If the ODI World Cup is the pinnacle of cricket, why is it 3rd tier in ICC interests?

All the icc competitions which have been the top tier of cricket and which have been the most enjoyable have been 50 overs cricket competitions, yet to attract viewers, focus is given to t20. I have forgotten what white ball in daytime looks like.

I seriously feel like t20 is like a drug which gives icc money but it’s rotting the game. Bowlers don’t know how to bowl long spells anymore. Small teams which less skills are beating more skilled teams with more frequency because they have realized all they have to do is bowl blindly for 20 overs and hit out for 20 overs and once every 10 games they might win vs the likes of India vs in 50 overs that wouldn’t occur for maybe 50-100 games.

No players or fans even talk about the version of cricket which had one of the best multiple teams competitions with one of the greatest finals. Is 50 overs relegated to the likes of fifa World Cup where no one pays attention for 4 years to anything but club cricket then froth over the World Cup in 4 years ?

It is all about the time.

T20 tournament takes less time to execute and is therefore a no brainer money making exercise for the ICC and other cricket boards. I guess the quality teams and bowlers will just need to up their game to keep up with the modern game.

T20 ain't going nowhere.
 
The pinnacle of a tournament isn't defined by where and how you are able to attract more money. That part is also important for the administrators as they can invest it on the improvement of quality of the teams while playing higher level cricket.

However, the game has its own core values and that must be respected. Test cricket remians the pinnacle and in LOIs, it is ODI World Cup.
