KARACHI: Federal Minister for Planning and Development Asad Umar said that Prime Minister Imran Khan would announce on Saturday ‘biggest development package’ for any city in the history of Pakistan, ARY News reported.

Taking to Twitter, Asad Umar said that development work in Karachi would be carried out with the collaboration of Centre and the provincial government of Sindh.

“Pakistan Tehreek-e-Insaf (PTI) government and Pakistan People’s Party (PP) led Sindh government will work for the betterment of Karachi by setting aside their political differences,” he added.

The planning minister further said development work would be carried out in other cities of Sindh also.

Asad Umar in another tweet said that Pakistan’s success against Coronavirus pandemic has been globally recognized and now a revival of the country’s largest city will begin.

It is pertinent to mention here that Prime Minister (PM) Imran Khan will visit Karachi on a day-long visit today (Saturday) during which he will announce Karachi Transformation Plan for the rain-hit metropolis.

According to the schedule of PM Imran’s visit, soon after his arrival in the city, the PM will move to Governor House where he will preside over Karachi Transformation committee meeting. He will also address a press conference at the Governor House.

He is also scheduled to visit Pakistan Stock Exchange. PM Imran will also hold a meeting with industrialists and businessmen during his stay in the city.

Federal Minister for Information and Broadcasting Shibli Faraz and Aamir Mehmood Kiyani are accompanied by the prime minister.

According to the schedule, the PM will preside over a meeting at Governor House over Karachi Transformation committee meeting. He will also address a press conference at the Governor House.

He will meet Chief Minister Sindh Murad Ali Shah and Governor Sindh and will also review the devastation caused by recent monsoon rains in Karachi via helicopter.

He is also scheduled to visit Pakistan Stock Exchange. PM Imran will also hold a meeting with industrialists and businessmen during his stay in the city.

The premier is also expected to meet leaders of the coalition parties.

Sources said that PM Imran Khan would announce an over Rs800 billion Karachi Transformation Plan during his visit to the rain-hit city.

Sources having knowledge of the matter revealed that the prime minister would announce 50 projects for the rain-hit city.

“Six mass-transit projects with the cost of Rs 447.45 billion will be announced for the city,” they said adding that Rs300 billion for Karachi Circular Railway will also be included in the transformation plan.

They said that the Chinese government would also provide Rs 250 billion for the project while the Sindh government would also have a share of Rs50 billion in the project.

Sewerage and solid waste management projects are also included in the Karachi Transformation Plan to be announced by Prime Minister Imran Khan.

Eight sewerage project costing around Rs 162.60 billion and four solid waste management project with an estimate of Rs 14.86 billion will be announced by the prime minister, they said.

The plan also includes repair works of the road infrastructure with an estimated cost of Rs 62.30 billion while Rs 4.60 billion would be earmarked for two water drain projects.

Karachi Transformation Plan: PM announces historic Rs1,100bn package

Prime Minister Imran Khan announced a historic Rs1,100 billion Karachi Transformation Plan on Saturday, during the premier’s one day visit to the country’s economic hub.

The package would mainly address the water and sewage issues of the country, alongside transport and solid waster management. “One year and three year plans for Karachi’s transformation have been devised,” said PM Khan

“We want to tackle all the issues of the city in one go,” said Imran Khan in his media conference.

Provincial Coordination And Implementation Committee (PCIC) has been established which will include all the stakeholders including federal and provincial members as well as the military, informed the PM saying that the committee would monitor all the decisions.

Stressing on reforming the transport system in the metropolis, PM Khan informed that the Green Line and various BRT lines were included in the plan.

Earlier, Prime Minister Imran Khan chaired a meeting of the Karachi Committee at Governor House with Federal Ministers Asad Umar, Senator Shibli Faraz, Syed Ali Zaidi, Amin-ul-Haq, Governor Sindh Imran Ismail, CM Sindh Syed Murad Ali Shah, and others present. The PM was briefed regarding the situation in Karachi after record rains wrecked the city’s infrastructure, while the sewage system also collapsed.

I hope this does not go through PPP or they would eat this all.

It’s a win win situation for PPP, everything to gain and nothing to lose.

If this project succeeds in developing Karachi then PPP already know Imran will get the bulk of the credit - so it’s in their interest to do their bit to make it fail , profit along the way and then blame it all on IK/PTI federal govt during next election campaign.

As far as PPP is concerned they already have a proven model in Sindh where you can win elections and get into government without delivering anything , just by having a leader belonging to a certain family. What incentive is there for them to deliver anything !?

Seems like IK wants to keep PPP happy for a while so that PMLN's desperate moves fail including their APC. Divide and conquer going on by Khan.
 
Any plan that involves PPP is destined to fail. PPP are out to seek vengeance from Khi and Urdu speakers for not voting for them.


One glimmer of hope is that army is involved and hopefully they will keep danda on PPP for towing a straight line.

The World Bank estimates that Karachi needs $9 billion to $10 billion pumped into it over the next 10 years for it to be fixed.

In a recently released 2018 report, the Bank assessed the city’s infrastructure, governance, service supply system and economic activity. It estimated that $6 billion should be spent on transport alone, $3 billion on water supply and sewerage projects and the remaining $1 billion on solid waste management.

It noted that while there was substantial poverty reduction in the 10 years up to 2015 with 9% of the city’s population living in poverty in 2014-15 compared to 23% in 2004-05, Karachi ranked in the bottom 10 cities in the Global Livability Index.

“Urban planning, management and service delivery have not kept pace with population growth and the city seems to be headed towards a spatially unsustainable, inefficient and unlivable form,” read the report.

One of the issues it highlighted was that just $110 million was spent on infrastructure development in Karachi every year. It noted that the city government spends 70 to 90% of its budget on salaries and has little left to spend on the city.

“Current infrastructure spending by the public sector is well below these requirements, despite large recent increases. The availability of public financing for Karachi’s needs is limited, which substantially increases its opportunity cost,” read the report. It also noted that the collection of urban immovable property tax from Karachi (and the rest of Sindh) was “dismal” compared to the potential. Punjab collects four times as much in this tax as every year and Indian cities do too.

The Bank also highlighted a worrying trend of high-value economic activity moving away from the city core. This stagnation of economic activity in central areas is problematic for long-term economic and social potential, it warned.

Some of the reasons it gave for Karachi’s situation were:

Unclear roles, overlapping functions, and poor coordination among various agencies responsible for city governance and management
Municipal and city development functions are highly fragmented, with roughly 20 agencies across federal, provincial, and local levels performing these functions, leading to a lack of coordinated planning and integration at the city level.
These agencies also control nearly 90% of land in Karachi, but are reluctant to make it available for development.
Public investment in infrastructure is reactive and uncoordinated, with a persistent focus on expansion of infrastructure over preventive maintenance or rehabilitation of existing assets.
Elected local governments have weak systems and capacity and are not empowered to deliver many municipal functions. The provincial government retains substantial control over various city services and functions, such as master planning, building control, water and sewerage, solid waste management, and development of peri-urban and peripheral lands.
Local governments are in an extremely weak financial position, relying almost solely on transfers from the provincial government to meet their budgetary needs, of which a majority is consumed by salaries and pensions, leaving precious little for much-needed maintenance or development of infrastructure.
“In addition to large-scale public and private financing, Karachi needs difficult reforms to improve its urban governance, institutional capacity, and coordination so that it can become a more economically productive and livable city,” suggested the report.

It also highlighted four sector-specific issues and recommendations based on four key pillars that will be important for the city’s transformation:

Building inclusive, coordinated, and accountable service-delivery institutions. Create strong coordination mechanisms among various public land-owning and service-delivery agencies. Improve the ability of these agencies to plan, finance, and manage development programs. Empower local governments to take the lead in city management.
Greening Karachi for sustainability and resilience. Invest in environmentally sustainable infrastructure gaps and safeguard funds for its maintenance. Create mechanisms to protect vulnerable groups from the negative impacts of economic growth and climate change. Build a resilient and sustainable environment with an emphasis on livability and regeneration.
Leveraging Karachi’s economic, social, and environmental assets. Involve the private sector in infrastructure provision by creating an enabling environment via policy reforms. Create incentives for more efficient performance by service delivery agencies. Improve the ease of doing business and encourage public private partnerships. Reduce delays and discretionary power for key business transactions under city and provincial authorities. Improve cost recovery and revenue collection for basic services while safeguarding vulnerable groups such as the poor. Leverage the city’s land assets (such as state-owned land in prime locations) to finance critical infrastructure.
Creating a smart Karachi through policies and the use of smart tools and technologies. Innovate with smart policies to better manage city services, improve economic competitiveness, and facilitate engagement with citizens. Interventions should also focus on improving the ease of doing business to help enable economic growth and job creation.
“A poor investment climate constrains Karachi’s growth,” the Bank said, adding that businesses must deal with hindering policies and regulations. The constraints include a poor law-and-order environment, political instability, corruption, bureaucratic red tape and institutional deficiencies.

Another set of recommendations it had was to empower the local government and enhance accountability mechanisms for upward and downward accountability.

The amount does matter and more importantly who gets their hands on it to spend. You know very well that if the PPP get their hands on it, it will disappear quicker than a dove from underneath the handkerchief of a magician. Within 4 decades The PPP have gone from idealogues to being a mafia front. It needs to be reformed otherwise it needs to be banned.

I doubt the party will reform, there were high hopes from Bilawal but he has done nothing even in opposition. Imran does deserve credit for being more of a strong leader in opposition.

The karachi floods made them look more bad. Maybe its time they move forward from the family now

You can almost imagine , phone calls must be taking place right now as we speak between businessmen and politicians , to ensure any contracts are awarded to certain parties and kick back deals will probably be negotiated to pay back the favour to politicians.

This kind of corruption no doubt goes on across the world at some level , but the scale at which it happens in third world countries like Pakistan is why there is rarely any development and progress. The world has moved onto modern day problems such as limited availability of fibre optic high speed broadband and cyber security threats to nuclear power plants, and in Pakistan’s most economically important city it seems the biggest issue is still on how to deal with sewage and waste/rubbish disposal - what a tragedy.
 
Imran Khan is no fool, he will make sure the money gets channelled correctly so that all the projects get implemented.

Sewage and rubbish are small issues. There are alot of other issues in every province of the country.

Prime Minister Imran Khan on Saturday unveiled a "historic" financial package worth Rs1.1 trillion for Karachi's transformation that he said will address the chronic municipal and infrastructure issues of the country's financial hub.

The city's drainage and sewerage issues were brought into national focus last month after record-breaking monsoon rains caused widespread devastation and left dozens dead.

Addressing a press conference in Karachi alongside Sindh Chief Minister Murad Ali Shah and Governor Imran Ismail after chairing a meeting of the "Karachi Committee", the premier said the federal and Sindh governments had decided to deal with Karachi's problems "together" following negotiations.

He added that the federal and provincial governments were both contributing to the Rs1,100 billion package.

Noting that floods caused by heavy rains have hit not only Karachi but Balochistan, interior Sindh, Swat, and his own constituency of Mianwali, Imran said it was decided in view of unprecedented rains that all of Karachi's issues would be tackled at once, and negotiations were subsequently held.

"I would have come [to Karachi] sooner but we had to make a structure," he said, revealing that the transformation plan would be implemented through the Provincial Coordination Implementation Committee (PCIC) under the chief minister.

He said all stakeholders will be involved in its implementation. "The army will play a big role," he added, noting that the army helps the civilian administration whenever there are floods or a calamity.

"The package we have brought for Karachi is historic," Prime Minister Imran said.

The first problem the plan will address is of water supply and the Centre and Sindh government will each work on a part of the Greater Karachi Water Supply Scheme, also called K-IV. "Our effort is to permanently solve Karachi's water problem in three years," the premier said.

He said the second problem is of encroachments on nullahs on which the National Disaster Management Authority (NDMA) has already started work.

"The people who will be displaced [during the anti-encroachment drive] are the poorest so the Sindh government has taken responsibility for resettling them; federal government will obviously remove encroachments," he added.

The third and fourth issues that the plan will focus on are concern the city's sewerage system and solid waste disposal. "We will make a proper system," Prime Minister Imran said.

"There is also the problem of transport. We will also complete the KCR (Karachi Circular Railway) in this package. Then roads [will be built for] BRT (Bus Rapid Transit) and other lines. We have decided to completely solve the issue of transportation and roads," he told the presser.

The premier said the Centre and Sindh had decided to solve Karachi's problems together "once and for all" through the coordination committee as residents of Karachi "have had to go through a hard time". But he acknowledged things were not all easy.

"There were different jurisdictions in different areas so implementation was difficult," he said. "That is why we have formed PCIC so all stakeholders are in one place.

"I am very hopeful that the betterment to come out of the hard times that Karachi's people have faced is that these problems will be solved."

The prime minister noted that there has been widespread destruction in the interior areas. "We will sit [with the Sindh government] and discuss how to help," he said, adding that there are high floods in Swat and Chitral too.

Prime Minister Imran said God had "put us through test before floods in the form of corona".

"A big reason for our success [in fighting coronavirus] was that we made a national coordination committee. We made a committee very quickly and it met daily, [there was] total coordination among the provinces and our decisions then were better.

"You have seen how cases are rising in India and there may be no other country that got out so well as Pakistan did," he added.

He said a similar coordination committee was made regarding locust attacks and now the Centre and Sindh had decided to work jointly to resolve Karachi's issues.

"We have a short term plan, then medium and our long term plan will not be longer than three years," the premier said of the Karachi plan.

PM vows to facilitate business community
During his visit, delegations of traders and businessmen called upon the prime minister. Besides federal ministers and the Sindh governor, Adviser to the Prime Minister on Finance Dr Abdul Hafeez Sheikh and State Bank Governor Reza Baqir were also present in the meetings.

The delegations congratulated the premier on his government's "successful strategy" to fight Covid-19 and lauded the concessions given to the business community, according to a statement issued by the Press Information Department (PID).

"The business community plays a vital role in the country's progress and it is the government's duty to provide all facilities to them," Prime Minister Imran was quoted as saying in the statement. He added that creating ease of doing business was his government's top priority.

He said the government had devised a comprehensive policy to deal with the Covid-19 pandemic that focused on protecting the people from illness as well as ensuring the wheel of the economy kept rolling.

According to the statement, the prime minister noted that promotion of the construction industry and affiliated fields will create employment opportunities.

He said the government aimed to bring automation in business and investment systems that will enable people to do business in minimum time and in a transparent manner.

During the meeting, representatives of the business community gave recommendations to the premier regarding promotion of exports and tax reforms, the PID statement said.

PM arrives in Karachi
Prime Minister Imran arrived in Karachi earlier today for a day-long visit to announce the financial package for the implementation of a transformation plan meant to address the city's issues and developmental requirements, according to Radio Pakistan.

The premier was accompanied by Information Minister Shibli Faraz and MNA Amir Mahmood Kayani.

During his visit, the premier met Sindh Governor Imran Ismail and Chief Minister Shah. He was also expected to meet members of the provincial assembly, according to the Prime Minister's Office (PMO).

He was also briefed about the recent situation in Karachi after the rains.

The prime minister chaired a meeting of the "Karachi Committee" upon his arrival which was attended by federal ministers Asad Umar, Shibli Faraz, Syed Ali Zaidi, Aminul Haq, the Sindh governor, the Sindh chief minister and others.

In a tweet a day earlier, PTI leader Faisal Javed Khan said the Karachi Transformation Plan was aimed at addressing the provincial capital's long-standing problems such as "choked drainage and sewerage systems, encroachments, poor waste disposal, water supply and transport".

Meanwhile, the information minister said the prime minster is determined to "restore Karachi's identity as a true industrial hub" of the country and the backbone of its economy.

"The people of the city cannot be left at the mercy of the Sindh government which has destroyed Karachi over the past 12 years," Faraz said in a tweet hours before the premier's arrival.

Minister for Planning and Develop*ment Asad Umar added that the premier will announce the "biggest development package" in the country's history for any city during his visit.

"This historic work will be carried out by the federal and provincial governments. Politics will not stand in the way of development and the people's welfare. Similar work will also be carried out in other parts of Sindh."

Earlier today, Umar also held a meeting with officials of the K-Electric at the company's headquarters. Speaking to the media after the meeting, he said the National Electric Power Regulatory Authority did not function under the federal government.

He said the power tariff was being increased "because countrywide tariff increased three years ago but Karachi businessmen took it to court so now they will pay the same tariff as the rest of the country".

On August 27, the premier had said his government would "not abandon" the city's people "in their time of crisis".

PM Imran had made the statement after a record-breaking monsoon spell wreaked havoc in the city, causing waterlogging and disrupting power in several areas for multiple days, in addition to claiming at least 20 lives.

The premier had said that the federal government was "fully cognisant" of the devastation brought about by the rainfall.

"We will be announcing a plan for a permanent solution to the problems caused by floods by cleaning of nullahs, fixing of the sewage system and resolving the huge challenge of water supply to the people of Karachi," he had announced in a series of tweets.

Karachi Transformation Plan reviewed
PM Imran had reviewed the Karachi Transformation Plan on Thursday, officials said.

According to the Prime Minister Office, PM Imran said the biggest problems in Karachi's civic matters was a lack of transfer of administrative powers to the gross-root level.

“It is the need of the hour to shift control on water supply schemes, sewerage treatment and disposal, solid waste management and the building control authority from the provincial government to the city administrator or local government to address these problems in Karachi,” the prime was quoted as saying.

Unfortunately, nobody had thought about the problems being faced by the people of Karachi in the past, he said.

The prime minister added that recent torrential rains in Karachi had not only exposed the pathetic administrative system but also created a number of problems for the people of the city.

PK needs a strong honest PPP and a strong honest PMLN to compete with the PTI. Both parties need to get away from worshipping crooked familes and think of PK. But they are umbilically tied to the families and I can't see it happening.

Those are fair demands. These stem from the fact that every single Karachiite knows that any money given to PPP will be stolen. So it is better if federal government using army and other institutions spends the money themselves.


We Karachiites know first hand how corrupt PPP is and are amazed when some on here still continue to back them.
 
Ironic part is Murad Ali Shah has a Masters of Engineering from Stanford. Whenever he speaks he comes across as decent and reasonable. He is born and raised in Karachi. All factors point towards a person who would be great at the job and work towards improvement in not just the city but the province as well.


But sadly corruption can destroy even the best of folks. If he wasn't a naukar for Zardari he would have made a good statesman.
 
True that. I had some semblance of respect for khaqan abbasi because he's a fellow engineer. He looked to be a quiet type. Recently watched a video of him in parliament spouting cr*p, lost all respect for him.

ISLAMABAD: Stating that the real test for the government will be in implementing its massive Karachi Transformation Plan, President Alvi said on Sunday that a "PPP/PTI cooperation in earnest can do wonders to lift Karachi".

Terming it a "welcome response", the president said that Karachi — which was the biggest taxpayer of the country — had been destroyed by the recent spell of rains.

"A good package worth Rs1100B for Karachi & further discussion on needs of rest of Sindh is a welcome response. Rains have devastated Karachi which is biggest tax payer of the country. Reviving its economy rests on its infrastructure, its roads, water supply, rain drains & sewage," he tweeted.

"Better solid waste handling & modernisation of transport, thru KCR & BRTs has been crying out for attention. PPP/PTI cooperation in earnest can do wonders to lift my city out of misery. Now our test will be in implementation. We must understand that it is the people who matter."

Prime Minister Imran Khan arrived in Karachi on Saturday to unveil a massive Rs1,100bn, three-year development plan for the city.

Addressing a news conference at the Governor House, the prime minister had said that the "historic" Rs1,100bn Karachi development package will cater to the city's diverse problems ranging from water supply to transport and solid waste management.

KARACHI: The consensus showed by city’s stakeholders on the ambitious Rs1.1 trillion Karachi Transformation Plan is eroding much faster than feared, as the Pakistan Tehreek-i-Insaf-led federal government on Sunday took strong exception to Pakistan Peoples Party chairman Bilawal Bhutto-Zardari’s remarks that the Sindh government would bear the major cost of the package.

Just a day earlier, Prime Minister Imran Khan in the presence of Sindh Chief Minister Syed Murad Ali Shah had unveiled the Rs1.1tr package at Governor House to resolve Karachi’s lingering and chronic issues including provision of clean drinking water, cleaning of drains and sewage and solid waste disposal within three years.

The PM had said the federal and provincial governments would contribute to the Karachi package and formed a provincial coordination and implementation committee with all the stakeholders — mainly PPP, PTI and Muttahida Qaumi Movement-Pakistan — on board to promptly and swiftly resolve the issues of Karachi.

The PPP chairman was then reported to have stated during a programme later in the evening that the Sindh government would contribute Rs800bn to the Rs1.1tr package for Karachi. He said: “We welcome the Rs300 billion funding from the federal government for Karachi’s infrastructure development. The Sindh government will contribute Rs800 billion to this development package.”

On Sunday, however, federal Minister for Planning and Special Initiatives Asad Umar of the PTI along with federal IT and Telecom Minister Aminul Haque of his party’s coalition partner MQM-Pakistan and Maritime Affairs Minister Ali Zaidi held a press conference at Governor House where no PPP representative was present.

Mr Umar said he got messages from different people soon after the unveiling of Karachi package that PPP had claimed that the Sindh government would bear the lion’s share. He said: “Sindh Chief Minister Syed Murad Ali Shah had in a meeting agreed not to reveal the share of both the governments [federal and provincial]. Unfortunately, a video clip of PPP chairman [Bhutto-Zardari] was doing the rounds in which he was claiming that the Sindh was giving Rs800bn and the federation was sharing Rs300bn.”

The federal minister said: “It is necessary to set the record straight. The federal government will bear 62 per cent of the total amount of Rs1,100 billion announced by Prime Minister Imran Khan for KTP [Karachi Transformation Plan], while the remaining 38pc will be spent by the provincial government. Karachi package is the right of the people of this city. There should be no politics. For God’s sake serve this city...we will take two steps towards you if you take one step towards us.”

Asad Umar said it was not possible to stay silent when ‘others’ attempted to manipulate facts just for political point-scoring.

However, Sindh government spokesperson Murtaza Wahab while talking to a private news channel on Sunday evening made it clear that Mr Bhutto-Zardari was quite right that the major share of the package would be borne by the provincial government. “In the Rs1,100bn package, an amount of Rs750bn is the responsibility of the Sindh government and the federal government is taking responsibility of Rs362bn. I believe the percentage Asad Umar claimed, 62pc of the total package, in his press conference is wrong,” he said.

Package details
About the Karachi Transformation Plan, Mr Umar said that all storm-water drains of the city would be desilted in the first phase after removing all encroachments. This would take 15 months and the rehabilitation of affected people would be the responsibility of the provincial government, he added.

In response to a question about Karachi’s Master Plan, the PTI leader said that Sindh government was taking steps in this regard.

About three federal-funded projects in the country’s financial capital, Mr Umar said Green Line Bus Rapid Transport System would complete in June 2021, work on K-IV water supply project would be complete by the end of 2022 while the Karachi Circular Railway would complete by the end of 2023.

When asked if the 18th Constitutional Amendment was a hurdle between the Centre and Sindh as far as development works were concerned, the federal minister replied in the affirmative. He said it was correct that the federal government could not function, as it did before the passage of the 18th Amendment. The absence of a total authority was the major hurdle in city’s development, he said while expressing the hope that the PPP leadership would allow the chief minister to work jointly with the federal government for Karachi’s betterment. He then asked all stakeholders to keep their political differences aside and work jointly for the success of Karachi transformation plan.

Federal minister Aminul Haque, representing the MQM-P, said the KTP was not a favour to Karachi but it was the right of this city. “The more government will spend on Karachi, the more it will earn as revenue from the city,” he said.

The MQM-P leader said: “We have to ensure transparency in spending of funds keeping in view the past mistakes.”

He also highlighted the need for replacing the Sindh Local Government Act 2013, which he said had failed completely, with new legislation.

Mr Amin said the Karachi package would prove to be different from all the previous ones, as “all stakeholders are on the same page”.

Also belonging to the PTI, federal minister Ali Zaidi demanded that the Sindh government appoint officers of grade-21 as administrators of each district of Sindh as it appointed a grade-21 officer as Karachi administrator.

He said the chief minister had informed the PM that rain caused widespread devastation in other cities where around 2.3 million people had been displaced. He asked the media to also focus other parts of Sindh like it had been covering Karachi.

The Karachi package includes Rs92bn water supply projects, Rs267bn solid waste management, storm water drains clearance and resettlement projects, Rs141bn sewage treatment plan, Rs41bn road projects and Rs572bn mass transit, rail and road transport projects.

Intentions are good from PTI towards Karachi but until and unless there is a check of federal govt and army this money will go in to the pockets of PPP. There should be a joint committee of all relevant stake holders with monthly performance reviews. Additionally whenever details of amount provided should be on a website with public access for the purpose of transparency
 
Murad Ali Shah's face gave it away and his mouth got all watery when IK announced the amount he was approving for Karachi's reforms. He like we all know that bare minimum of the amount announced is going to be spent or used on the things and the rest goes through the pockets of the rest incharge.

Please don’t trust the PPP with money! They are the ultimate thieves! Ideally, I would want to see the federal government ruling Karachi. Actually, the constitution allows that but Imran is reluctant to make such a move.
 
Political intervention, negligence worsened Karachi’s situation, says PM

(Karachi) Prime Minister Imran Khan has said that political interference and negligence worsened situation in Karachi. He added that the government will do its best to resolve issues facing the city.

He said this during a meeting with Parliamentary Adviser Dr Babar Awan in Islamabad on Monday.

The PM said that the development of the metropolis is on top priority of the federal government. He maintained that the government will provide funds for the uplift of the city.

Babar Awan appreciated PM’s resolve for addressing the basic issues of the people living in Karachi. On the occasion, the PM reiterated his resolve for early legislation over FATF related bills.

Earlier, Imran Khan announced a historic Rs1,100 billion package for Karachi Transformation Plan. The package would mainly address chronic issues including the water and sewage issues of the city, alongside transport and solid waste management.

The PM said both the federal and provincial governments will contribute to the package as we want to tackle all the issues of the city in one go.

Ok I don't doubt your knowledge of the area since you are a native of it, but iirc Bahria Town is located near the bottom right red dot. While it is true that ring road will provide easy access to Bahria Town but that's how cities plan modern expressways to connect population centers with other population centers. The rest of the map of the Ring Road shown encompasses all of Pindi and imo will benefit a big chunk of the population and not just Bahria residents.

Instead, the federal government will utilise the funds itself.

The decision was taken during the meeting of the cabinet presided over by Prime Minister Imran Khan on Tuesday.

“We cannot give even a penny to Sindh for the flood victims unless we are told about the exact losses,” Information Minister Shibli Faraz said during a press conference after the cabinet meeting.

Responding to Murtaza Wahab’s statement, Special Assistant to the Prime Minister Shahbaz Gill said the PPP leader was “bluntly” telling lies about the Karachi package.

Meanwhile, the prime minister, while addressing the meeting, said Karachi was playing a role of an “engine of growth” for the country’s economy, and therefore the federal government would utilise all possible resources to overcome the problems confronting the metropolis.

Inefficient power plants
The cabinet decided to shut down 2,800 megawatts (MW) state-run power plants which were incurring losses.

During the press conference, the information minister said, in the first phase 1,479MW power plants were being closed while those generating 1,460MW would be shut down by the end of the current month.

He said the National Electric Power Regulatory Authority presented its annual report for the year 2018-19 as well as the State of Industry Report 2019 before the cabinet.

The meeting directed that a strategy be devised in light of the recent agreement between the Independent Power Producers and the government so that its benefits could be passed on to the people.

The cabinet was informed that the government had released Rs1.6 billion outstanding dues to media houses and hoped that they would pay the pending salaries of their staff.

The meeting also gave approval to expand the purview of the cabinet committee on legislation.

The meeting took another important decision, approving a proposal for setting up two additional terminals of Liquefied Natural Gas at Karachi Port.

The cabinet also tasked the National Disaster Management Authority to join heads with all provincial governments to determine exact losses the country suffered during the recent torrential rains and floods.

Meanwhile, the federal cabinet hailed the performance of Pakistan Baitul Mal Chairman Aun Abbas and extended his tenure.

Major didn’t cut it, the video and the text are from Dawn’s Facebook page. Looks like they posted a portion of the clip to make it sound like Asad Umar “admitted” that the larger share is from Sindh govt. Even Geo is reporting the same thing.

The ring road will only benefit bahria town and rawat as it is currently the only housing society over which the ring road would cross.

They will be making the south part, the rest wount be made yet. Bahria town people would be able to travel to islamabad much more convenient ly and bahria town has started to advettise this. Rest of the city wont benefit from it.

You cannot be more wrong when you say that ring road will only benefit bahria town.

Purpose of this road is to serve as bypass of Rawalpindi-Islamabad as the twin cities are perhaps among only few major cities without one. This will greatly reduce traffic inside the city thus providing relief to all inhabitants.

Even with only Southern part of road, I or anyone travelling from Northern areas or Peshawar side will not have to get stuck in pindi traffic and will just take tarnol-rawat bypass to reach Gujrat-Jehlum- Gujranwala etc.

There are immense benefits of this project to whole of Northern region and it should have been constructed at least 10 years ago.

Lol Major is clearly trolling with the highest level of badniyati. How much development funds has the Sindh govt received from 2008 to 2020? What have they done in Sindh with that money? Atleast the PML N has something to show in Lahore and PTI in Peshawar but what does this chachra PPP have to show for itself other than the fat OMNI group fake bank accounts?
 
KARACHI: President Dr Arif Alvi on Friday “requested” the Pakistan Tehreek-i-Insaf-led federal government and Pakistan Peoples Party’s government in Sindh to “maintain the cooperative atmosphere” for at least next three years, which would see the spending of a massive Rs1.1 trillion package for development in Karachi.

The president sounded confident and optimistic about the future course of relations between the two rival parties when he referred to a “silver lining” after the recent rains that played havoc on the infrastructure of Karachi and other major cities leading to what he called an “excellent package” with the consent of both sides.

“Both the federal and provincial governments have devised an excellent package for Karachi,” he said in his brief address to the media here on the premises of Mazar-i-Quaid, where he came to offer fateha on the occasion of the death anniversary of Quaid-i-Azam Mohammad Ali Jinnah.

Accompanied by Sindh Governor Imran Ismail and Chief Minister Syed Murad Ali Shah, the president was very much hopeful about the execution and completion of all the projects proposed under the recently announced Karachi Transformation Plan by the prime minister and hinted at a growing understanding between the centre and the province on the issue.

‘Silver lining’

“We need to dispel this impression that the funds or packages are always just mere announcements,” he said. “I believe with this heavy rain, there’s a silver lining that the projects under the Rs1.1tr fund would be completed within three years. I request both provincial and federal governments to maintain this understanding for next three years so the development projects of Karachi are completed with success.”

The announcement of the package by the PM during his one-day visit to Karachi last week triggered a debate from both the centre and the province with ministers from both sides claiming they were contributing a major share.

However, Federal Planning, Development and Special Initiatives Minister Asad Umar while trying to end the ongoing blame game had recently stressed the need for moving forward and starting work on the plan.

The fresh gesture from President Alvi is seen as a step in the same direction.

Appearing to be politically accommodating, he also gave credit to everyone in the fight against coronavirus and called it a blessing from Allah which brought the country in the limelight across the world for its successful strategy against the pandemic.

“There are few countries in the world which are now referred [to] as case study and [a] number of states are admiring them and learning from them — Pakistan is among those countries,” he said. “It is no mean feat that Pakistan for the first time is being added in the list of the countries that are in a leading position to guide nations in an efficient handling of a global pandemic.”

President Alvi lauded the national character during the peak days of the coronavirus crisis saying people showed an exemplary level of preparedness, which through proper guidance and leadership could be turned into a mindset prerequisite for development in its truest sense.

“This character and discipline is the need of the hour ... the nation is ready to turn the vision of Quaid-i-Azam Mohammad Ali Jinnah for Pakistan into a reality,” he said.

Earlier the president, along with Sindh governor and chief minister offered fateha and laid a wreath on the Quaid’s grave.

At least two people have died and several others injured after a two-storey building collapsed in Bihar Colony in Karachi's Lyari area on Sunday, according to police.

Several residents are trapped under the debris of the fallen building — the second such incident in a week — and a rescue operation is ongoing, police said.

The injured residents as well as the deceased were taken to the Ruth Pfau Civil Hospital Karachi.

Speaking on the collapse of the building, Sindh Governor Imran Ismail called for fixing responsibility for the casualties and damages.

"Sindh Building Control Authority (SBCA) has been a nightmare for Karachi. We need to redesign our strategy for SBCA, this is not working at all," he tweeted.

President of PTI Karachi chapter and member Sindh Assembly Khurram Sher Zaman termed the incident "saddening" and called for speeding up of the rescue operation.

Officers of the SBCA who have shown carelessness should be arrested, he said, adding that the authority had become an ATM for the Sindh government.

"The Sindh government should be ashamed of the frequent incidents resulting in the loss of lives," he said.

Zaman also directed volunteers of the Tiger Force to help with rescue work.

4th such incident of the year
This is the second building to collapse in the metropolis within a week and the fourth since the start of the year. On Thursday, four people were killed and at least 10 others injured after a multi-storeyed residential building collapsed in Karachi's Korangi area.

Karachi Commissioner Sohail Rajput who visited the site on Thursday said he had ordered an inquiry into the incident and directed the administration to submit preliminary report urgently. Separately, Karachi Administrator Iftikhar Ali Shallwani had aid that inquiry would be held to ascertain the reason behind building collapse.

He said that three- to five-storey buildings had been built in many residential areas of Karachi where only ground-plus one structures were permissible.

"Action will be taken against [those] responsible for allowing such constructions as such buildings are dangerous for human lives."

In June, a five-storey building collapsed in Karachi resulting in the deaths of at least 22 people.

In March, a building collapsed in the Gulbahar area, killing 27 people and injuring at least 17 others.

This is it. All or nothing in Karachi, last ditch effort to save the city. PPP has looted its poor residents for years, half of my extended family has relocated from Karachi because of how horrible the situation is. Anyone wishing bad on this development effort has no business on a thread like this — if this doesn’t work, millions of residents of the metropolis are doomed to at least another 2 decades of mismanagement.
 
KARACHI: A 10-member committee has been notified under the chairpersonship of Sindh Chief Minister Syed Murad Ali Shah to manage the affairs of a special Rs1.1-trillion development package announced recently by Prime Minister Imran Khan, The News reported on Thursday.

According to a notification dated September 15, the chairperson of the Sindh Planning and Development Department's Board and the provincial chief secretary would be the Provincial Coordination and Implementation Committee's (PCIC) secretary and member, respectively.

A representative each of the Pakistan Army’s V Corps, the National Disaster Management Authority, and the federal government, as well as the city administrator, Karachi Commissioner, local government secretary, and the transport and mass transit secretary, would also be on the PCIC as its members.

The primary goal of the committee is to plan the development projects that are set to be implemented by the respective government authorities under the provincial chief executive's supervision. It would also offer a platform to resolve any challenges and serve as a coordination forum.

The PCIC would further ensure that timelines are heeded and, in case of a change in plans related to Karachi's development projects, regular adjustments are made.

In addition, it would maintain records of all projects, take action to ensure due diligence and quality control, monitor development work of executing organisations, facilitate synergy between public and private sectors, recommend changes in organisation and executing agencies for effective progress of work, conduct projections of on-ground development through the media, closely coordinate with law enforcement agencies to ensure their availability, whenever required, for the smooth progress of projects, and carry out liaison with the relevant departments for the priority of work and dispute of resolutions, among other goals.

The committee would meet at least once a fortnight for a progress review and to discuss future plans regarding Karachi's development.

As per the notification, the chief secretary asked all relevant agencies and institutions should immediately nominate their representatives for the PCIC and ordered officials to assist the committee as and when required.

During the announcement of the Rs1.1-trillion development package for Karachi on September 5, PM Imran Khan had said a PCIC — comprising relevant stakeholders — would be formed to clear any obstacles and ensure timely implementation of all development projects.

Different land-owning agencies were operating in Karachi, the premier had acknowledged, noting that it had been difficult to work for the city’s development under a unified strategy.

The PCIC would ensure that the federal and Sindh governments were able to work for the development of the city without any issue of jurisdiction or land control, he had said.
 
Sindh government spokesperson Murtaza Wahab on Monday said that the provincial government has started the implementation of the Karachi Transformation Plan to restore the shabby infrastructure of the city.

Taking to Twitter, Wahab on Monday said that the construction of the road from Saudabad Chowrangi to Thado Nulla has been started under the Neighbourhood Improvement Program.

Noting that the project is part of the Karachi package committed to by the provincial government, the spokesperson said that the road is scheduled to be opened for the public by the end of next month.

Murtaza Wahab said that the Sindh government has started implementing its promises made to the citizens and other projects for the betterment of the metropolis and welfare of the citizens will also be completed in due time.

The Sindh Solid Waste Management Board (SSWMB) has purchased over 200 Qingqi rickshaws to launch a system of door-to-door collection of municipal waste from houses across Karachi.

Local Government and Information Minister Syed Nasir Hussain Shah announced this on Sunday while talking to the media as he visited different parts of the city to inspect the clean-up campaign being carried out by the SSWMB.

The minister said on the occasion that more Qingqi rickshaws would be purchased if the need were to arise for the SSWMB’s door-to-door clean-up system in the city. He said the SSWMB has been carrying out a special drive to collect and dispose of the municipal waste generated by the city. He added that a total of 145,000 tonnes of garbage was collected and disposed of at the city’s two landfill sites in the past week.

He also said that a separate solid waste management authority would be established for Karachi under the city’s development plan that is being implemented by the government. Shah said that around 89,000 tonnes of waste has been disposed of at the landfill site of Jam Chakro and the remaining 56,000 tonnes of trash at the Gond Pass landfill site under the clean-up campaign under way in the city.

He said that the two landfill sites of Karachi have been receiving around 9,000 tonnes of municipal waste almost on a daily basis. He also said that daily attendance of the municipal and sanitary workers is being ensured for their participation in the ongoing cleanliness drive in the city.

The minister said that both manual and mechanical means are being used in the localities of the Malir, South, East and West districts of the city to carry out the clean-up drive. He welcomed the gesture of Wasim Akram for the improvement of the civic affairs of Karachi, saying that the former Pakistan cricket captain should come and work with them for the city’s development.

Shah said the government should take care of the basic necessities of life of the public, including electricity, gas, water and wheat flour, with the assurance of the best quality and price.

On Saturday the District South administration, in collaboration with the Student Help Association, had launched a campaign to clean up the Clifton beach. Activist Shaniera Akram, wife of cricket legend Wasim Akram, had especially participated in the drive along with South Deputy Commissioner Irshad Ali Sodhar and others.

According to a statement issued by the South District Municipal Corporation (DMC), the DMC had provided logistic support and machinery for the campaign. Speaking on the occasion, Sodhar said that cleanliness of the Clifton beach would be maintained on a regular and permanent basis.
