NEW DELHI: India may see a major shift in its nuclear weapons doctrine by doing away with a 'no first use policy' in the future, Defence Minister Rajnath Singh today said. "Till today, our nuclear policy is 'No First Use'. What happens in future depends on the circumstances," media reports said quoting the minister who was at an event in Pokhran, the site of India’s nuclear tests in 1998.

The comments come in the midst of heightened tensions between India and Pakistan after the Indian government revoked Article 370 that gave special status to Jammu and Kashmir. Pakistan had condemned the move. In February this year, India had called Pakistan’s nuclear bluff by conducting an aerial raid on a terrorist training camp in Pakistan after the 14 February Pulwama suicide attack.

In a tweet, Rajnath Singh added, "Pokhran is the area which witnessed Atal Ji’s firm resolve to make India a nuclear power and yet remain firmly committed to the doctrine of 'No First Use’. India has strictly adhered to this doctrine. What happens in future depends on the circumstances."

The defence minister was in Pokhran on Friday morning to pay respects to former prime minister Atal Bihari Vajpayee on his first death anniversary. It was during Vajpayee’s tenure as prime minister that India conducted five nuclear tests and became a nuclear weapon state in 1998. Pakistan, in response, had conducted six tests – breaking out of the nuclear closet. India had brought out its nuclear doctrine in 1999 in which it had declared a 'no first use policy' i.e. it would not be the first to launch a nuclear weapon but retained the right to retaliate in response to an atomic strike.

In 2016, the then defence minister Manohar Parrikar had set off questions about whether the National Democratic Alliance (NDA) government was doing a rethink on its nuclear doctrine when he had asked why should India bind itself to a no first use policy.

and it's very much possible Pakistan use it first. War between Pakistan and India will most likely have nuclear ending. That would be brutal Not just for us but for generations to come as well.

Amid mounting pressure on India over its illegal move in Occupied Kashmir, Prime Minister Narendra Modi’s defence minister has made a veiled threat of a nuclear war in the region.

Though Rajnath Singh didn’t name any country, it is understood the threat was directed at Pakistan. It shows Modi’s growing frustration at his ill-conceived move to strip Occupied Kashmir of its autonomy on August 5.

“Pokhran is the area which witnessed Atal Ji’s firm resolve to make India a nuclear power and yet remain firmly committed to the doctrine of ‘No First Use’. India has strictly adhered to this doctrine. What happens in future depends on the circumstances,” Singh wrote on his verified Twitter handle.The Pokhran-II tests were a series of five nuclear tests conducted by India at the Indian army’s Pokhran Test Range in May 1998 when Atal Bihari Vajpayee was the prime minister.

India’s belligerent posturing following the nuclear detonations forced Pakistan to conduct five simultaneous underground nuclear tests just two weeks later on May 28, 1998. The tests were conducted at Ras Koh Hills in the Chagai district of Balochistan.

“India attaining the status of a responsible nuclear nation became a matter of national pride for every citizen of this country. The nation will remain indebted to the greatness of Atal Ji,” the Indian defence minister wrote in another tweet after visiting Pokran on the first death anniversary of Vajpayee.

Singh’s veiled threat came at a time when the UN Security Council is taking up the precarious situation in Indian Occupied Kashmir which has been turned into what award-winning Indian author Arundhati Roy says a ‘giant prison camp’ in an attempt to contain the simmering rage in the disputed territory.

Writing in The New York Times on India’s Independence Day on Thursday, Roy said: “…it looks very much as though our government has gone rogue.”

The Modi government is visibly upset at the UN Security Council decision to take up the Kashmir dispute at Pakistan’s request endorsed by China after almost 50 years. Islamabad calls the UNSC decision a huge “diplomatic achievement”.

Prime Minister Imran Khan has warned the international community of “severe repercussions and reactions” if they “silently witness another Srebrenica-type massacre & ethnic cleansing of Muslims in IOK”.

“If war breaks out in the region, the world powers and international bodies will be responsible as they have failed to implement the UN resolutions on Kashmir,” the premier wrote on Twitter on Thursday.

Pakistan has told the international community umpteen times that the festering Kashmir dispute between Islamabad and New Delhi remains a nuclear flashpoint in the South Asian region.

Premier Imran has repeatedly said that Pakistan doesn’t want war in the region as military confrontation between the two nuclear-tipped hostile neighbours would spiral out of control and the result would be apocalyptic not just for the region but the whole world.

Pakistan is a small country with smsller resources and army compare to India. Pakistani politicians using nuclear as a last resort is logical. What's use of these weapons if we have to bow down to India' arrogance and bullying?

This statement by GOI serves two purposes. One is to put an end to all the rhetoric coming out of Pakistan. The second is use the same logic as you did and send a message to China. It is a proposal to a change in a doctrine that will act as a credible deterrence. Nobody is just going to unleash nukes tomorrow out of boredom. Every country knows the danger of MAD

yes nepal and bhutan have been bullied by India.

Nepal in particular, if there is a government India does not like, or if Nepal takes any action India does not like for instance buying weapons from Chinese, India blockades them.

If India really wanted to it would have invaded these countries a long time ago and made them part of India just like how China does. In reality no such thing has happened.

India gains nothing from bullying tiny countries who pose no threat to India and are mostly subservient (apart from Srilanka). Maybe this will change in future decades under akhand bharat program where radicalized Indian public may feel like invading countries.

India's aggression against Pakistan stems from deeply rooted insecurity which is ingrained as a consequence of centuries of invasions from its Western borders. Apart from China, Pakistan is India's only neighbouing country controlling 'Indian' territory and where a large chunk of population still believes in Ghazwa-e-Hind (ruling Delhi again). There is a reason why Ajit Doval termed India's doctrine against Pakistan as offensive 'defence'.

Nothing subservient about them ... Nepal went from being a Hindu nation to secular , is known for being a haven for ISI operatives and India does not interfere/bully them. BD is again a big nuisance to us same with Myanmar. Yet we do not invade/bully them like many here want to believe.

Speaking at the ‘Jan Aashirwad Yatra’ of Haryana Chief Minister Manohar Lal Khattar in Panchkula, Singh reiterated India’s stand on the Kashmir issue, saying India will not initiate a dialogue with Pakistan as long as it supports terror on its soil. “Some people believe that talks should be held with Pakistan but as long as Pakistan supports terror, there will be no talks. If there will be talks, it will be on PoK,” he said.

Singh’s remark comes days after he hinted that even though India remains committed to the doctrine of ‘no first use’ for nuclear weapons, it may not be etched in stone and that “what happens in future depends on the circumstances.”

On the government’s decision to revoke the special status of Jammu and Kashmir by modifying Article 370, Singh said the move has “baffled Pakistan which is knocking on the doors of the international community”.

Pakistan has urged the international community to intervene in the Jammu and Kashmir issue. On Friday, the United Nations Security Council’s (UNSC) held a closed-door meeting to have “informal consultations on J&K” after China approached Poland, which holds the UNSC presidency this month, to discuss Pakistan’s letter on India’s move to revoke J&K’s special status and its bifurcation into two Union Territories. The meeting on Kashmir by the Security Council ended without any outcome or statement from the powerful 15-nation UN organ. Most of the members stressed that the issue is a bilateral matter between New Delhi and Islamabad.

“Few days ago, Prime Minister of Pakistan said that India is planning to take an action bigger than Balakot. It means that Pakistan PM acknowledges what India did in Balakot,” Singh said referring to India’s airstrike inside Pakistan in a “non-military preemptive action” after the Pulwama attack by a Jaish operative that killed 40 CRPF personnel.

Singh was addressing a public meeting in Haryana, which goes to poll in October this year. Defending the revocation of Article 370, Singh said the decision was taken “for the development of Jammu and Kashmir and Ladakh and for the future of the youth of the region.”

Pakistan has strongly rejected the Narendra Modi-led NDA government’s move of scrapping Jammu and Kashmir’s special status and said it was against the UNSC resolutions. Pakistan also expelled the Indian High Commissioner soon after deciding to downgrade diplomatic ties with New Delhi. India has categorically conveyed to the international community that its move on Article 370 was an “internal matter” and advised Pakistan to “accept the reality”.

No I do not expect India to sit quiet. Infact, I admire Indian efforts to tame Pakistan, it deserves full marks for trying but I cannot say it will be successful.

So why should Pakistan stop support for separatists, if the outcome will be that India will only exert their aims to occupy Azad Kashmir ?

If dialogue on IOK is not on the table, then dialogue on Azad is also not on the table, then there is no peace talks. More proxy wars and border skirmishes to follow.

Kashmir may provide spark for Pakistan-India nuclear war: US think tank

Kashmir could provide the spark that lights South Asia’s nuclear fuse, warns a report by United States-based think tank Stratfor.

The report highlights the “specter of nuclear war” looming over tensions between nuclear-armed neighbours Pakistan and India, which have spiked since New Delhi’s illegal revocation of Indian Occupied Kashmir’s (IOK) special status.

It states that the possibility of the conflict going nuclear increased after India’s Defence Minister Rajnath Singh made a veiled threat of nuclear war in the region.

Although Singh did not name any country, it is understood the threat was directed at Pakistan.

The report states that if Pakistan and India use nuclear weapons, it would be the first use in war since the US destruction of Hiroshima and Nagasaki in 1945.

It also disagreed with the view that Kashmir is “India’s internal affair” or even a “bilateral issue between India and Pakistan”.

The report mentions Prime Minister Imran Khan’s efforts to protect the Muslim-majority IOK and seek support from the international community, including fellow Muslim leaders.

The report also discusses Pakistan’s victory in February 2019 when its air force downed an Indian fighter jet and captured its pilot, Abhinandan Varthaman.

It points out that Indian Prime Minister Narendra Modi “did not acknowledge” Pakistan’s attempt to extend an olive branch when Islamabad returned the captured Indian pilot on March 1.

The report states that India’s first Prime Minister Jawaharlal Nehru in 1947 promised Kashmiris a plebiscite – the direct vote of all the members of an electorate on an important public question such as a change in the constitution – which never took place.

According to the US think tank, the only way to save the world from nuclear war is by asking the Kashmiris what they want.

“The question is, what do the people of Kashmir … want? No one is asking them, but that may be the only way to save them, and the world, from nuclear war,” the report reads.

Pakistan condemns Indian minister's 'provocative' remarks

Pakistan on Monday strongly condemned the "unwarranted, gratuitous and provocative" comments made by the Indian Defence Minister Rajnath Singh at an event in New Delhi on Sunday.

Singh had termed the partition of India on religious lines a historic mistake, claiming that "Pakistan has ever since continued to engage in a proxy war against India".

"Pakistan was born in the name of one religion but it could not remain one. After the defeat of 1971, our neighbouring country is constantly waging a proxy war in India," Singh alleged.

FO, in its statement, said that the Indian defence minister questioned established historical facts, levelling unfounded allegations in the context of terrorism, and hurling threats against Pakistan.

"It is the BJP’s special forte to misrepresent history, resort to revisionism and delusional thinking, and indulge in false bravado. Such discourse is particularly evident whenever elections in key states in India are approaching," the FO spokesperson said.

He said that the timing of the Indian defence minister’s provocative rhetoric is not surprising, as the BJP-RSS combine is desperate to win elections in Uttar Pradesh and other states, typically inciting hyper-nationalism and seeking to advance the extremist ‘Hindutva’ agenda.

"The Indian defence minister’s chest-thumping and war-mongering is nothing but further evidence of India’s irresponsible behaviour and its relentless belligerence towards Pakistan," the statement added.

With regards to the issue of terrorism, the spokesperson said, the international community is well aware of how the Hindutva-inspired regime in India is carrying out state-terrorism against the Kashmiris in Indian Illegally Occupied Jammu and Kashmir (IIOJK).

In November last year, according to FO, Pakistan also presented a comprehensive dossier with irrefutable evidence of the Indian government's planning, aiding, abetting, financing and executing terrorist activities in Pakistan.

"The world is aware that Pakistan is fully capable of thwarting India’s aggressive designs. We have demonstrated our resolve and capability in this regard, including in the recent past," the statement added.

The spokesperson further said that the BJP leaders will be well-advised to desist from any "ill-conceived misadventure" and also stop dragging Pakistan in India’s domestic politics for electoral gains.

Pakistan's involvement in terrorism is proven and acknowledged world-over. There is a reason it is in the Fatf list for a while now.
The threats attributed to him are responsive and defensive posturing.

Lets work together and make progress towards fulfilling the fatf requirements. Pakistan has already done a lot to cover up a lot of them, at least for now. May be, one day you will be taken out of that famed list!

Indian terrorism in Pak is also a well known fact admitted on camera by the likes of Ajit Doval and Gaurav Arya. To words...Kulbushan Yadav, nothing else needs to be said. The world sides with India because it is a much bigger market. India is frustrated not being able t do much other then cheap threats that lead to nothing other then silly anti Pak films like "Phantom". The tagline of that film was "A story you wish were true" in other words keep dreaming. Any funny games and Pak will make life equally impossible for India. The India can't even defend it's general so pathetic and weak is their military!
