We can’t shift a tournament from one terrorism affected country to another. You think Khalistanis won’t blow up another plane for the sake of some attention?

Khalistanis have already issued threats to Air India flights. Too much of a risk to have a tournament in Canada at the moment given the terrorism situation there is quite serious.
 
I think Pakistan should host the event and for matches of India, Oman could be a very good option as its very near to Pakistan so transportation would be much easier.

Does Oman have facilities for hosting a big ICC events like champion trophy ? I dont think so.

No. I don't think that Oman is ready. It will be UAE most probably. But Pakistan should hold their ground here. ICC is gonna go crazy if Pakistan also refuses to play India.

Multiple reports indian journalists in Twitter mentioned south africa as an option.

Since the main criteria is to convince BCCI, so India should be the first choice.

The ICC Champions Trophy 2025, scheduled to be hosted by Pakistan, faces uncertainty due to BCCI's refusal to travel to Pakistan. The ICC has suggested a hybrid model where India's matches would be played in UAE, similar to the Asia Cup 2023 arrangement.

PCB chief Mohsin Naqvi wants to host the entire tournament in Pakistan, but if PCB doesn't agree to the hybrid model, the tournament might be relocated to South Africa. Naqvi has denied any discussions about a hybrid model and stated that any decisions would need government approval.

If the event is relocated to South Africa

Does Pakistan still remain the hosts? If not
Will they attend? If yes
Will India and Pakistan still remain in the same group? If yes
Will they play the game against India?
 
I highly doubt any team would do that. For every team Indian tour is a major factor in making money especially smaller boards like SL, NZ, BD, SL, ZIM, IRL, AFG, WI and SA. remember all permanent board members have a vote even if they are not participating in this particular tournament. These boards can be swayed if there is a possibility of making more money now and later. But snubbing India means they will make less money now and much less money in the future. What is the upside ? If you are the president of a board looking to keep your team afloat what’s in it for you apart from putting India down? Absolutely nothing. Moreover most of these countries usually prefer to stay neutral without getting in the way of any teams. There is no upside for them in putting down BCCI.

The indian monopoly will come to an end without other international sides participation.

Even the ipl is nothing without overseas stars.

Otherwise its just a local domestic tournament that inidans will watch and even that would diminish over time.
