No, cooperating is in Pakistan and Afghanistan interests.
What Pakistan can do is get some kind waiver/assurance from the United States to support separatists/rebels in Kashmir similar to how we supported rebels in Crimea against Russia. If Pakistan support a resistance and not be put on the FATF black list then that would be a victory.
Good idea. Apply for a waiver/assurance for pushing jihadis on the FATF website. Apparently they also give away free white shrouds. Now coming back to reality. Why are you always looking for a big daddy to approve something. Just do it with no fear. What ever happens happens.
In the world there's always a superpower that controls the world order, you must not antagonize them to get your job done. It's the same reason why India stopped buying Iranian Oil to not upset Big Daddy AmericaPakistan needs to do the smart thing, lobby hard and get waivers from global powers to support separatists.

Pakistan won't bother even if they could.
Kashmir is not that important beyond the PR rhetoric. Now if there was oil underneath the land, or if the Kashmiris were really entrepreneurial at something, then its a different story.
