A joint military exercise between Pakistan and Russia concluded in southern Russian city of Krasndar on Friday, Moscow's defence ministry said on its official Twitter account.

"The Russian-Pakistani exercise #Druzhba2019 concluded in Krasnodar region with the siege of the building from beneath and above," the Russian Ministry of Defence wrote.

"The two countries' special operatives' joint training lasted for 10 days," it added.

The Islamabad-Moscow security partnership has been strengthening since late 2014, when the two countries signed their defence cooperation agreement.

Russian Foreign Minister Sergei Lavrov on Wednesday met Pakistani Prime Minister Imran Khan and the country’s army chief for talks on the troubled peace process in Afghanistan, where both countries have long histories of involvement.

It was the first time a Russian foreign minister had visited Pakistan in nine years and comes at a sensitive time for neighbouring Afghanistan with peace talks making little headway and a deadline looming for the United States to withdraw its forces.

Khan highlighted the importance of a negotiated political settlement to the war in Afghanistan during the meeting, according to a statement from his office.

“Pakistan appreciated Russia’s efforts in promoting the Afghan peace process through the hosting of the recent meeting...in Moscow,” the statement said, referring to a recent summit on the peace process that Pakistan attended.

They also discussed economic relations, the COVID-19 pandemic and progress on a major gas pipeline project.

Lavrov also met Pakistan’s army chief, General Qamar Javed Bajwa, at army headquarters in the city of Rawalpindi, according to a statement from the military.

“During the meeting, matters of mutual interest including enhanced defence and security cooperation, regional security, particularly Afghan Peace Process were discussed,” the statement said.

In the 1980s, Pakistan and the United States were the main supporters of the Islamist fighters who battled occupying Soviet forces.

Now, Russia is concerned about Afghan instability spilling over into central Asia as the United States seeks to extricate itself from a war in Afghanistan against the Islamist Taliban.

Russia hosted an international conference on Afghanistan in Moscow last month at which the participants, including the United States, China and Pakistan, issued a statement calling on the warring Afghan sides to reach a peace deal and curb violence.

“A common concern is the situation in Afghanistan,” Russia’s foreign ministry said in a statement on Lavrov’s visit to Pakistan.

“We look forward to an early finding of a constructive solution in order to end the civil war in the Islamic Republic of Afghanistan through agreements on the formation of an inclusive government with the participation of the Taliban movement.”

The United States signed an agreement with the Taliban last year allowing it to withdraw its forces in exchange for a Taliban guarantee to prevent international terrorism.

But fighting between the U.S.-backed Afghan government and the Taliban still rages.

The United States is pushing for an interim Afghan government between the two sides as a May 1 deadline approaches for it to withdraw its forces under the pact.

President Joe Biden has said that date will be hard to meet despite Taliban threats of more violence if it is not.

Pakistan and Russia on Wednesday agreed to boost cooperation in diverse areas including defence and counterterrorism.

An understanding to this effect was reached during talks between the two sides here at the Foreign Office.

Pakistan’s team was led by Foreign Minister Shah Mahmood Qureshi while the visiting Russian delegation was led by his Russian counterpart Sergey Lavrov.

During the talks, the foreign ministers reviewed the entire gamut of the bilateral relationship, besides having an in-depth discussion on situation in the war-torn Afghanistan.

While speaking at a joint press conference with Mr Qureshi later, FM Lavrov said Russia was ready to build further counterterrorism potential through provision of military equipment to Pakistan. “This is in the interest of all states of the region,” he said, adding that both sides also agreed on joint military exercises and drills.

He said Russia was committed to promoting bilateral cooperation with Pakistan in diverse fields including economy, trade and defence. He expressed satisfaction over the 46 per cent increase in bilateral trade but noted that there was a potential to increase and diversify it.

About the opportunities in the energy sector, Mr Lavrov said both countries were discussing a new protocol on the Stream Gas Pipeline project and as soon as it was signed, construction work on the project would start.

Expressing concern over the deteriorating security situation in Afghanistan, Mr Lavrov said Pakistan and Russia had agreed to facilitate the parties for an agreement to put an end to civil war in Afghanistan through an inclusive political dialogue. “We have agreed to further contribute to creating conditions to ensure that the conflicting sides achieve constructive solutions, which will allow them to end the civil war in Afghanistan through the agreements on forming inclusive power structures,” Mr Lavrov said.

Terming the relationship between the two countries mutually beneficial and constructive, the Russian foreign minister said: “We have provided 50,000 doses of anti-Covid vaccine to Pakistan and intend to provide 150,000 more”.

While addressing the presser, Foreign Minister Qureshi said Pakistan was keen to build a strong multifaceted relationship with Russia. “There is a new approach and mindset in Pakistan for a relationship with Russia. We feel that not just we have geographic proximity but Russia is a factor of stability in the region and the world at large,” he said, adding that Pakistan wanted to build a relationship of trust with Russia.

Mr Qureshi said Moscow always advocated primacy of international law and multilateralism and Pakistan also always adhered to those principles.

He said the two sides had agreed to hold the intergovernmental commission (IGC) meeting this year in Moscow. He expressed the confidence that the meeting would lay the foundation of a more meaningful economic relationship between the two countries.

Referring to the stream gas pipeline project, he said: “We have overcome many of the obstacles and Pakistan wants to go ahead and is committed to the project.”

Mr Qureshi said Russia had acknowledged Pakistan’s successful campaign against terrorism and extremism.

He said he also briefed Mr Lavrov about the current situation in India-held Kashmir.

Mr Qureshi termed the Russian foreign minister’s visit important, saying that it was taking place after almost a decade. He noted this visit would further deepen bilateral relationship and friendship and the two countries intended to maintain high-level contacts and momentum.

The relations between Pakistan and Russia had come a long way from the cold war hostility to current level of strategic relationship, with the hope of continued expansion of bilateral cooperation in various fields.

The Russian foreign minister also called on Prime Minister Imran Khan and Chief of the Army Staff General Qamar Javed Bajwa.

During his meeting with PM Khan, Pakistan-Russia bilateral relations and issues of regional and global importance were discussed.

The prime minister fondly recalled his interaction with President Vladimir Putin during the Shanghai Cooperation Organisation (SCO) summit in Bishkek in June 2019, where he had underscored his desire to take the bilateral relationship to a new level.

The prime minister reiterated the importance Pakistan attaches to its relations with Russia as a key foreign policy priority.

Mr Khan reaffirmed Pakistan’s resolve to expeditiously conclude the requisite legal process for the “Pakistan Stream” (North-South) Gas Pipeline project and commence the work at the earliest.

Enhanced bilateral cooperation in the fields of energy, industrial modernisation, railways and aviation also came under discussion. It was agreed that the IGC in its Moscow meeting later this year would closely pursue specific proposals and projects in this context.

In the regional context, the PM highlighted the importance of a negotiated political settlement of the Afghan conflict. Pakistan appreciated Russia’s efforts in promoting the Afghan peace process, including through the hosting of the recent meeting of extended troika in Moscow.

With reference to the situation in India-held Kashmir, the PM shared Pakistan’s perspective on issues of peace and security in South Asia, including the need for peaceful resolution of the longstanding dispute of Jammu and Kashmir.

The Russian foreign minister also met Pakistan military leadership during his visit to the General Headquarters in Rawalpindi.

At the meeting, matters of mutual interest including enhanced defence and security cooperation and regional security, particularly the Afghan peace process, came under discussion.

Chief of the Army Staff General Qamar Javed Bajwa apprised the foreign minister that Pakistan had no hostile designs towards any country and it would keep on working towards a cooperative regional framework based on sovereign equality and mutual progress.

Gen Bajwa said Pakistan welcomed all initiatives aimed at bringing peace and stability in Afghanistan, as the whole region would benefit from it.

The visiting dignitary acknowledged Pakistan’s achievements in the war against terrorism and contributions for regional peace and stability especially Pakistan’s sincere efforts in the Afghan peace process.
 
China is the new USSR (from cold war days), so the US focus has now shifted to tackle that new enemy.

Question remains if they can achieve that by sidelining Pakistan and pampering India. I don’t think so.
 
RAWALPINDI: The closing ceremony of Exercise Druzhba-VI was held at Molkino Training Area, Krasnodar, Russia. The ceremony was attended by senior officials from Russia and Pakistan.

The two-week long exercise (from Sept 28 to Oct 9) was aimed at learning from mutual experience in the counterterrorism domain with a view to learning and adopting best practices, said an Inter-Services Public Relations (ISPR) media release received here.

The special forces of Russia and Pakistan practised various drills involved in joint counter terrorism operations.
 
Russian deputy chief of general staff calls on CJCSC

Deputy Chief of General Staff of the Armed Forces of Russian Federation, Col General Sergey Yurvavich Istrakov on Friday called on the Chairman Joint Chiefs of Staff Committee (CJCSC), General Sahir Shamshad Mirza at Joint Staff Headquarters.

According to Inter Services Public Relations (ISPR), both sides expressed satisfaction with the positive trajectory of bilateral defence cooperation during the meeting.

General Sahir Shamshad Mirza and Col General Sergey Yurvavich Istrakov also discussed the evolving security situation in the region with a view to promoting regional peace and stability.

“The visiting dignitary lauded the professionalism of Pakistan Armed Forces and acknowledged the sacrifices rendered by Pakistan Armed Forces in the fight against terrorism,” the ISPR added.

Earlier last month, General Sahir Shamshad Mirza held separate meetings with China’s military leadership during his official visit to the friendly country

“Sahir Shamshad Mirza on an official visit to People’s Republic of China held separate meetings with General He Weidong, Vice Chairman of the Central Military Commission (CMC) and General Liu Zhenli, Chief of CMC Joint Staff Department and delivered a talk in 11th Beijing Xiangshan Forum on the Role of Pakistan towards regional peace and stability,” the ISPR said.

Pakistan-Russia joint anti-terrorism drill concludes with military show of solidarity​


The Pakistan-Russia joint counter-terrorism exercise, Druzhba-VII, concluded on Friday with a closing ceremony at the National Counter Terrorism Centre (NCTC) in Pabbi, where military officials from both nations lauded the exercise as a successful demonstration of tactical skills and inter-military cooperation.

The two-week exercise, which commenced on October 13, involved special forces from the Pakistan Army and a contingent of 54 Russian troops, who participated in training drills and counter-terrorism techniques, the Inter-Services Public Relations (ISPR) said in a statement.

Lieutenant General Fayyaz Hussain Shah, Inspector General Training & Evaluation, attended the closing ceremony as the chief guest, while Russian Ambassador Albert P. Khorev also observed the proceedings. "The troops displayed the highest standards of professionalism," ISPR noted, praising the collaboration as instrumental in refining tactical procedures.

The exercise, the seventh bilateral engagement of its kind, focused on enhancing skills and sharing expertise in counter-terrorism. "This joint training enhances our historic ties and strengthens our shared commitment to combating terrorism," said an official statement.

Druzhba-VII underscored Pakistan and Russia's evolving military ties, offering a platform for both nations to benefit from each other’s specialised experience in counter-terror operations. The exercise ended with a display of advanced tactical drills, showcasing the skill and coordination developed over the fortnight.
