There is a whole committee for domestic affairs not Sethi, who is supposed to look after domestic affairs and scheduling.
Sethi has overall responsibility as Chairman. Is it not his job to ensure the smooth running of the PCB?
So far we have had the National T20 Cup fiasco and I am sorry to say his handling of that was poor- he blamed others and refused to accept any fault.
Now we have this fiasco with the schedule being released in dribs and drabs. This is a new development since Sethi has taken charge- they used to release the whole season's calendar in advance. He has to take responsibility for this poor planning.
Till the start of November, it should be good in all over Pakistan for cricket. Real fog starts in late November in Lahore and Northern areas. But the good news is that after November 5, there is no match in that part of Pakistan.

FC cricket needs minimum number of overs, so that batsmen can develop temperament, fast bowlers can build stamina & spinners come in to the game. What will happen in mid to north PAK (Read Faisalabad & North), is basically 4 innings of ODI cricket in 1970s - that's 60 overs/day. Any FC match, less that 375 scheduled overs is counter productive; better if it's 400+. Ever since PAK domestics has come to 280 overs & played on those wickets hardly any spinners have come out who turns & flights, no fast bowler can keep pace in 3rd spell of a Test day & batsmen have become either Umar Akmal or Azhar Ali or Shehzad - that's either 5th gear or 1st gear or no gear box.
2nd thing is, 2 days gap between matches - one will go for travelling, another one for heeling minor injuries, muscle stressing - so in a 6 hours day light period, what players will do is net practice at lunch time & sole searching (read discussion with coach on improvement areas) when their side in batting.
3rd thing is, it's back to back to back match - and players are paid per match (no central contract for FC players) - so, most players will hide minor injuries to continue & that becomes chronic.
Considering PSL, mid FEB - late May is the only period for FC cricket in PAK - otherwise, not sure if it's productive or opposite.
I think all the players are contracted with their respective departments and regions. And May and June are too hot in Lahore and Southern Areas of Pakistan.
Are they using Dukes balls or Grey's?
Similarly, there have been concerns about the balls used in domestic cricket and how they were making the bats break, for this season we have proposed duke balls that can also help us prepare for upcoming Test matches especially the tour of England.
