They don't take these seriously enough as a way to identify talent. As long as potential has been identified in the 18-24 age bracket, they are allowed to develop in Shield Cricket.

I live in Australia and believe me they take under 19 seriously. Only the best get in. That doesn't mean players csnt develop later in their 20s obviously. Infect many develop faster post 21.
