It depends on the situation and the player..... Imran Tahir who never had a chance to get selected in a sqaud of 16 for Pakistan, was a world class bowler for South Africa. Kevin Peterson was another example who left his country and went to play for England.
PCB selectors are notoriously famous for playing with the career of the players like Shan Masood like a yo-yo i.e. select for 2 matches, drop for 8-10 matches, select for 2 again and then drop for 10 matches.
That is exactly what happened with Shan Masood. Please see my post above where I show how/when he got selected and how/when he got dropped - very unfairly. No other board (NZ, ENG, AUS, SAF) does that to it's players.
Let's apply your logic to West Indies and Bangladesh. Their openers are averaging pretty low..... their teams are perfoming below average yet they are playing openers with 23-28 average. In fact KOA Powell averages 23 as an opener. JD Campell averages 26.The reality is that most decisions are a function also of how the team is performing; how much credit mgmt/selectors have in bank to carry underperforming player; how strongly replacement candidates are making their case for selection.
An above average performing team can afford to carry a poor performing player averaging 25-30 odd (think Ganguly 2003-05; Hussey around 2009; Collingwood 2010).
Why do you think teams like WI and BD can afford to play these openers?

Unfortunately PCB selector don't work with any logic. Perosnal opions, vested intersts and propaganda are very common tools to drop/select players for our teams. We the fans (a lot of them) operate the same way.Either this is because the player
a. Is a young player with high ceiling whom mgmt believes in
b. Is a proven high performance player in a middle stage of his career going through a trough wherein mgmt feels that he can come out of and go back to averaging 40-45+ for a reasonable period of time
c. Is a grizzled veteran coming to the close of his career offering poor output on field but giving intangible value to team morale and guidance off field. Management may just be trying to get him over the line for his last big series before transitioning.
For example...social media was buzzing with the "opinion" that Babar is playing his close friends in the team. Now with Afridi's appointment, a lot of people are speculating that he is going to bring in the players of his personal liking i.e Shajeel, Umar Akmal, etc.
With Shan, he has an average of 28 and even his biggest supporter would concede that best case that average ceiling would be around 36-38.
Since he is a comeback man that too at mid 30s age, expectation is that he can produce output immediately at 36-38 avg level and shepherd batting inns. There is no scope to give him 5-10 tests to 'find his feet'.
I am not a fan/supporter of Shan Masood. Yes, an average of 28 is low.... but I am only pointing out the inconsistencies, bias etc of the selection processes.
We fans no less bias either..... for example....we create a thread asking for Shan Masood's head because he averages only 28 after 50 innings..... but I did not see a thread asking for Abid Ali's return who averaged 49.16 as an opener...if batting average was the main criteria! Do you know why?
