa and was instrumental in having Mullah Burqa's terror cases quashed.

I think IK is right in ditching such alliance, no point throwing Sharifs out if Zardari is going to be part of next government. PPP without Zardari may not be a bad option but Zardari and his sister are corrupt, cruel and incompetent.
 
Traditionally, conservatives and right wingers have also voted for the PML-N but with the recent Finality of Prophethood fiasco and the ensuing chaos, these groups they will vote for either the TLY or MML but not for the PTI.

PTI's votebank will not increase much but PML-N's votebank will signicantly shrink. This will end up benefiting the PTI as it is the second most popular party.
 
I think IK is right in ditching such alliance, no point throwing Sharifs out if Zardari is going to be part of next government. PPP without Zardari may not be a bad option but Zardari and his sister are corrupt, cruel and incompetent.

True Zardari and his sister are not just corrupt they are also murderers and no point sitting with PPP if leadership is in Zardari's hand.
 
The sit-in being held by Tehreek-i-Labbaik Pakistan (TLP) entered its 7th day on Sunday as party workers continued to protest outside Data Darbar in Lahore.

Khadim Hussain Rizvi, who was declared a proclaimed offender earlier this week, has been leading the sit-in for the implementation of the Faizabad agreement since Monday.

Last year, Rizvi had led the 20-day sit-in at Islamabad's Faizabad interchange against the modification to the Khatm-i-Nabuwwat oath. The sit-in in the capital had culminated with the signing of an agreement — seen as a complete surrender by the state — which was brokered by the army.

“Our sit-in will continue till the time our demands our accepted,” said Rizvi on Sunday while addressing party workers at the sit-in.

“Our party has no association with terrorists — we are peaceful people. All we want is the complete enforcement of the Faizabad agreement.”

Rizvi also made it clear that TLP, the political face of Tehreek-i-Labbaik Ya Rasool Allah, would take "full part" in the upcoming elections.

The TLP leadership, addressing a press conference on Friday evening, had said that they would not issue protest calls to other cities — for the time being — because the government had sought a week’s time.

“If the 11-point Faizabad agreement is not implemented, the entire country will be on the roads next Friday. The TLP will wait till 4pm next Thursday before announcing the next phase of its protest,” Pir Afzal Qadri, chairperson of the TLP, had told journalists.

Qadri said that the Punjab government had agreed to present provincial Law Minister Rana Sanaullah before a seven-member committee of ulema, who would quiz him over his controversial interview and issue a religious edict (fatwa), which the law minister and the provincial government would have to accept.

The contentious Faizabad agreement caused some controversy for carrying signatures of an army general as a mediator, which now the TLP is trying to refer to.

The 11-point agreement contained provisions like release of workers arrested during the last sit-in and withdrawal of cases against them, arrest of those who changed the text of an oath pertaining to finality of the Prophethood and making public the Raja Zafarul Haq report.

Islamabad braces as TLP workers disrupt life in Lahore

Security has been beefed up in the capital and adjoining areas after the latest deadline given by Tehreek-i-Labbaik Pakistan (TLP) to the government for the implementation of its demands lapsed on Thursday.

A heavy contingent of law enforcement agencies has been deployed at the entry and exit points of Islamabad and Rawalpindi. A joint flag-march of the army and LEAs was also held in the capital, according to a security official.

Meanwhile, TLP chief Khadim Hussain Rizvi has escalated a protest he has been leading at Lahore's Data Darbar since April 2.

He is pressing for the implementation of the Faizabad agreement, which was brokered by the army last year between the government and leaders of Tehreek-i-Labaik Ya Rasool Allah (TLYRA), of which TLP is an offshoot.

Pir Afzal Qadri, chairperson of the TLP, told party workers after the 4pm deadline lapsed today that they must "come out on the streets and not go back until Rizvi announces an end to the protest".

Following Qadri's orders, TLP workers have taken to the streets in various locales of Lahore. According to reports, they have also attempted to intimidate commuters and citizens with sticks and batons.

They have also blocked various key traffic intersections in Lahore, including the busy Thokar Niaz Beg.

Reports also state that the flow of traffic from Shahdara till the motorway has been choked considerably. There are also reports of clashes between TLP workers and commuters. Law enforcement agencies are reportedly present but are refraining from stepping in.

TLP leadership's words caused a chain reaction in Sahiwal where party workers created blockages on the Lahore-Multan motorway at Chichawatni bypass and near View Hotel at Lahore-Sahiwal bypass; they vowed to not end their sit-in until orders come from Lahore.

Temporary demonstrations and sit-ins were also reported in Mian Channu city in Khanewal district as well as in Kabirwala on the National Highway.

In Hyderabad, TLP workers blocked Hyder Chowk, whereas the party's spokesperson in Karachi told Dawn that they are planning to march from Numaish Chowrangi to the Karachi Press Club at 7pm.

According to DawnNewsTV's sources, TLP leaders have also been considering blocking the Lahore-Islamabad motorway as well as the GT Road to paralyse inter-city movement.

“If the 11-point Faizabad agreement, which includes provisions like the release of arrested workers and withdrawal of cases against them, is not implemented, the entire country will be on the roads next Friday,” Qadri had told journalists last week.

CM Punjab chairs advisory meeting on security situation
With TLP workers choking major arteries of Lahore, an advisory meeting was called by Punjab Chief Minister Shahbaz Sharif to discuss the situation.

During the meeting, the chief minister was briefed on the security situation of the province.

The meeting was also attended by provincial law minister, the spokesperson of the Punjab government, the chief secretary, and officials from different law enforcement agencies.

Govt fails to arrest Rizvi, others
Last week, the TLP chief and some TLYRA leaders were declared proclaimed offenders by an anti-terrorism court in Islamabad. Law enforcement agencies, however, have been unable to make any arrests.

The spokesman for the Punjab government, Malik Ahmed Khan, had admitted that arresting Rizvi and other TLYRA leaders was proving to be difficult for the provincial authorities.

Speaking to DawnNewsTV regarding the protest, Khan had said Punjab Law Minister Rana Sanaullah was in constant contact with the protesters and was trying to convince them to abandon the sit-in.

Faizabad debacle
The protests in the capital at Faizabad had begun last year after a change to the Khatm-i-Nabuwwat oath via the Elections Act 2017 came to the fore. Despite the government terming it a clerical mistake and immediately moving to bring the document back to its original form, the opposition and TLYRA demanded action against those involved.

The situation is again getting very serious with Khadim Rizvi and his followers.

It brings a serious challenge to the government and law enforcing authorities. These extremists can be very difficult to handle.
 
After a long round of negotiations with the Punjab government, Tehreek-i-Labbaik Pakistan (TLP) on Friday early morning called off its protest in Lahore and other cities.

Life in Lahore was disrupted on Thursday when TLP leader Khadim Hussain Rizvi ordered his workers to "come out on streets" until the party's demands were met. The workers had choked the provincial capital's major roads while smaller protests were also held in other cities of Punjab, including Sialkot, Sahiwal, Gujranwala, Kasur, Mandi Bahauddin, Chunia, Multan, Faisalabad and Muzaffargarh.

The announcement to end the protest was made by the TLP's central council around 6am today. According to TLP's chairperson Pir Afzal Qadri, the government has agreed to fulfill the terms of the Faizabad agreement that was brokered last year. Government officials reiterated that the report over the controversial amendment made in the Elections Act 2017 — prepared by a Raja Zafarul Haq-led commission — would be made public, he said.

Qadri also claimed that the government had agreed to drop the cases registered against TLP leaders and workers.

TLP leader Rizvi had been holding a protest at Lahore's Data Darbar since April 2, demanding that the government fulfill his demands. The protest had escalated on April 12 (Thursday) as the party's workers spilled out on the streets of major cities of Punjab, blocking major roads and national highways.

The Punjab police, while calling additional force from adjoining areas, were reluctant to use force. “The first priority remains a peaceful resolution,” said a senior police officer of Lahore. “Even if force is used as a last resort, it would be done with utmost restraint and be kept to the minimum,” he said. “Negotiations are still underway for the peaceful resolution.”

Talking to Dawn, TLP spokesman Pir Zubair Ahmad said his party was open to talks and no offer in this regard would be refused.

Punjab government spokesman Malik Ahmad Khan, while speaking on the cases registered against TLP leaders, told Dawn: "The only sticking point is court orders which have put the legality of the agreement under question and declared TLP leaders proclaimed offenders. This area would require directives from the court and the government would take up the matter with the court. The rest has been agreed upon and the ball is now in the court of the TLP.”

Ahsan Iqbal terms TLP protest "pointless"
Interior Minister Ahsan Iqbal, who is on a tour to China, had also appealed to Rizvi to end the protest. In a statement, he termed TLP's protest "pointless" since the government had already accepted all the party's demands.

"Raja Zafarul Haq's report has been presented in court. In order to avoid conflict, we even let go our law minister," Iqbal said, adding that protests by TLP were ruining Pakistan's image internationally.

"Protests like these are the reason behind Pakistan's placement on FATF's (Financial Action Task Force on Money Laundering) grey-list," he said. He further said that the enemies of Pakistan use these protests to portray it as a violent country when in reality it is a peace-loving, moderate nation.
