LONDON/KARACHI, May 10 (Reuters) - The political crisis engulfing Pakistan is eroding hopes that the South Asian country can get its much needed programme with the International Monetary Fund back on track soon and escape a full-blown debt crunch, analysts said.

Violent clashes between supporters of Imran Khan and police broke out across the country after Pakistan's anti-corruption agency arrested the former prime minister on Tuesday.

The latest rupture in Pakistan's febrile politics comes as the 230-million-population nation prepares to hold tightly fought elections in the autumn while facing its worst economic crisis in decades, with dwindling reserves and a stalled $6.5 billion IMF programme that is expiring in June and scarce other financing sources in sight.

"With protesters on the streets, the IMF will be even more wary about restarting the loan deal," said Gareth Leather, senior economist for Emerging Asia at Capital Economics.

The turmoil since Khan was ousted just over a year ago has scarred the country's economy and markets.

Pakistan's rupee has lost nearly 50% over the past 12 months. The main stock index (.KSE) has suffered a double-digit decline over the same period.

On Wednesday, the rupee tumbled to a fresh record low of 289.5 to the dollar. The country's international bonds, already in deeply distressed territory of as little as 32 cents, dropped more than 1 cent in the dollar on the day.

JPMorgan analyst Milo Gunasinghe said little relief from political uncertainty was in sight while the IMF programme remained stalled.

"The latest developments likely dampen any prospect of a political breakthrough across both sides," Milo said.

The bank recently lowered its 2023 growth forecast for the country from 1.3% to 0.1% and warned of "stagflation shock" due to delays in the IMF talks, while the central bank hiked its key interest rate to a record 21% to fight double-digit inflation.

The nuclear-armed nation faces the risk of a default unless it receives massive support. The gross public debt-to-GDP ratio stands at 73.5%, according to government data as of December. Foreign exchange reserves at $4.457 billion cover barely a month's worth of imports.

"The IMF has the capacity and the flexibility to help member counties in a variety of political circumstances," said Reza Baqir, former central bank governor of Pakistan and global head of sovereign advisory services at Alvarez and Marsal.

"It is usually up to the country to present a credible plan of policies and financing that, in the face of political uncertainty, will credibly address the members’ balance of payment problems."

The armed forces remain Pakistan's most powerful institution, having ruled directly for close to half the country's 75-year history through three coups.

Hasnain Malik, head of equity research at London-based Tellimer, added that unless martial law was imposed, there was no reason for the IMF to suspend discussions.

"However, instances of violence likely justify a postponement in the election and make credibly committing to painful fiscal cuts even harder," he said.

The Pakistani rupee on Thursday recorded all time low against the US dollar with the local unit losing Rs 11.16 in interbank trade, ARY News reported.

According to the details, the US dollar continues to rise on the fourth day of the business week and remains at the highest level.

In interbank trading, the dollar became more expensive, reaching Rs296 at the highest level, meanwhile, selling for over Rs300 in the open market.

KARACHI, Pakistan (Reuters) - Point-of-sale transactions routed through Pakistan's main digital payments system fell by nearly 50% the day after former Prime Minister Imran Khan's arrest ignited countrywide protests and prompted authorities to shut down mobile internet services, data showed on Thursday.

The reason for the slump was primarily the mobile broadband suspension, in addition to lower footfall at the limited number of stores opened due to the political turmoil, payments system operator 1LINK told Reuters.

The violent protests that followed Khan's arrest on Tuesday by the country's anti-graft agency have hit commercial activity in Pakistan hard.

Mobile data services have remained shut since Tuesday night on the orders of the interior ministry - the longest such continuous shutdown in a country that often suspends communications as a tool to quell unrest.

Many major roads and businesses have also remained shut, mainly in the eastern city of Lahore, Pakistan's second-largest city.

Data shared with Reuters by 1LINK on its point-of-sale (POS) machines showed international payment card transactions were down on Wednesday by 45% in volume, from a daily average of 127,000 during the week of May 1 to 7 to approximately 68,000 on May 10.

The daily value of transactions using international payment cards was down 46%, from 606 million rupees ($2.14 million) to 330 million rupees ($1.16 million) on May 10.

1LINK is Pakistan's major facilitator of POS digital payment transactions for international platforms such as Visa and Mastercard.

Transactions on Pakistan's only domestic payment scheme, PayPak, were down 52% in volume to 18,000 transactions on Wednesday, and 56% down in value to roughly 62 million rupees ($218,775).

The State Bank of Pakistan did not immediately respond to questions sent by Reuters.

Cash transactions still dominate Pakistan's commercial dealings, with much of the market undocumented, but digital payments have been growing fast in the country of 220 million. Many retailers and industrialists across Pakistan have also said their activities had ground to a halt since the protests started on Tuesday.

More than 1,600 people have been arrested while five have been killed and hundreds injured in riots, including more than 160 policemen.

On Tuesday, the Pakistan Telecommunication Authority (PTA) suspended mobile broadband services across the country.

Social media platforms such as Facebook, Youtube and Twitter were also down, resulting in demand for virtual private networks to surged by 1,329% on Wednesday compared with the average, according to Simon Migliano, Head of Research at Top10VPN.

Migliano calculates that the suspension of mobile broadband and social media platforms has cost nearly $100 million so far. ($1 = 283.4000 Pakistani rupees)

In a democracy election are the corner stone and not only have people been killed, their reps have been jailed, and elections denied. In those circumstances what should the people do? Should they do nothing? It pains me to see any damage to PK but when a mafia is destroying PK for personal gain,people have no either avenue for their anger. If fair elections are held and then people take the law into their own hands, then hang them. So can you explain who and why has stopped the elections?

Shehbaz Sharif's tenure as PM has been a joke so far. I agree that he has not delivered and has proven incompetent for the big job.

But how was Imran any different? His government kept borrowing and borrowing. They borrowed 52 billion US dollars in 3 years, ofcourse Pakistan is becoming bankrupt.

Think about this with a clear mind, are we only accusing the Sharif's of this situation because our hearts and minds want to believe that they are corrupt and have stolen all the taxpayer money?

Interior Minister Rana Sanaullah says the internet ban will continue until all the instigators and perpetrators who burnt down houses have been arrested.

Speaking to Geo News, the PML-N leader said he would have to seek the prime minister’s guidance over the issue if the matters involving Imran Khan extended beyond May 17.

“There are many people who used these services legally and they are the ones losing out so we have to keep that under surveillance,” Sanaullah added.

“The situation is that the people who have come out, their entire work is done on the internet, all their abuse, their planning, all of it is done on social media.”

A state-imposed social media blackout to quell massive protests around the arrest of Pakistan's former prime minister Imran Khan has instead fuelled momentum for him, analysts say.

Moments after Khan was detained by a swarm of paramilitary Rangers on Tuesday, the interior ministry restricted nationwide access to Twitter, Facebook and YouTube.

Mobile data coverage -- used by political activists to organise protests on messenger apps such as WhatsApp, but with far larger effects on the wider populace -- was also cut.

But Khan's supporters quickly found workarounds, leaving social media awash with calls for protest and shaky handheld clips of thousands of demonstrators clashing with police.

The move was a "crass miscalculation" by authorities, according to Shahzad Ahmad, director of digital rights organisation Bytes for All. "It's only going to work against them."

Leading his Pakistan Tehreek-e-Insaf (PTI) party in opposition, Khan remains staggeringly popular and has crafted a campaign accusing the parties and army of colluding to keep him out of power, lock him up and even assassinate him.

Blocking social media only fuels the PTI's argument, said digital rights activist Usama Khilji.

"It's adding to their popularity because it's being seen as a move to curtail basic rights of citizens."

On Thursday, the Supreme Court declared Khan's arrest invalid, but the political turmoil has continued, and the internet restrictions remain in place.

- Digital 'dinosaurs' -

Ahmad said the authorities who ordered the ban are "dinosaurs" who "do not have an idea how rapidly things are changing".

"They think in the mindset of absolute power," he said.

But internet and social media use has exploded in Pakistan in recent years, fuelled by the widespread availability of cheap smartphones.

Mobile broadband subscribers jumped from 56 million in 2018 to 116 million in 2022 -- around half of the country -- according to the telecom regulator.

Internet censorship has been common in recent decades, even under Khan's government.

But a young, tech-savvy citizenry has adapted quickly, using Virtual Private Networks (VPNs) to disguise their locations and skirt restrictions, Ahmad said.

Despite the ban, Twitter "was still very active in the country because people had their VPNs ready," he added.

The mobile data outage, however, cannot be circumvented in that way.

In Peshawar, PTI supporter Ikram Khan told AFP that party activists were expecting "a complete (internet) shutdown", so they hurriedly transferred mobile phone clips to computers equipped with wired internet connections and VPNs.

There was a delay in uploading the videos to Instagram and Twitter, and streaming service Facebook Live could not be used, but "we still did our job well", the 31-year-old told AFP.

"We know how to handle the situation."

The internet shutdown has triggered international condemnation.

Amnesty International Pakistan campaigner Rimmel Mohydin told AFP it was "a clear human rights violation".

It can "facilitate further violations of human rights, including impeding the documentation of unlawful use of force," she said.

'In their favour'
Such remarks give credence to PTI claims they are being silenced, according to analyst Hasan Askari.

"The international concern definitely goes in their favour," he said.

Khan came to power in 2018 marketing himself as a political outsider, riding a pioneering wave of social media enthusiasm to challenge the country's two main dynastic parties, who between them have ruled Pakistan for decades.

Last April, after having lost the key support of Pakistan's powerful military -- which has itself ruled the country directly for more than three decades -- he was ousted in a no-confidence vote.

The ensuing political chaos has exacerbated an economic downturn that has seen decades-high inflation, the rupee tumbling to a record low Thursday, and deadlocked bailout negotiations with the International Monetary Fund.

The latest internet outage has added to those woes, costing Pakistan as much as $53 million a day according to global internet monitor NetBlocks, with mobile data coverage powering economic transactions, including credit and debit card point-of-sale terminals.

A shaky coalition government now faces the prospect of an electorate galvanised by simultaneous political and economic crises ahead of elections due no later than October.

The blackout "is quite disproportionate" said Khilji. "It does show a panic where the state is sort of caught off guard and it seems like they didn't really plan this well.

"The biggest issue is that people are already frustrated with the economic situation and this just adds on top of that," he said.

"It's giving more of a reason for citizens to be unhappy with the current government."

The Pakistani rupee dramatically recovered 5%, or Rs15, to the pre-political crisis rate of Rs284 against the US dollar in the interbank market on Friday.

Yesterday, the currency had nosedived to an all-time low at Rs299 against the greenback. The rupee had slumped by around 4%, or Rs14 in the past two days in the wake of political turmoil following the arrest of former prime minister Imran Khan.

Talking to The Express Tribune, Taurus Securities Director Research Mustafa Mustansir said the improvement in the political situation in the country improved business sentiment in the interbank market.

The turnaround in the situation extended support to the rupee against the greenback.
 
PTI Chairman and former premier Imran Khan on Saturday demanded an independent investigation into the vandalism and violence that broke out during the protests in the aftermath of his arrest by the National Accountability Bureau (NAB) in the Al-Qadir Trust case on May 9, under the supervision of the Supreme Court.

The PTI chief also urged his supporters to come out of their homes and gather at a spot in their neighbourhood from 5:30 pm to 6:30 pm on Sunday (today) with placards inscribed with “Save Constitution, Save Country” and once again announced to kick off a series of public rallies from Muridke, Punjab from May 17 (Wednesday).

In in his first address to the nation from Lahore after his release from NAB’s custody, the former premier called for an investigation into the protests and vandalism that occurred following his arrest on May 9, asking Chief Justice of Pakistan Umar Ata Bandial to lead the investigation and "personally" chair the panel.

“I want an independent and complete investigation into the burning of state buildings and firing at unarmed youth protesters. I want CJP Umar Ata Bandial to constitute a panel under him for this purpose.”

The shutdown, which came on the instructions of the interior ministry in the wake of violent protests sparked by the arrest of PTI Chairman Imran Khan, arrest, dealt a heavy blow to the country's economy and reputation, with rights bodies warning of long-term consequences.

The blackout, which lasted for several days, caused widespread disruption to businesses, e-commerce, and online education. The tech industry has also called for urgent action, citing the impact on growth and innovation.

This was not the first-time government had shut down the internet and mobile services in Pakistan. In the past, authorities have resorted to internet blockades as a tool to curb spread of mis-information or information they may deem to be against the state. However, more than a tactical response to instability, this has been considered to be an attack at the freedom of expression and a violation of human rights in a democratic state.

International bodies expressed concerns over the information lockdown in Pakistan, calling for restoration of internet services in the country and for the government to respect fundamental freedoms.

The United Nations High Commissioner for Human Rights Volker Turk said “freedom of expression, peaceful assembly and rule of law are key to resolving political conflicts”.

Amnesty international called the services shutdown a “human rights violation”. “The ban on the social media platforms like Facebook, Twitter and YouTube also creates a permissive environment for other human rights violations under the darkness of the internet shutdown. The restrictions must be lifted immediately.” Rimmel Mohydin, regional campaigner at Amnesty International stated.

The shutdown made a significant dent in the cash-strapped economy of Pakistan with the business sector taking a major hit. The move has drawn widespread criticism from businesses, entrepreneurs, and tech industry experts, who have raised concerns over the economic fallout.

As business activities have been affected, the Federal Board of Revenue also lost about Rs2 billion in terms of revenue, but the Pakistan Software Export Association (PSEA) said that a day's business of the information technology sector is $12 million. Therefore, in three days, the PSEA said, the IT sector suffered a loss of Rs10 billion.

According to an official of a telecom company, the mobile broadband services constitute around 60% of their total revenues. Therefore, on a daily-basis, they earn approximately Rs820 million. Additionally, the government receives around 35% of the revenue.

This calculation is based on the fact that the telecommunication companies earned roughly Rs500 billion from cellular services in the previous year. However, this is just an estimate from one industry. The overall economic loss to the country is likely to be massive.

In addition, millions of daily wagers who earn through online modes of income including delivery riders, ride hailers and freelancers were deprived of livelihood due to the internet blackout.

Pakistan's reputation has also taken a hit, with the country being viewed as an unreliable place for investment and business operations. The government has faced criticism for its handling of the situation, with many arguing that it has damaged the country's standing in the global community.

The consequences of the internet shutdown are likely to be felt for some time to come, as Pakistan struggles to restore its image and rebuild its economy. The challenge for the government will be to strike a balance between security concerns and the need for free and open access to the internet.

Pakistan’s friends are increasingly concerned over the growing political instability in the country and have been conveying discreet messages seeking resolution of the political crisis through dialogue.

Diplomatic sources familiar with the development told The Express Tribune that China, Saudi Arabia and United Arab Emirates (UAE) in particular are worried over the deteriorating political instability in Pakistan.

Chinese Foreign Minister Qin Gang when he undertook a maiden trip to Pakistan recently, he publicly expressed concerns over the current political situation and stressed the need for developing consensus to deal with the crisis.

Qin Gang was in Pakistan on May 5 and 6 on his first visit to Islamabad.

At a news conference with Foreign Minister Bilawal Bhutto Zardari, the top Chinese diplomat expressed concern about Pakistan's increasing instability, he told Pakistan to overcome political differences to pave the way for economic progress.

"We sincerely hope the political forces in Pakistan will build consensus, uphold stability and more effectively address domestic and external challenges so it can focus on growing the economy," Qin had said.

I believe there are many posters here who were advocating to stop the remittance once PTI lost power. To tell you the truth remittance is a double edged sword. It’s one of the reasons people don’t come out on the streets too often. They get little money coking home from abroad to keep everyone happy

In an open letter published on the New York University website, a group of Pakistani scholars and academics from different institutions across the world have called for an immediate end to state violence in Pakistan.

The group, the Pakistan Academics' Collective, identifies itself as a diverse group of scholars affiliated with institutions like Oxford University, Harvard University, London School of Economics, University of Toronto, New York University, Leeds University, New School for Social Research, Franklin and Marshall College, Lahore University of Management Sciences, Institute of Business Administration, Karachi and others.

The open letter, published on Tuesday and calling for others to sign the online petition, condemns various actions by the current Pakistani government, including the use of violence against protesters, curbs on media, restrictions on freedom of assembly and speech, and arbitrary arrests of opposition party leaders.

The letter highlights the conditions that have deteriorated following the removal of Pakistan Tehreek-e-Insaf (PTI) Chairman Prime Minister Imran Khan’s government in April 2022. Since then, the ruling establishment has been accused of exercising a reign of terror in an attempt to maintain power and curb public influence over the nation's future.

The authors argue that the current government, which they claim is operated by the military establishment, refuses to adhere to the Constitutional mandate and Supreme Court orders to hold elections. “The regime enjoys no popular mandate to rule and is depriving people of their right to vote, while seeking to eliminate the largest opposition party from the political arena.”

The letter further states that citizens are facing a severe violation of their civil liberties in Pakistan, including the military's “intention to establish military courts for trying civilians who protest and register their political dissent in the public domain, bypassing due process of law”.

Furthermore, the government's disregard for judicial orders, coupled with difficult living conditions marked by rising unemployment, a depreciating currency, and escalating inflation, has contributed to a tense social and political climate, states the letter.

The letter culminates in a call to action, demanding the restoration of full civil rights, release of all political prisoners, an end to the usage of military courts for trial of civilians, and accountability for officials involved in violations and abuses. It also urges for respect towards the democratic process, cessation of military interference in politics, and an immediate commencement of elections.

It was unclear how many scholars or academics have so far signed the petition.
