Changing to a pink ball if there's bad light in a Test makes sense.
Re: umpire's call, it's a misconception it exists because of the inbuilt margin of error in the technology, but this narrative persists as the cricket media and administrators refuse to properly educate us on this.
For years I also thought the same. However apparently the margin for error in the ball tracking is far smaller than generally perceived - in other words you don't really need more than 50% of the ball to hit the stumps.
The main reason for umpire's call is because DRS is there to eliminate the howlers, not accurately adjudicate on every little 50-50 call. It's there to stop Steve Bucknor giving Nasser Hussain out LBW after a massive inside edge off Saqlain's bowling; to stop BC Cooray giving Sanath Jayasuriya out caught after the ball smashed into the ground first; to ensure Nazir Junior gives Inzamam out after the most blatant LBW in the history of the planet, or <insert your own howler here>.
If you want that, you may as well abolish umpiring entirely which I'm not in favour of. The likes of Dickie Bird, Simon Taufel, Aleem Dar etc have contributed immensely to the fabric of the game. Umpires are the unsung heroes who keep tempers under control, and handle the gray areas in cricket which technology can't account for.
And the same fans who say technology should adjudicate everything will be the first to complain that the matches take too long which's another issue - and I'm glad ICC introduced stop clocks in white-ball cricket (and hopefully will in Tests soon).
