How do you prove racism in the police force?

One of the issues of the Floyd murder that seems to have been negated is how does one prove that it is racist ?...the incident was murder no doubt and the victim was black and the officer white but is that evidence of racist intent?...a very similar instance happened to Tony Timpa a white man who also died through suffocation at the hand of a white officer...evidence of poor policing ...is there a guarantee that had Floyd been white he wouldn’t have been a victim?

One of the arguments made use figures Ie disproportionate arrests of black people ...it’s actually been stated that police only search for crime in areas that are black ...the problem however with that assertion is it that with crimes such as murder are disproportionately committed by blacks ...

To think that Chicago has statistics like 4,300 shootings in a year ...largely black on black crime ...

In New York for instance despite being 23% of the population blacks committed 71% of gun violence in 2016 ...a black New Yorker is 50 times more likely to commit a shooting than a white New Yorker ...

In Chicago that figure is 80% while for whites it is 1%...whatever state you apply this the figures are similar ...82% in Pittsburgh while being 26% of the population ...

The statistics are similar when it comes to robbery ...

One of the successes of New York reducing crime was a data driven approach named Compstat which actually reduced crime ...statistics show that violent crime has dropped in the last couple of decades ...

So is disproportionate stop and frisk acceptable ?...

Interestingly following Ferguson a Pew poll showed that 72% of officers felt less willing to stop and search, pedestrian stops etc due to what they deemed an anti-cop climate ...

Consequently the accusation became what it was in the early 90s which is police neglect ...which was also deemed racist ...

Use of force is also quite subjective in some cases...and again how does one prove that the incidents in question are racist ...so the Michael Brown shooting ...racist or not?...and if so on what basis...it’s one thing to determine whether the officer in question should have shot someone trying to grab his gun ...but how does one argue that if the perpetrator were white that he wouldn’t have found the same fate ?...

A police officer is also 18.5 times more likely to be shot by someone black ...however I won’t use that stat as evidence because naturally by disproportionate stop and search you as an officer are more disproportionately to be shot ...but that said is there a possibility of a subconscious fear of blacks people more so than another group...it’s entirely possible but again it’s not something that can be proven...

So I’m curious ...on what basis can a claim be made when it is based on a subjective premise....how does one prove racism?...for the most part they are emotion driven arguments ...

And what is required for this assertion to cease?...should the police start going into white neighbourhoods and leaving black neighbourhoods alone?...this is actually something that has been suggested ...should they stop and search more Chinese ppl to even things up ?...should data driven policing which does disproportionately target blacks be abandoned?...

Are there racist police officers ...most definitely yes ...just as there will be racists in all professions ...but how does one judge acts themselves as racist?...

For the record seeking justice for an individual is absolutely fine imo ...the officer if they have used excessive force should be punished ...does that always happen ...no...and that is irregardless of whether the victim is black or white...check out the Ernie shaver video for proof of that ...officers sentencing and indeed sentencing of black people is a separate issue to day to day policing yet often get lumped in with it...
 
Racism can't be proven easily because concept of racism is at times subjective.

What may seem as racist to one person may not seem racist to another person.
 
It's harder to prove racism by cops. It's far easier to prove that they use excessive force. It's easy to see that cops arer doing many things which can be done by other agencies. It's easy to see that qualified immunity makes it more likely that cops will use excessive force.
