And that final call can come only via a video conf which ideally should've been meant for specialists of the field who'd know about the disease and not someone who is clueless about everything on earth except for elections and spreading communal hate!! Attendees for a meeting is based on agenda of meeting. This was a meeting between world leaders to discuss how to fight this epidemic on economic and health front. That’s why creating a central fund to help each other was discussed.

There was a meeting yesterday in india with press where health specialists, immigration specialist, disaster management specialist were all present to answer questions.
 
ISLAMABAD: Pakistan on Friday rejected Indian allegation of politicising Saarc leaders’ video conference on Covid-19 by calling for an end to communication blockade and lockdown of occupied Kashmir as “misleading and mischievous”.

In a statement, the Foreign Office said that the Indian Ministry of External Affairs attempted to twist remarks made by the Minister of State for Health Dr Zafar Mirza at the Covid-19 Video Conference of Saarc member countries on March 15.

Dr Mirza, while participating in the conference, had said it was a matter of concern that Covid-19 had been reported from Jammu and Kashmir and in view of the health emergency, it was imperative that the lockdown there must be lifted immediately.

“Opening up communication and movement would facilitate dissemination of information, allow distribution of medical supplies and allow containment and relief efforts to proceed unimpeded,” he further said.

Reacting to Dr Mirza’s statement at the conference, Indian External Affairs Ministry Spokesman Raveesh Kumar said: “We believe that the platform was to bring the countries of the region together to address the pandemic. This was not a political platform, but a humanitarian one, and Pakistan misused it.”

FO says entire world has called for an end to lockdown in Kashmir

The FO statement said that Pakistan was not alone in calling for an end to communication blockade and lockdown and numerous voices from within occupied Jammu and Kashmir, India, and the world have also called for the same.

Pakistan, the FO said, participated in the video conference to show solidarity with Saarc members and reaffirm its abiding commitment to the Saarc process.

The people of South Asia are well aware as to which country has been seeking to “politicise” the Saarc process and continues to obstruct its onward march, the FO statement reminded.

The statement underscored that Pakistan believed the collective endeavours of South Asian nations to fight common challenges should not be allowed to become victim of self-serving propaganda.

Pakistan, it said, had reaffirmed its readiness to host Saarc Health Ministers’ Conference.

Pakistan is the only member of the South Asian Association for Regional Cooperation (Saarc) that hasn’t contributed to the Covid-19 Emergency Fund for the grouping that has already received commitments worth $18.8 million.

The fund, created with an initial contribution of $10 million from India, was announced by Prime Minister Narendra Modi during a video conference of leaders of the eight Saarc states on March 15 to forge a coordinated approach to tackling the Coronavirus outbreak.

So far, the other contributions to the fund include $1 million from Afghanistan, $1.5 million from Bangladesh, $100,000 from Bhutan, $200,000 from the Maldives, $1 million from Nepal, and $5 million from Sri Lanka.

“It [the contributions] truly reflects the deeply shared sense of determination in the participating countries to act together,” the external affairs ministry said in a statement.

People familiar with developments said there had been no pledge for the fund so far from Pakistan, which was the only country that wasn’t represented by a head of government at the March 15 video conference.

Prime Minister Imran Khan had stayed away from the conference. Islamabad was instead represented at the video conference by its de facto health minister Zafar Mirza. The minister had also created a flutter by raising the Kashmir issue during the video conference, prompting Indian officials to say later that Pakistan had sought to politicise a humanitarian issue.

The people cited above, who spoke on condition of anonymity, noted that even a country such as Afghanistan, with its limited resources and budgetary constraints, had pledged $1 million.

The Pakistan government’s approach to tackling the Covid-19 outbreak has been deeply criticised within the country by experts and commentators. The Pakistan Army deployed its troops and medical resources on Monday after the civilian government dithered on the issue of a lockdown.

The Covid-19 Emergency Fund has been operationalised and is being used to meet the costs of immediate actions. The requirements of urgent medical supplies and equipment in Saarc countries are being met through the fund.

The Saarc Disaster Management Centre in Gandhinagar has created a website on Covid-19 for shared use by member states. The website aims to disseminate reliable information and updates on the evolving situation in the region and best practices with the active participation of member countries.

“The numbers of Covid-19 cases in all Saarc countries have been growing steadily, further reinforcing the need for all to act in fullest solidarity to address the challenge and mitigate its impact,” the statement said.

A video conference of senior health professionals of Saarc states is scheduled for March 26 so that they can exchange experiences in combating the spread of Covid-19, including specific protocols dealing with screening at entry points, contact tracing, quarantine and isolation facilities.

The discussions in this conference will also focus on practical joint action on online training capsules for emergency response teams, setting up an “integrated disease surveillance portal”, creating a common research platform and coordination of research on controlling epidemics within South Asia.

“It is India’s belief that sharing of resources, expertise, best practices and capacities in these challenging times would go a long way in bringing the countries in the Saarc region closer together,” the statement said.

The March 15 video conference was the first Saarc-related initiative by India since a summit of the grouping scheduled to be held in Pakistan in 2016 was called off after a terror attack on an army camp at Uri in Kashmir. Since then, India has expended more diplomatic capital in shoring up alternative groupings such as Bimstec

It’s a shame when all countries are willing to work together in fighting this pandemic, Pakistan chooses to not get involved.
Every country has contributed to their capacity for example Bhutan with 100k
With this sort of attitude Pakistan will remain irrelevant and nonexistent in regional status quo

Pakistan may feel it will be better served to work with China to deal with Coronavirus as not only is China well placed to meet the medical supply needs, they also have a solid working relationship with Pakistan.
 
ISLAMABAD: The Foreign Office on Wednesday said that Pakistan stayed away from the regional trade officials’ video conference on Covid-19 hosted by India because it had not been managed by the secretariat of the South Asian Association for Regional Cooperation (Saarc).

“Activities such as today’s Trade Officials’ Video-Conference could only be effective if spearheaded by the Saarc Secretariat. Since the Saarc Secretariat was not part of today’s Video-Conference, Pakistan chose not to participate,” the FO said while explaining Pakistan’s absence from the conference.

Islamabad urges Saarc role

Trade officials of all Saarc countries, except Pakistan, held a video conference on Wednesday to discuss the impact of Covid-19 pandemic on intra-regional trade and effect of travel restrictions. The meeting was a follow-up to the Saarc leaders’ video conference held last month in which PM’s Special Assistant on Health Dr Zafar Mirza represented Pakistan.

Moreover, India has taken forward its proposal for setting up of Covid-19 Emergency Fund. All member countries have pledged contributions to the fund except Pakistan, which has been insisting that the Fund be placed under the control of the Saarc secretary general and modalities for its utilisation should be transparently decided.

The FO reiterated its commitment to Saarc and emphasised that the role of bloc’s Secretariat “assumes further salience in emergency situations such as the Covid-19 pandemic, and its wider social and economic fallout”.

“As in the case of other regional and international organisations, Saarc Secretariat also provides the requisite convening platform, institutional framework and support structure for essential coordination and follow-up,” FO maintained and added that the Saarc Secretariat must be enabled to play its due role in any event or activity being organised under its auspices.

Pakistan has, meanwhile, been trying to organise a video conference of the health ministers of Saarc countries on the pandemic. Foreign Minister Shah Mahmood Qureshi has discussed the proposal for the conference with his counterparts from Sri Lanka, Bangladesh, Nepal, Bhutan, and Maldives and Saarc Secretary General Esala Ruwan Weerakoon. He is yet to engage India and Afghanistan on it.

India has been actively working to sideline Pakistan from Saarc since forcing postponement of the bloc’s 19th summit in 2016, which was to be held in Islamabad.

Pakistan pledges $3 million towards Saarc Covid-19 Emergency Fund

Pakistan has pledged US $3 million towards the Saarc Covid-19 Emergency Fund to support regional efforts in the fight against the coronavirus, a Foreign Office statement said.

It said Islamabad has conveyed to the Saarc Secretariat that all proceeds of the emergency fund should be administered by the Secretariat and that the modalities for the fund’s utilisation should be finalised through consultations with the member states.

"Pakistan remains committed to the Saarc process and will continue working with the member states to strengthen regional cooperation," the FO added.
 
Each Saarc member state can decide on the timing, manner and implementation of their Covid-19 Emergency Response Fund commitments, India said on Friday in response to Pakistan’s pledge of $ 3 million for the fund proposed by Prime Minister Narendra Modi.

Islamabad’s confirmation about its pledge, however, was accompanied with a rider that the fund should be administered by the Saarc secretariat and be utilised in consultation with member states.

“It is for each SAARC Member State to decide on the timing, manner and implementation of their Saarc COVID-19 Emergency Response Fund commitments. Where India is concerned, the commitment made by the Prime Minister is today in an advanced stage of implementation,” Anurag Srivastava, spokesperson of the ministry of external affairs, said.

“Assistance in material and services has been extended to Afghanistan, Bangladesh, Bhutan, Maldives, Nepal and Sri Lanka. These Saarc countries have also made early commitments to the Fund. The degree of seriousness of each nation can be gauged by their behaviour,” Srivastava said.

Pakistan was the last of Saarc’s eight members to contribute to the fund, which was created with an initial corpus of $10 million provided by India following a video conference of leaders of the grouping on March 15.

“While communicating Pakistan’s decision to the Saarc Secretariat, it has been conveyed that all proceeds of the Fund should be administered by the Saarc Secretariat and that the modalities for the Fund’s utilisation should be finalised through consultations with the Member States as per the Saarc Charter,” a statement from Pakistan’s Foreign Office had said.

“Pakistan’s perspective in this regard was also conveyed during a telephone conversation between Foreign Secretary Sohail Mahmood and Secretary General Saarc Esala Ruwan Weerakoon, today,” it had added.

Pakistan had on Wednesday skipped a video conference of senior trade officials of the South Asian Association for Regional Cooperation (Saarc), saying it chose not to participate since the Saarc secretariat wasn’t involved in organising it.

Pakistan urges greater coordination in Saarc health ministers conference

Pakistan urged greater coordination among South Asian Association for Regional Cooperation (Saarc) member states to combat the coronavirus pandemic.

According to a statement from the Foreign Office, Pakistan — which organised the conference of health ministers from Saarc countries proposed the "activation of the Saarc Technical Committee on Health and Population Activities" to increase coordination.

The health ministers discussed their country situations and issues such as "real-time sharing of information and clinical data, capacity building and training of medical and paramedical staff".
