I am not sure you gain a lot out of playing under-19 matches. I think all these guys gained more in domestic circuit than under-19. First class, List A cricket is always a level above.
Here Jaiswal made a double century in List A against a side that has experienced domestic bowlers like Varun Aaron, Shabaz Nadeem (played in the last test for India), Anukul Roy (2018 under-19 star). He smashed every single bowler. 12 sixes 17 fours.

NZ, Australia played even less therefore it's not the only reason. But, I think PCB should arrange more bilateral U19 games - preferably 4 days cricket more. And, FGS - please try to play as many genuine U19 kids as possible, at least for bi-laterals. ICC is allowing AFG kids to watch their dads playing U19 WC, therefore I don't mind any team playing anyone in WC, whoever is allowed by ICC, but for such series, genuine boys should be picked. Age cheating is common in BD as well, for that what BCB does is for junior level domestics, they filter mostly official 16 & 17 years old kids for domestic U19 events.
Age level tours are arranged reciprocally (exchange basis) as there is hardly any financial gain. Previously, PCB had the difficulty to arrange such tours because of the cost involved arranging junior cricket in UAE. But, now situation has improved - they can do
1. Arrange as many bi-laterals with AFG, BD, SRL, ZIM (their Jr. team looks much better) at home (in exchange basis - may be AFGs can arrange their games in BD, in case of Visa issues for PAK players in India)
2. Co-arrange multi-team tournaments in BD/SAF with teams like ENG, WIN, SAF, NZ, AUS. Actually, BCB is very good at arranging such jr. level tournaments as even U19 cricket is financially viable there - needs strong backing from 2-3 other stronger Boards to make it an annual event. BD, PAK, AFG as regular and on rotation basis 3 more guests - it'll be a cracker for 3 weeks in BD.
3. WK must act on this - possibly every year, a PAK U19 or A team (or both !!!!!) to tour UK. Not necessarily has to be at International level, but even 4 weeks tour to UK playing against County sides during PAK Off-season (June - Aug), will be gold.
4. Make a pool of 35-40 U18 players (eligible for next U19 WC), and form a sort of U19 B/C team - then play cricket with U19 teams of Nepal, Canada, IRL, ZIM, UAE, Singapore, HK, Kenya at NCA facilities .... this will keep the bench interested as well at the lowest cost. Heard last year (or previous) some Nepal jr team came to BD, and I don't know most of our boys - can't find the scores either as it's not even in BCB site!!!
For last few years, PAK U19 is performing horribly in Asia Cup as well. I understand, they made SF in this & last WC, but the gap is clearly evident and today I am bit upset with the show - don't get much chances to watch IND-PAK game, and there was another ODI + Liverpool kids laying FA Cup .... so, I exchanged schedule toady ........... now stuck with PP and the horror show by PAK boys are scary even for nightmares, just in case if I go for a little nap!!!!!!
