Not strong enough: On Pahalgam terror attack and the UNSC statement

The UNSC Statement on Pahalgam attack appears watered down

The UN Security Council’s statement on Friday (April 25, 2025) condemning “in the strongest terms” the terrorist attack in Pahalgam, was necessary, but inadequate. According to the statement, which expressed condolences to India, and to Nepal which lost one citizen, the members of the Security Council, that include Pakistan as an elected, non-permanent member this year, “reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security”. The statement also spoke of the need to bring the perpetrators and their sponsors to justice. However, the UNSC did not name The Resistance Front (TRF) that initially claimed responsibility for the attack, and did not refer to the group’s linkages to a UNSC-designated terror outfit, the LeT. Nor did it expressly speak of cooperation with the Government of India, as it had in the past. Finally, the statement made no mention of the terrorists’ intent to target non-Muslims — an abhorrent act aimed at instigating communal tensions. A comparison with previous such statements would make it clear that the language was “watered down” given that Pakistan is a member of the Council (2025-26), and had China’s support. China has in the past sought to veto statements critical of Pakistan. It is also disappointing that the statement, which was negotiated by France’s envoy, the current UNSC President, did not bring stronger inputs from others on the Council including the U.S., Russia and the U.K.

As the government and security forces discuss counter-terror operations within Jammu and Kashmir to apprehend the terrorists and possible military options across the border, India’s next option may be to bring a more strongly worded statement to the UN General Assembly, as various countries have done in the Ukraine and Gaza conflicts. The government would no doubt be preparing to have those terrorists it has identified from the attack and the TRF itself, designated by the UNSC, much the same way as it was able to bring the designation of Pakistan-based Jaish-e-Mohammad chief Masood Azhar as a terrorist after the Pulwama attack. In addition, India could build its case at the Financial Action Task Force, which put Pakistan on a “greylist” from 2012-15 and 2018-22, and revive its plans to pass a Comprehensive Convention on International Terrorism at the United Nations. On the bilateral front, expecting assistance from Pakistan has been a dead-end in the past, despite its promises after Mumbai (2008), Pathankot (2016), and Pulwama(2019). Given the state of bilateral relations and the lack of diplomatic engagement, this is even less likely. Only a multi-pronged effort on the global stage, and the patience it showed with the extradition of Tahawwur Rana from the U.S., will ensure that India is able to follow all the threads in bringing those responsible for this brutal attack to justice and establish a durable peace.

no member will openly agree to a false flag , pak knew this , it's common sense but the evidence has been presented. It's a diplomatic posture to say india are the aggressors in any military conflict. Only these two countries will fight , is what matters.

After Pahalgam attack Pakistan based terrorist group affiliated with LeT initially admitted the responsibility of attack, however pak government quickly realised that its Modi government they may attack Pakistan. Under fear and pressure, pak government threatened said organisation to withdraw their admission and they did it as per their masters advise. It establishes India’s case

Also don’t have a system of showing proof/ evidence to the criminals

The UN Security Council has held a closed-door meeting called by Pakistan — currently a non-permanent member of the powerful 15-nation Council — which is locked in a war-like tension with India following a deadly Kashmir attack and New Delhi’s suspension of key water treaty with Islamabad.

Pakistan's envoy to the UN, Asim Iftikhar, told media late on Monday that his country’s objectives were "largely served and achieved."

"Several [council] members recognised the imperative of peacefully resolving all issues, including the Jammu and Kashmir dispute, in accordance with UNSC resolutions and the wishes of the Kashmiri people," Iftikhar said.

"There was also a clear sense that regional stability cannot be sustained through unilateralism, it requires principled diplomacy, engagement and adherence to international law."

India has yet to respond to the UNSC meeting.

Organization of Islamic Cooperation, a 57-member Islamic bloc, says unresolved dispute over Kashmir "remains the core issue affecting peace and security" in the volatile region.

Tensions flared in the wake of the April 22 murder of 26 people, most of them Indian Hindu tourists, in the town of Pahalgam in India-administered Kashmir, which India blames on Pakistan, without providing any evidence.

Islamabad denies the accusation and demands a neutral probe.

India has vowed to block "every drop of water" flowing down to lower riparian Pakistan by suspending 1960 Indus Water Treaty.

Islamabad, which says stopping water to millions of its people constitutes "an act of war", has put its military on high alert, especially after Cabinet Minister Attaullah Tarar cited intelligence indicating that India could impose war anytime soon.

Pakistan said it has filed a complaint at UNSC over India's suspension of IWT.

"We raised alarm over India's unilateral suspension of the Indus waters treaty, a legally binding accord brokered by the world bank and upheld during wars," Iftikhar said.

"Water is life not a weapon. These rivers sustain over 240 million Pakistani's any attempt to disrupt their flow constitutes aggression and allowing such a precedent would endanger every lower riparian state," Iftikhar added.

Iftikhar stated the UNSC was reminded the Kashmir dispute is a key factor in South Asia's instability.

"The Kashmiri people continue to face gross human rights violations, extrajudicial killings, arbitrary arrests, enforced disappearances, torture, demolition of homes — that we are seeing now — restrictions on expression and media and a systematic denial of their right to self-determination," he said.

The Organization of Islamic Cooperation (OIC) in New York has expressed "deep concern over the deteriorating security environment in South Asia," citing India's "unfounded allegations against the Islamic Republic of Pakistan" as a key factor inflaming tensions in the region.

In a joint statement on Monday, the 57-member OIC said such accusations risk exacerbating an already volatile situation, and reiterated its "principled position against, and condemnation of terrorism in all its forms and manifestations, committed by whomsoever and wherever."

The group also rejected "all attempts to associate any country, race, religion, culture or nationality with terrorism."

Highlighting the ongoing Kashmir dispute, the statement noted: "The unresolved dispute remains the core issue affecting peace and security in South Asia. The people of Jammu and Kashmir continue to be denied their inalienable right to self-determination as enshrined in the relevant United Nations Security Council (UNSC) resolutions."

"The Group commends the offer of good offices made by the UN Secretary-General (Antonio Guterres) and calls upon the international community, including the United Nations Security Council and influential states, to take immediate and credible measures to de-escalate the situation," the statement said.

India did not inform Pakistan about the work at the Salal and Baglihar projects, which is being done for the first time since they were built in 1987 and 2008/09.

Tensions are running high between nuclear-armed neighbours over last month's attack at the touristic resort of Pahalgam in the India-administered Kashmir.

India swiftly blamed Pakistan for the attack, alleging "cross-border links" without providing public evidence.

Islamabad firmly denied this, proposing an impartial inquiry with independent oversight.

Both countries have taken diplomatic measures against each other, including cancelling visas for each other's citizens and recalling diplomatic staff.

On Monday, however, in the town of Akhnoor in Indian-controlled Kashmir, where the Chenab River flows into Pakistan, residents said that water levels were so low, people could walk across the river.

"I have never seen this river dry in my life," said 55-year-old farmer Bal Krishan.

India also began work to boost reservoir holding capacity at two hydroelectric projects in the Himalayan region of Kashmir, representing the first tangible step by India to operate outside agreements covered by the Indus Waters Treaty, unbroken since 1960 despite three wars and several other conflicts between the nuclear-armed rivals.

In India-administered Kashmir, India has demolished homes of suspected rebels, and reportedly detained some 2,800 Kashmiris.

Antonio Guterres, the UN Secretary General, urged both sides later on Monday to exercise restraint: "Make no mistake: A military solution is no solution," he told reporters.

"Now is the time for maximum restraint and stepping back from the brink," Guterres said. "The United Nations stands ready to support any initiative that promotes de-escalation, diplomacy, and a renewed commitment to peace."

Earlier on Monday, Pakistani Information Minister Attaullah Tarar led a group of journalists to the mountain village of Bella Noor Shah, near Muzaffarabad — the main city in Pakistan-administered Kashmir — where he said that New Delhi had falsely claimed the presence of a militant training camp.

Residents of the village told reporters they had never seen any such camp in the area.

I think India needs to accept that they have nothing, they cannot prove anything, they cannot even catch the guys who did this.

It could be a terrorist outfit operating out of Pakistan but how can you prove this had the blessing of the Pakistan leadership? There is no easy way to prove it. There might be NO WAY to prove it.

Pakistan as a state itself has been fighting terrorism for over two decades now.

So while I dont discount the possibility of the dictator in charge in Pakistan himself handing out such an order, unfortunately, you cannot prove it.

I didn't ask for your statement, I asked for the UNSC statement to prove what you are saying.
 
no member will openly agree to a false flag , pak knew this , it's common sense but the evidence has been presented. It's a diplomatic posture to say india are the aggressors in any military conflict. Only these two countries will fight , is what matters.

Have the Pahalgam attackers been caught yet? What are their names, and where are they from? It's been two weeks, and there is still no sign of their arrest. Instead, we are seeing news about mock drills and YouTube channel bans, seemingly to divert attention from the attackers. This incident has been quite embarrassing for India. :facepalm :inti

'At behest of Pakistan': MEA rejects OIC statement on Pahalgam attack, slams its interference in internal​

The ministry of external affairs has rejected the statement by Organization of Islamic Cooperation (OIC) Group in New York on Pahalgam attack calling it "absurd and misguided". It slammed the organisation for issuing the statement at "Pakistan's behest" and termed it an interference in India's internal matters.

"The OIC statement, issued at the behest of Pakistan, is absurd in refusing to recognise the facts of the Pahalgam terrorist attack and its cross-border linkages. This is yet another attempt by Pakistan, a country that has long engaged in cross-border terrorism, to manipulate and misguide the OIC Group to issue a self-serving statement. We reject the OIC's interference on matters that are internal to India," MEA spokesperson Randhir Jaiswal said in a statement on Tuesday.

The OIC had voiced deep concern over the worsening security situation in South Asia and had termed India's allegations against Pakistan "unfounded" following the Pahalgam terror attack that killed 26.

"The Organization of Islamic Cooperation (OIC) Group in New York expresses its deep concern over the deteriorating security environment in South Asia, exacerbated by India's unfounded allegations against the Islamic Republic of Pakistan which are inflaming tensions in an already volatile region," it had said.

However, it had also reaffirmed its firm stance against terrorism in all its forms and manifestations, condemning efforts to link terrorism to any country, race, religion, culture, or nationality. "The OIC Group reiterates its principled position against, and condemnation of terrorism in all its forms and manifestations, committed by whomsoever and wherever, and reaffirms its unequivocal rejection of all attempts to associate any country, race, religion, culture or nationality with terrorism," it said.

When the Pahalgam attackers are caught you be assured they will be Pakistani. This sort of thing requires a lot of money, torture and threats to family before someone can be chosen as a sacrificial lamb.

I realise it's an emotional time for those in india but this alternative reality is only making you look worse.

UN sees kashmir as disputed territory, not indias. You say half of Kashmir is occupied by Pakistan . The 4 suspects are on the run after 12 days exchanging fire and keep escaping. No single shot fired at Pakistan, while before logging on you were doing war drills , finding safe positions under tables etc. Dont let the Indian make a fool out of the public .

He doesnt twist things but calls the pahalgam attack as false flag without any proof. Every thread he opens about India has his own bias ingrained in it. Hypocrisy of highest order.

He just dont understands the premise also due to his bias.he was stating there was no official statement fron unsc condemning pak but simply leaves out pak called for unsc closed door meeting for avoiding any public acknowledgement/scrutiny for pak and its friends on terrorist attack.
