Chairman of the Pakistan Cricket Board Mr Ehsan Mani has been appointed as Chairperson of the ICC’s Financial and Commercial Affairs Committee (F&CA). The appointment was made by ICC Chairman Mr Shashank Manohar during last week’s ICC Annual Conference.

The F&CA is one of the ICC’s most important committees, which assists the organisation in discharging its responsibilities in relation to all financial and commercial matters relating to and concerning it.

For Mr Mani, who is a Chartered Accountant by profession, it is a return to the prestigious role after nearly 17 years. He was the ICC’s first-ever F&CA Chairman in 1996 and served until 2002, and was instrumental in commercialising international cricket in 2000 by leading the ICC to sign its first-ever commercial deal worth approximately $550m.

Mr Mani will chair the committee that will also include Indra Nooyi (independent director), Amitabh Choudhary (BCCI), Chris Nenzani (CSA), Imran Khawaja (ICC Vice-Chairman), Earl Eddings (CA) and Colin Graves (ECB). Mr Manohar and Mr Manu Sawhney (ICC CEO) will be the ex-officio members.

While Mr Mani will chair the ICC F&CA for the second time, Dr Nasim Ashraf is the only other PCB Chairman to head an ICC committee when he led the HR and Remuneration Committee in 2008.

PCB Chairman Mr Ehsan Mani said: “I am grateful to the ICC Chairman for the confidence he has reposed in me and look forward to working with Manu Sawhney and his team.”

Mr Mani – who became the PCB’s permanent representative at the ICC in 1989, ICC Vice-President in 2002 and ICC President from 2003-2006 – has also been included in the ICC Audit Committee, which will be chaired by India’s Yuvraj Narayan.

In an another ICC appointment, PCB General Counsel, Barrister Salman Naseer, has been included in the ICC’s Safeguarding Panel.

The panel, which will be headed by Kate Gallafent, QC, has been set-up to ensure implementation of the ICC Safeguarding Regulations and protection of the welfare of any person(s) engaged in activities in connection with an ICC Event (including Players, Player Support Personnel and others).

During the ICC Annual Conference, PCB Managing Director Wasim Khan and star woman cricketer Sana Mir were named in the ICC Women’s Committee as Full Member and Current Player Representatives, respectively.

Huge news, we've got a seat at the table. Just goes to show that you need competent and experienced people in positions of power, and then others take you seriously. We need to end the old babu ji culture, never again should the likes of Ijaz Butt and Mohammed Ilyas be allowed anywhere near our highest admin positions.

This is actually great news

Shows that not only Mani is a competent person, but Waseem Khan aswell.

Its funny while other boards give out David Richardson, Haroon lorgot, Srinivasan, Giles,
We gave out Ijaz Butt, Najem Sethi, Zaka Ashraf. These guys werent competant enough to get ICC jobs. The only thing they were good at was keeping a media profile thats it

Najem sethi was better than the other garbage, but he didnt bother to take bold steps like Waseem did.

We should be competiting with other boards. Other boards members are good enough to get positions in ICC and ours are joke

There is that Subhan Ahmed guy aswell who i dont understand what the hell is doing.

Ehsan Mani has previously worked with ICC, so this shouldn't come as a surprise

From outsiders's perspective, Shahryar Khan, Najam Sethi, Ehsan Mani are much better administrators compared to previous staff.

I think Ehsan Mani and Waseem have the backing of Imran as they have been hand picked by him and have more leeway to work around things

MUMBAI: The ICC recently allotted chairmanship of its all-powerful Financial and Commercial Affairs Committee (FMCA) to Pakistan Cricket Board (PCB) chief Ehsan Mani, a move which may not be music to Indian board’s (BCCI) ears. The fear within the Indian cricket circles is that it could pit India against Pakistan in the corridors of the game’s administration in the near future.

The ICC’s FMCA arm, earlier headed by ECB chairman Colin Graves, was at the forefront of the governing body’s demand that BCCI should cough up US$23.5m as tax refunds for the 2016 World T20 that was held here.

“The Indian government had refused tax exemptions back then, which was duly followed by the BCCI. The board can’t do anything if the government doesn’t allow. That was clearly conveyed to the ICC and Shashank (Manohar) himself was part of the board when these decisions were taken. In fact, he was BCCI president when the World T20 was played in India,” sources said.

With Mani, a vocal critic of the Indian administration over the years, now taking over, the battle for this payout is expected to have all the excitement of an India versus Pakistan thriller. “Expect this tax-related battle to heat up some time soon,” said sources.

“It’s not just about the $23.5m that ICC is after. It has not paid BCCI what is due to it from ICC’s overall revenue share. That’s a huge amount the ICC is not paying and nobody here is asking questions,” sources added.

ICC to seek more exemptions

Meanwhile, ICC is looking to once again approach the Indian government for tax exemptions when India host the T20 World Cup here in 2021 and the 50-over World Cup in 2023.

However, the global body finds itself in a fix apropos the Indian government’s resolute stand that no exemptions will be offered. “The ICC will have to approach the corporate affairs ministry to seek these exemptions. This is certainly going to get interesting,” sources said.

Former BCCI president Anurag Thakur, who was a vocal critic of the Shashank Manohar-led administration at the ICC, is the minister of state for finance and corporate affairs and “it is his office that the ICC will have to go to with their request,” sources added.

Thakur has clearly not been a fan of how the ICC has functioned in recent years and had spoken about it on multiple occasions as BCCI president.

No India, England, Australia

For the first time since its inception, the ICC will not have an official from India, England or Australian as chairman of any of its committees. In the recent revamp of all its committees, the ICC – headed by Manohar – has kept the three countries away from heading any of its committees, barring the cricket committee headed by Anil Kumble.

TOI understands that England and Australia, who along with India were once part of the ‘Big Three’ set-up, are miffed with Manohar over the developments and see this as “some kind of a statement” made by the latter to make his point on the Big Three.

Congrats to Mr. Mani who himself is a former cricketer so he understands all the nitty-gritty details of the cricket world. I also believe he has dual citizenship - British and Pakistani which may be a big plus for this ICC appointment and which could be why the Indian government or BCCI won’t oppose it.
