I don't think it's that difficult. Dubai Curator is a pro from Mohali, Mohan Singh - guy made wickets for 2006 Champions Trophy which in 5 days produced 2 games with 550+ scores, in between PAK got screwed against SAF seemers on same wicket - that was naughty by BCCI, but backed by professional competence.
Sharjah Curator is a aged PAK guy, in charge for almost half a century now

I don't think PCB/PAK has internal resources for building quality wicket to be honest - it's not rocket science, even in youtube you might find "how to make sporting wicket ...". Problem is attitude to learn and accept that what I am doing or delivering isn't working. 10 years back Intekhab said that PAK is going to crash SRL with pace & bouncy track (in that ill fated series) - then he came to tell that wickets were very good for fast bowling, but pacers didn't bowl well ..... just one example.
If PCB wants to improve wickets, they should ask ICC for technical assistance - if not on permanent basis, at least on short terms couple of Pro groundsmen from UK, AUS or SAF can come to NCA and train few groundsmen - but for that, first you have to go BCB route - hire 10-12, U35 people with basic education on the subject (Diploma in civil engineering or soil science) on long term basis and train them under Pros. to prepare wicket. Making cricket wicket isn't genetics that you are born with the knowledge, it's a science - one can learn.
