How are PCB's development programs missing the pacers which LQ's programs have been bringing in?

LQ is a T20 cricket franchise and obviously has limited infrastructure and staff in comparison to the national sporting body which is PCB.

While none of the pacers found by LQ have become anything extraordinary in international cricket currently but, them finding tape ball pacers of 23, 26, 27 etc. years of age and bowling 145 kph+ from short run up along with variety of slower balls show that there are definitely few things missing at the end of PCB which is not enabling them to identify these pacers and possibly at a younger age. I am not implying that pace or slower balls are everything but, it can be a decent raw material if identified at a young age which can sometimes be developed into something good and can obviously be decent additions to domestic cricket atleast if nurtured well.

LQ seems to have a mini structure going on where they hold trials at a huge scale and then divide the identified players into teams of cities and hold their internal T20 league (Which even gets sponsors and gets televised) and then promote handpicked one or two players to their LQs main squad.

So my question is how are such bowlers being missed from PCB's development programs at young age? Is it because they dont market their development programs well enough or is it something to do with no 2nd tier tournaments like club cricket not being at the scale they should be to have that talent visible and continuously coming through? A lot of talent in recent times in U-19 and junior level cricket have been coming through previously untapped smaller areas which is extremely good addition but, is it that the more conventional areas are not being tapped as much as before as some of these pacers are just from tape ball cricket of cities?

Or is it that the PCB's programs administers though they were good enough? If so, are they and were they right?
 
For a long time the staff at the PCB, NCA, domestic and departmental coaches were just doing their jobs with a 9-5 attitude. No one really desired to genuinely give back to Pakistan Cricket

Yes definitely right attitude, hardwork and integrity is required at the back end too as they are the main people judging and bringing in the talent to the junior teams and academies.
 
Once club and city cricket is revived, there'll be a proper pathway for all cricketers to come through the system organically.

True, if properly executed that would be a big boost to the current structure.
 
The PCB is a self serving organisation. It never has and culturally,never will care for PK cricket.
