How do Ben Stokes and Shakib Al Hasan compare with the 80s golden quartet all-rounders?

Pakistan unfortunately have failed to produce a world class test all rounder since Imran Khan.

Razzaq and Afridi showed promise but they didn't had a test career worth remembering. Their ODI career was good but in Tests, they failed to achieve much.

Sri Lanka also don't have a great test all rounder. Jayasuriya and Matthews were not test class A/R although they were good batsman who could bowl a bit.

Bangladesh have Shakib.

India are clearly ahead in this reckoning with the likes of Kapil, Jadeja and Ashwin being world class all rounders in the longer format. Vinoo Mankad was pretty good too.

Akram had potential. He had his moments like a 50 and 100 in the same Test. But never consistent.
 
Akram don't really fall in A/R category. He had an average of 22 in tests.

Yea. Mostly he would go for shots from ball 1. He has 3 centuries too. Even in world cup 1992 final his batting contribution played a big part. 33 in 19 balls.
 
As I said above, I have not really gone into this genuine A/R definition too much because ultimately your overall contribution including bat and bowl both is what matters assuming you atleast do enough in your weaker suit to qualify for A/R category.

Hadlee was a slightly lesser batter than Kapil, Miller, Botham. But a much superior bowler than all three.So, overall he is up there.

Superior to Botham and Kapil. Not superior to Miller.

One weird thing about Miller is that he didn’t know he could bowl quick until age 26 or so. Then he immediately became top three in the world.
