Chennai itself has different types of pitches. From belter to turner. YOu don't know what you will get. But it is known for producing absolute classic matches. Be it is Tests or ODis. There was one match Chris Harris out of the blue scored a breathtaking 130 in the 1996 world cup. Generally for events like this wicket will be good to bat on.

Afghanistan defeated England. Netherlands defeated SA. Such results are not very uncommon. Every ICC ODI/T20 World Cup, we witness such 'upsets.'

These so-called 'minnows' teams have a lot of potential, but they don't get a chance to play regular bilateral cricket with big teams to up their game because there is no big money for the ICC and major boards in such matches.

This greed is a major reason why cricket is still mostly limited to 8-10 countries.

I wouldn't call that an upset at all if that happens. Bangladesh lead India with a 3-2 head to head in the last 5 ODI matches played between these two sides. India clear favourites with recent form and the non-selection of Tamim Iqbal drama of Bangladesh which resulted in an unsettled opening pair but a Bangladesh win by no means would be an upset.
