PM orders urgent inquiry into Neelum-Jhelum project’s technical fault

Prime Minister Shehbaz Sharif on Thursday directed for an urgent probe, within days, into reasons for the technical fault in the Neelum-Jhelum Hydropower Project (NJHP) that led to suspension of power generation.

The prime minister issued the directives at the project site during his day-long visit to the Azad Jammu and Kashmir (AJK) where he was briefed by the officials of NJHP company about the recent technical fault during the last month.

The 969 megawatts project first faced suspension of power generation in 2022 due to the fault in head race tunnel and was later restored after a year in September last year, and the recent one in April this year due to the same technical fault.

The prime minister, while speaking on the occasion, expressed his displeasure that the findings of the inquiry into the recent fault were still awaited and directed the officials concerned to submit the report within days and restore the power generation after repair work as early as possible.

He said that it was unfortunate that $5 billion had been spent on the project despite an initial estimate of $40 million, but it was still facing technical issues.

“I am very much clear. I need a thorough probe whether lapses were in the design or in the construction, and the responsibility should be fixed. No more delay will be acceptable,” he added.

PM Shehbaz said that it was a project of national significance in the power sector after the Tarbela and Mangla dams with a huge cost and must remain functional for decades.

He directed that the inquiry should be carried out by third-party experts and not by the designer or contractor of the project. He also directed the Water and Power Development Authority (WAPDA) and NJHP company to complete the repair work of the tunnel at the earliest and resume generation.

The prime minister appreciated the WAPDA chairman and his team for their efforts to repair the fault in the tunnel and resumption of generation last year.

Shehbaz asks ex-ally Fazl to join ruling coalition

Prime Minister Shehbaz Sharif on Thursday invited JUI-F chief Maulana Fazlur Rehman to become part of the ruling coalition led by the PML-N, as he visited the residence of his former ally to inquire about his well-being.

The premier also proposed the formation of a committee to address the prevailing political issues and asked the Maulana to join it. A source in the PM’s office confirmed that the JUI-F leader was asked to join the ruling alliance and also play his part by joining a proposed committee to resolve political tensions in the country.

A JUI-F spokesperson also confirmed this development. He said the Maulana refused to join the government at the request of the premier.

“I don’t think it’s true (that the JUI-F will join the government). Seeking power is not a part of our politics. We already had a better offer before the formation of the present government,” he claimed.

It may be noted that Maulana Fazl led an opposition alliance, namely the Pakistan Democratic Movement, during the PTI government. The PDM later formed a government in the Centre, led by PM Shehbaz Sharif, after the ouster of Imran Khan via a no-confidence motion in April 2022.

Task Management System

Separately, PM Shehbaz instructed federal secretaries and heads of departments to personally utilise the Task Management System (TMS). He issued these instructions while chairing a meeting to assess the implementation progress of directives requiring federal ministries and departments to use the Task Management System.

The TMS is a modern software of international standards used to monitor instructions issued by the prime minister to federal ministries, and progress in this regard.

In a separate meeting on tax reforms, digitisation of the economy, and measures to boost revenues, the PM vowed to launch a crackdown against tax evaders and their facilitators.

Emphasising the importance of the Federal Board of Revenue, the prime minister said the tax watchdog played an important role in “running the economic wheel” and pledged to provide all necessary resources for its human resource development and digitisation. He claimed during the budget preparations, he had issued “clear directives to bring more people in the tax net and that the elite should be made to pay their due taxes”.

Won’t bow to pressure to take tough decisions, says PM Shehbaz

Prime Minister Shehbaz Sharif is addressing the nation in a live telecast on national television. He wished the nation Eid, which would be celebrated on Monday in Pakistan.

At the start of the speech, he mentioned the situation in Palestine and Indian Illegally Occupied Jammu and Kashmir.

He also highlighted the performance of the Pakistan Democratic Movement (PDM) after the ouster of former prime minister Imran Khan through a vote of no-confidence in 2022.

The premier claimed that the ruling coalition government had helped the country avoid default.

Moreover, PM Shehbaz added that his government completed 100 days on Saturday. The premier, who gave credit to his elder brother Nawaz Sharif for “lowering inflation”, spoke about the petrol and diesel prices, which the government slashed on Friday.

“This is not enough,” he said and stressed the need for developing investment, business and providing education to the talented youth in the country.

PM Shehbaz added that it was important to learn from past mistakes rather than speaking about old matters. He called for helping the poor people.

It was the priority of the government to take austerity measures and shut down ministries that were of “no use”, he said and added that such a ministry was among ministries “infamous for corruption.”

He added that the expenses, including perks and privileges, of the PWD were a burden on the national exchequer.

“I have decided that institutions that have become a burden on the nation instead of providing help end was necessary,” he said and added that a ministerial committee has been formed in this regard.

“In the next two to three months, I will come in front of you with a better message,” PM Shehbaz, “I think it will be the biggest step to cut expenses and save funds.”

The premier spoke about his trips to China, Saudi Arabia, and the United Arab Emirates.

While highlighting the investment pledges made by the two Gulf nations, he said that the government has made a plan under the civil-military hybrid forum – Special Investment Facilitation Council.

According to the premier, the government has to make an enabling environment for internal and foreign investment.

He reiterated what Finance Minister Muhammad Aurangzeb has been saying: the digitisation of the Federal Board of Revenue to minimise human intervention and ensure cashless transactions.

Pakistan signed an agreement with McKinsey and Company to help Pakistan with end-to-end digitisation of the tax authority.

“They [McKinsey] will work on the design and they will work on the implementation side as well,” Finance Minister Muhammad Aurangzeb said while speaking at a panel discussion on ‘Opening Doors with Fintech’ during the special meeting of the World Economic Forum (WEF) in Riyadh on April 28.

He was of the view that such steps and the removal of “corrupt” officers from the FBR would help boost the revenue. The revenue target in the fiscal year budget was difficult, but the government would make efforts for it, he added.

The premier vowed that if the country strictly followed its plans then hopefully the upcoming IMF programme would be last in the country’s history and outpace the neighbouring country.

“We will give 300,000 students of Pakistan every year in China in the field of technology,” he said and added that the government would expand the scope of information technology in the country.

He mentioned the government’s decision to reduce electricity tariffs for industries to boost the local industry and exports.

PM Shehbaz called for ending the difference between the poor and rich to ensure Pakistan achieves the welfare state status.

“We have decided to take measures for agricultural exports and boost the IT sector,” he said and mentioned the record number of foreign remittances.

PM Shehbaz added that the educational emergency would “open doors” for talented students in the country.

“Institutions that are the reason for deficit over the years will be privatised. It will not just improve the economic situation,” he said and added that the country would try to establish the “Made in Pakistan” brand in the plan towards progress.

He was hopeful that the country would not have “obstacles” like his elder brother Nawaz had during his power.

“Those are the enemies who are trying to block investment in the country, loot people, profiteers, steal electricity and tax,” the premier said.

In an apparent reference to the people involved in the May 9 events, he said that those were the enemies of the country who vandalised martyred monuments.

The premier praised low-wage earners, soldiers, “great” political parties, and the working class.

He vowed to spend every amount of the tax money on the people’s benefit and take austerity measures. PM Shehbaz added that the privatisation process would be expedited.

“By providing skills to people in the next five years, we will support youth,” PM Shehbaz said. “All these decisions are being taken to make Pakistan a welfare state.”

He vowed to take “tough decisions and would not come under pressure”. The premier called for people’s support in achieving such targets.

“In the coming days, you will see big changes,” he said and asked people to vow to change the fate of the country only by working.

Govt departments causing ‘billions in losses’ to be shut down: PM Shehbaz

Prime Minister Shehbaz Sharif on Saturday said that government departments and institutions incurring billions in losses to the nation and the exchequer would be shut down once a committee finished its review of the matter.

In an address to the nation today, the prime minister said it was the first duty of the government to reduce lavish expenses and close departments and ministries not related to public service such as the Pakistan Public Works Department, saying it was included among those institutions that were infamous for corruption.

He said a ministerial committee was made to deliberate on the issue of such redundant ministries and departments, saying he would bring positive results in the next two months and all such departments which had become a burden on the country and its people would be shut down.

“I think this is a step that will save billions.”

He further said that the government had decided that all those organisations and institutions which were becoming a basis for losses worth billions to the country would be privatised and those amounts recouped.

The premier said the government had decided to save expenses wherever possible and adopt austerity. PM Shehbaz said the government would no longer set up businesses of its own but would promote the private sector and private investment.

The premier recounted how the coalition government of the Pakistan Democratic Movement had taken the reins of power in April 2022 and saved the country from default. He credited the leaders of the coalition and its allies for the achievement, mentioning Jamiat Ulema-i-Islam-Fazl chief Fazlur Rehman as well.

“Today, Pakistan is steadily getting out of economic difficulties and moving towards the path of development and prosperity.”

He said the journey ahead was not only difficult and long but also demanded “sacrifice” from the elites and government functionaries. “The whole nation’s gaze is focused on the government and how we will bring a revolution of prosperity in the country by ending its economic troubles.”

PM Shehbaz said since the PML-N had assumed control of the government again after the February 8 elections and he was re-elected as the premier, inflation had dropped to 12 per cent due to the government’s efforts, terming it a “positive change”.

Similarly, he said the interest rate was slashed to 20pc from 22pc and this would promote investment in the country and reduce the burden of loan interest on the country. Shehbaz said 100 days had passed of the incumbent government and pointed out Friday’s slashes in the prices of petroleum products, saying it would afford “some relief” to the people from inflation.

“This I think is not enough,” he said, adding that there were great expectations of further relief for the people from the current economic indicators so far. He said the government would strive to further reduce inflation, promote business and investment and provide education to the country’s youth.

“I think crying over the past will achieve nothing but we should learn a lesson from its mistakes about what we lost in the past and how we will restore Pakistan its lost status by making up for those mistakes.”

He said if the whole nation decided to bury personal ego and interest in pursuit of serving the poor then “I can assure you very soon that stage will come of which Quaid-i-Azam and all those who migrated during partition dreamt of.”

Mentioning his recent trips to the Middle East and China, he said commitments for investment were secured and the government had devised a road map to benefit from and implement the agreements.

The premier said the environment also needed to be made conducive for domestic investment before any foreign investment.

The prime minister vowed that once the nation strictly followed through on a likely upcoming programme with the International Monetary Fund and the government achieved its targets, then the upcoming programme would hopefully be the last one in the country’s history.

“We will then stand on our own feet and leave our neighbours behind in the race towards progress.”

PM Shehbaz said 300,000 Pakistani students would be trained by China in information technology every year and the sector would be further promoted in the country.

Explaining the decision to make the industrial and export sectors competitive, he said electricity prices were reduced for the sectors in a “historic step and quantum jump” that will reduce the burden of Rs200 billion on them.

He said another testament to the government’s recently unveiled federal budget was the rise in the Pakistan Stock Exchange to 77,000 points, an all-time high. “This means business and trader groups have endorsed the budget,” he added.

PM Shehbaz said the government had decided to further promote the agriculture sector and “establish new records” for IT exports.

The prime minister said it would not be an “easy path” and recounted the past, saying that whenever the country was progressing forward, setbacks occurred to derail the momentum.

He said the enemy of the country’s progress was “every terrorist who spreads chaos and is busy in running off investment from the country”, along with smugglers, power utility thieves, profiteers, hoarders, tax thieves, inefficient state departments, lazy state employees, those who abused martyrs and those who spread political instability.

The prime minister noted that Pakistan’s sacred places and northern areas, including Gilgit-Baltistan, are considered a paradise for tourists.

He stated that a dashboard will be established at the Ministry of Interior to oversee the implementation of the new visa regime. This dashboard will monitor visa-free entry, business visa lists, and tourist visas on arrival, and will provide regular review reports.

He commended the Ministry of Interior and other relevant divisions for their performance regarding the new visa regime.

Drastic measures in belt-tightening blueprint

The government may soon abolish regulatory bodies of the devolved subjects, particularly health and education, do away with transport facilities for all the federal ministries and divisions, phase out non-executive staff at the Centre and merge aviation and maritime divisions with the defence ministry as part of an upcoming restructuring and austerity drive.

The government has been under criticism over a tough federal budget and higher energy costs in its attempt to secure a $7 billion economic bailout from the International Monetary Fund (IMF) without effective and matching expenditure control of the public sector.

The legislative process is expected to begin this month as some readjustments would require enabling changes to federal and provincial laws and a new division “Social Sector Affairs” would be created.

Back-to-back and overlapping committees have been working over the past months under the prime minister’s directives to come up with austerity measures. Many of these measures are expected to become part of the Extended Fund Facility (EFF) of the IMF and associated public sector restructuring programme of the World Bank.

First phase

A senior government official told Dawn that the final shape of the first phase of austerity and restructuring would be formally announced by the prime minister himself with the approval of the cabinet. He, however, added it was now almost clear that various regulatory councils of the subjects devolved under the 18th Amendment would have no place at the Centre.

This means the role, staff, and assets, including buildings of regulatory councils like the Pakistan Medical and Dental Council, the Federal Pharmacy Council and the Higher Education Commission etc. would stand fully transferred to the provinces. Some provinces already had similar organisations up and running and federal financing to them would come to an end with effect from the next fiscal year.

The provincial governments would not only finance these regulators but also organisations, attached departments, and universities and professional colleges falling in their jurisdiction. The federal universities and hospitals would then be run by corporate boards in the private sector on a Public-Private Partnership model for profitability and linkage to the market on the pattern of the United States, instead of the existing structure of senates and syndicates.

There would be a complete ban on the appointment of staff to federal universities and hospitals except for academic staff that would be hired on a lump sum remuneration package without any future liability on the federal exchequer.

In addition, there would be a freeze on recruitment of in grade 1-16 employees, i.e. support staff, across the federal government and gradually such posts would be abolished at the time of their vacancy. The officer cadre would be required to embrace artificial intelligence and digital tools instead of their heavy reliance on the support staff. The staff of devolved ministries and their related paraphernalia would be transferred to the surplus pool with an option for their transfer to the provinces or vacant seats in other organisations.

The sources said that except for a few operational organisations, like the National Highway and Motorway Police, the transport facility for the federal ministries and divisions would be abolished. However, the scope of transport monetisation would be expanded as it had been established through various studies that almost all officers in the federal ministries were massively misusing the transport facility.

The top tier was not only drawing hefty transport allowance every month but also using official transport. The corporate entities would also be guided towards similar lines. They would, however, be allowed a skeleton pool of passenger vehicles instead of luxury cars etc. Also, rental claims would be allowed for the purposes of delegations.

Social sector affairs

The official said the health ministry would be abolished and a wing would be established under a new division to be called Social Sector Affairs. This new division would deal with matters relating to international aspects and inter-provincial coordination of health and population welfare.

The official said that a report on the rationalisation of federal government expenditure in May noted that a large number of support staff and ex-cadre officers of the ministry would be affected as it would be reduced to one wing headed by a BS-20 officer. “Except for the group officers, the rest will be placed in the surplus pool under the Civil Servants Act 1973.”

A total of 629 civil servants would be affected due to the merger of their organisation entities with an autonomous body who would be either placed in the surplus pool or the establishment division or will become employees of autonomous bodies through enabling legislation.

The merger of the Islamabad Healthcare Regulatory Authority and National Emergency Health Services will affect 60 civil servants while 106 employees of the National Trust for Population Welfare, the IHRA, and Human Organ Transplant Authority will be affected due to the merger.

About 2400 employees would be affected by the transfer of Sheikh Zaid Medical Hospital, the National Research Institute of Fertility Control and the Malaria Control Centres.

Except for the Pakistan Institute of Medical Sciences and Polyclinic, all federal health facilities, including government hospitals, basic health units, community health centres, dispensaries, and the National Institute Of Rehabilitation Medicine, would be contracted out under the public private partnership model.

A similar formula would also apply to other ministries of devolved subjects.

PM Shebaz vows crackdown against corrupt elements in power distribution companies

Prime Minister Shehbaz Sharif has vowed to take strict action against corrupt elements within power distribution companies, emphasising the government's commitment to curbing electricity theft, reducing line losses, and improving the power distribution system.

During a review meeting on energy sector reforms at the Prime Minister's House, the premier directed federal and provincial authorities to adopt a comprehensive approach to tackle electricity theft.

The prime minister highlighted that new board chairman and members have recently been appointed to five power distribution companies through a transparent process.

He expressed confidence that these appointments would enhance the performance of the distribution companies (DISCOs).

PM Shehbaz also instructed the federal minister for power and the federal secretary for power to visit all provinces to monitor the performance of power distribution companies and engage with provincial governments.

He called for an increase in the number of police personnel and tehsildars as required by the DISCOs to aid in the fight against electricity theft.

Furthermore, the premier ordered the immediate convening of a steering committee meeting to discuss the transition of agricultural tube wells in Balochistan to solar power.

The meeting was informed that standard operating procedures (SOPs) and notifications for this initiative have been issued.

The prime minister also stressed the importance of making the public grievance redressal system in distribution companies more effective and result-oriented.

Terrorism resurges due to past mistakes, says PM Shehbaz

Prime Minister Shehbaz Sharif has stated that terrorism had been eradicated in Pakistan, but due to certain mistakes, it has resurfaced in recent years.

He made these remarks while addressing a National Youth Convention in Islamabad on Wednesday, where Chief of Army Staff (COAS) General Syed Asim Munir was also present.

"Our national hero, Arshad Nadeem, has proven that no matter how challenging the circumstances, if the nation decides to confront its difficulties, success will follow," Sharif said. He emphasised that the key to the country's progress lies in the hands of its youth and that the government is responsible for providing them with modern knowledge to spur development and prosperity.

Reflecting on the country's 77-year journey, Sharif acknowledged both failures and successes. "If Pakistan remains united politically and economically, it is because of the 1973 Constitution. We became the first Islamic nation to achieve nuclear power status. We sacrificed 70,000 lives in the war on terror to finally eliminate the scourge, but unfortunately, due to some errors in the past few years, terrorism has returned."

He pointed out that while Pakistan suffered a $150 billion economic loss and made significant sacrifices, the nations that urged Pakistan to fight terrorism provided only $20 billion in aid. "The world benefited from Pakistan's efforts to end terrorism, and our defence institutions played a crucial role," he added.

Sharif also highlighted the importance of agriculture, warning that failing to fully utilise this sector would be detrimental. He lamented that Pakistan International Airlines (PIA), once a national asset, now faces privatisation. "South Korea followed Pakistan's five-year development plan and achieved progress," he noted.

He praised the youth as the nation's asset, urging them to engage in small and medium enterprises (SMEs). "I have requested the governor to provide loans to the youth, with 40% allocated to SMEs, creating job opportunities."

Commenting on the loss of East Pakistan, Sharif remarked that it serves as a lesson. "The individual who led the movement against Pakistan and declared the two-nation theory dead is now facing the consequences in Bangladesh."

Sharif also addressed the issue of electricity, recognising it as a continuing challenge for the common man. He mentioned that the Punjab government recently provided relief to citizens for two months using its own resources, urging other provinces to contribute similarly. "We need solidarity," he stressed.

He concluded by calling on politicians and constitutional institutions to work together for the nation's service. "If I am serving Pakistan today, then I say without fear that the army chief and I are working as one, with a shared goal of advancing Pakistan."

In letter to Yunus, PM Shehbaz offers aid for flood-hit Bangladesh

Prime Minister Shehbaz Sharif has offered to Bangladesh amid recent catastrophic floods triggered by heavy rains, killing at least 15 people and millions more caught in the deluge.

“Pakistan is ready to help the people of Bangladesh in this difficult time,” he said in a letter to Bangladesh Chief Adviser Dr Muhammad Yunus on Friday.

Flash floods wrought havoc in the South Asian country on Friday as the country recovers from weeks of political upheaval, with the death toll rising to 15 and millions more caught in the deluge.

The nation of 170 million people, crisscrossed by hundreds of rivers, has seen frequent floods in recent decades.

Monsoon rains cause widespread destruction every year, but climate change is shifting weather patterns and increasing the number of extreme weather events.

PM Shehbaz expressed Pakistan’s solidarity with Bangladesh during the challenging time, saying that the country stood with those who lost loved ones, homes and livelihoods in the floods.

He lauded the people of Bangladesh for their “renowned bravery and courage, particularly in the face of adversity”.

The prime minister expressed confidence that Bangladesh’s leadership would guide the country through the challenging period.

He earlier said he was “deeply perturbed at the loss of life and devastation caused by the floods in Bangladesh”.

“I extend my deepest sympathies to the people of Bangladesh and the families of the victims,” he said, “Pakistan stands in solidarity with Bangladesh in this moment of tragedy”.

PM sets one-month deadline for govt offices to switch to paperless system

Prime Minister Shehbaz Sharif has assigned the Ministry of Information Technology and other relevant departments to make all federal government offices paperless by implementing an “e-office” system within a month in order to make official affairs speedy and transparent.

Directing to ensure paperless office work within a month, the prime minister warned that delay in the implementation of e-office in government offices would not be tolerated.

“There should be no file work without e-office in the government offices from next month,” the prime minister said adding that implementation of e-office to speed up transparency in the system was the top priority of the government.

He further directed that all the officers in the government offices should ensure file work through e-offices.

On the direction of the prime minister, the staff of the PM Office has already completed the e-office training.

Last week the prime minister also received the files through e-office system.

He said the e-office was an important step towards improving governance and promoting digitization in the country.

The prime minister also directed to present a report on the progress of launching e-office in next two weeks.

PM Shehbaz takes allies on board over ‘constitutional package’

Prime Minister Shehbaz Sharif on Saturday took all allied parties into confidence over the proposed constitutional package on the judiciary, which includes a bill to fix the tenure of the Chief Justice of Pakistan at three years. It is expected to be introduced in parliament today (Sunday).

A source, who attended the meeting, told Dawn it was decided that the constitutional package will be first presented in the federal cabinet meeting today (Sunday), and after its approval, it will be tabled in parliament. The source said the premier took all allies into confidence and urged lawmakers from the ruling alliance to ensure their presence in both houses of parliament — the Senate and National Assembly — today (Sunday).

Later, PM Shehbaz also held another meeting with his legal team to review a significant decision of the Supreme Court that ordered the Election Commission of Pakistan (ECP) to implement its July 12 judgement restoring 41 reserved seats of Pakistan Tehreek-i-Insaf.

Usually sessions of the Senate and NA do not take place on holidays, but both houses met on Saturday, and are likely to meet on Sunday too, apparently to get the constitutional package passed without any further delay. Most probably, the package will be first introduced in the Senate and then in the National Assembly.

The source said the SC judgement disturbed the government’s plan and, therefore, the constitutional package could not be laid in parliament on Saturday.

The dinner-meeting, convened by PM Shehbaz, was attended by leaders from all allied parties, except the PPP, as its chairman Bilawal Bhutto-Zardari was hosting a separate dinner for his party’s legislators simultaneously.

It has also been learnt that some of the lawmakers of the ruling allies were not in the country and as result the government delayed the tabling of the constitutional package in parliament by one day. PM’s son Hamza Shehbaz was also out of the country and he returned on Saturday night.

‘Required votes in hand’

Meanwhile, PM’s Adviser on Law Barrister Aqeel told reporters outside the Parliament House that the SC verdict regarding PTI’s reserved seats will not affect the tabling of the constitutional package, claiming that the government has the required number of votes in hand.

Senator Irfan Siddiqui of the PML-N said the government enjoyed two-thirds majority in both the Senate and National Assembly to get the constitutional package passed. He said one of the reasons that the package could not introduced in parliament on Saturday was that the government’s legal team was giving final touches to the package after consultations with the ruling allies.

In the National Assembly, PTI leaders said the government could not table the constitutional package unless it was approved by the federal cabinet.

Mr Siddiqui said first the package will be placed before the federal cabinet today (on Sunday) and then it will be laid in parliament.

The coalition government intends to table a constitutional amendment bill which aims to fix the tenure of CJP at three years and increase the number of Supreme Court judges from 17 to 23 to remove backlog of cases.

However, uncertainty persists regarding the retrospective application of the new legislation, specifically whether it will take effect from the appointment CJP Faez Isa or from the date of its passage by parliament and subsequent presidential assent.

For the passage of the constitutional package, the government requires the support of two-thirds majority — 224 votes out of a total of 336 members in the National Assembly. Presently, the ruling coalition has 212 seats and eyes on JUI-F’s eight seats and four others from the opposition to get the package passed. Although three mainstream opposition parties have warned their members that they could be de-seated from the NA or the Senate if they vote in favour of the package, social media is circulating names of certain PTI lawmakers who have allegedly pledged support to the ruling coalition.

Attracting US investment Pakistan’s top priority: PM Shehbaz

He was talking to a delegation of the US-Pakistan Business Council, on the sidelines of 79th Session of the United Nations General Assembly in New York.

The delegation comprised of President and other senior officials of the US-Pakistan Business Council and corporate leaders from the leading US enterprises.

The Prime Minister said attracting the US foreign investments in all sectors of Pakistan’s economy is the government’s priority.

He said the government is focused on further improving ease of doing business in Pakistan and in that regard accorded high priority to receiving suggestions from the corporate circles.

Introducing the Special Investment Facilitation Council (SIFC) to the participants, the Prime Minister said SIFC is aimed at bolstering investor confidence and expediting project implementation through customized solutions and demand-driven facilitation.

He underscored that SIFC is a high-level, one-window agency empowered to facilitate foreign investors in planning and implementing their ventures in four key areas: agriculture, IT, energy, and mining.

Shehbaz Sharif identified various areas in Pakistan’s economy, particularly agriculture, tech sector including fintech, pharmaceutical, oil and gas and mining, where the US companies could benefit from the Government’s policies and undertake projects for mutual benefit.

In her remarks, President US-Pakistan Business Council Esperanza Jelalian shared that Pakistan is a favoured destination of the US investments and holds considerable promise.

She said that a delegation of the Council, being planned this year, would explore further opportunities for investment in Pakistan.

The remarks were followed by an interactive discussion with representatives of the US enterprises, where the Prime Minister responded to various queries.

PM at UNGA urges immediate action on Gaza, Kashmir; calls for global climate justice

Prime Minister Shehbaz Sharif addressed the 79th session of the United Nations General Assembly (UNGA) on Friday, delivering a powerful speech that touched on a range of urgent global issues. His remarks focused on Israel's military actions in Gaza, the unresolved Kashmir dispute, the global climate crisis, and the international community’s failure to uphold justice and human rights.

Sharif began his address with a recitation from the Quran and expressed his pride in representing Pakistan for the second time at the General Assembly. He congratulated the newly elected president of the UNGA, Dennis Francis, and reaffirmed Pakistan’s steadfast commitment to the UN Charter.

“Our founding father, Quaid-e-Azam Muhammad Ali Jinnah, declared that Pakistan stands by the United Nations Charter, and we remain committed to peace and prosperity for the world,” Sharif said.

Call for immediate action on Gaza

Prime Minister Sharif condemned Israel's ongoing bombardment of Gaza, describing the situation as a "genocidal war" and a humanitarian catastrophe. He painted a vivid picture of the suffering of Palestinian civilians, particularly women and children, calling for an end to the violence.

“Our hearts bleed as we witness the tragedy unfolding in the Holy Land,” Sharif said. "This is not just a conflict; it is the systematic slaughter of innocent people and an assault on the very essence of human life and dignity.”

Sharif urged the international community to stop the bloodshed and work towards a durable peace through a two-state solution, calling for the establishment of a sovereign Palestinian state based on pre-1967 borders, with East Jerusalem (Al-Quds Al-Sharif) as its capital.

“Can we remain silent while children lie buried under the rubble of their homes? The blood of Gaza’s children stains the hands not just of the oppressors but also of those who are complicit in prolonging this cruel conflict,” he stated emphatically.

The prime minister demanded that Palestine be admitted as a full member of the United Nations, stressing the need for immediate action to protect the lives of Palestinians.

Kashmir conflict and Indian aggression

Sharif drew parallels between the plight of the Palestinian people and the decades-long struggle of the Kashmiri people for self-determination. He criticised India for its ongoing repression in the disputed region of Jammu and Kashmir, accusing it of ignoring United Nations Security Council (UNSC) resolutions that call for a plebiscite to allow Kashmiris to determine their own future.

“Like the people of Palestine, the people of Jammu and Kashmir have struggled for a century for their freedom and right to self-determination,” Sharif said.

He condemned India’s actions since 5 August 2019, when it revoked Kashmir’s special status, and accused New Delhi of attempting to impose a “final solution” by illegally altering the region’s demographic composition. Sharif described India’s use of nearly a million troops in the region as a "classic settler-colonial project," designed to turn the Muslim majority into a minority.

“Day in and day out, 900,000 Indian troops terrorise the people of occupied Jammu and Kashmir with draconian measures, prolonged curfews, extra-judicial killings, and abductions of thousands of young Kashmiris,” he noted, adding that such efforts to subjugate the people would fail.

Sharif issued a stern warning to India, stating that Pakistan would "respond decisively" to any aggression across the Line of Control (LoC), the de facto border dividing Kashmir.

“To secure durable peace, India must reverse the unilateral and illegal measures it has taken since August 2019 and enter into dialogue for the peaceful resolution of the Jammu and Kashmir dispute in accordance with UNSC resolutions and the wishes of the Kashmiri people,” Sharif said.

Climate change and Pakistan’s vulnerabilities

The prime minister then shifted his focus to the global climate crisis, drawing attention to the devastating floods that struck Pakistan in 2022, causing $30 billion in damages. He highlighted the disproportionate burden placed on countries like Pakistan, which contribute less than 1% of global carbon emissions but bear the brunt of climate-induced disasters.

“Each summer brings blistering temperatures and fresh climate impacts. Pakistan emits less than 1% of global carbon, yet we have paid a very heavy price for no fault of ours,” Sharif said. “This is most unfair in any calculus of global justice.”

Sharif called on the international community to uphold the principle of "polluter pays" and urged developed nations to fulfil their commitments to providing climate finance. He emphasised that a new annual target, beyond $100 billion, is essential to support developing countries in achieving climate goals and Sustainable Development Goals (SDGs).

“We look forward to the fulfilment of commitments made by our development partners,” he added, stressing the importance of ensuring justice and fairness in addressing climate change.

Global economic reforms

Sharif also pointed to the growing debt crisis facing nearly 100 developing countries, referring to it as a "death trap" rather than a "debt trap." He called for the reform of the international financial architecture, which he described as "morally bankrupt," and urged for global trade and technology systems to be restructured to promote equity and development.

“The current financial architecture is failing to address the needs of the most vulnerable. Achieving the SDGs remains a distant mirage for many developing nations,” he warned.

Pakistan's economic stability and fight against terrorism

Highlighting Pakistan’s economic recovery, Sharif said that his government had made difficult decisions to stabilise the economy, reduce fiscal deficits, and strengthen foreign reserves. He claimed that inflation had been reduced to single digits, reviving prospects for economic growth.

“We have taken tough but necessary measures that have rescued our economy from collapse. As a result, inflation is down, and economic growth prospects have revived,” he said.

Sharif also highlighted Pakistan's efforts in combatting terrorism, noting that the country had paid a heavy price, losing 80,000 people, including civilians and security forces, and incurring $150 billion in economic losses. He condemned the resurgence of terrorism by groups such as the Tehreek-e-Taliban Pakistan (TTP), Balochistan Liberation Army (BLA), and other extremist factions, vowing to eliminate the threat through Pakistan’s “Azm-e-Istehkam” (Resolve to Promote Stability) initiative.

“We are determined to eliminate this threat through our comprehensive national effort,” Sharif declared.

Regional cooperation and connectivity

Sharif praised the progress of the China-Pakistan Economic Corridor (CPEC), particularly the second phase of the project, which focuses on infrastructure, renewable energy, and technology investments. He highlighted the role of the Special Investment Facilitation Council (SIFC) in promoting regional connectivity and geo-economics, which he described as key to securing "win-win outcomes" for the region.

Sharif reiterated Pakistan's commitment to peace and stability in Afghanistan and called for international assistance to address the humanitarian crisis in the country. He also emphasised the need for the Afghan Interim Government to respect human rights, particularly those of women and girls, and take effective action against terrorist groups.

Islamophobia and global unity

Sharif expressed concern over the rise of Islamophobia, pointing to recent desecrations of the Quran, attacks on mosques, and the negative stereotyping of Muslims. He specifically criticised India's Hindu supremacist agenda, which he said was aimed at subjugating 200 million Muslims and erasing India’s Islamic heritage.

“Islamophobia is a global concern, and we must combat this scourge together,” Sharif urged, adding that Pakistan would work with the Organisation of Islamic Cooperation (OIC) and the UN Secretary-General to implement a plan of action against it.

A call for justice and peace

Concluding his address, Sharif called on the international community to uphold justice and equality, urging that "the weak are not voiceless" and that the promise of global equity and prosperity must be respected.

“Let us leave this hall with a message for our people—that the oppressed should not lose hope, that poverty is not pre-ordained, and that justice and equality must be ensured for all,” Sharif said.

In a final plea, Sharif called for peace, dialogue, and multilateral cooperation, stressing that the time for action on pressing global challenges was now. "Let us not fail the future of humanity."
