I know that this isn't breaking news - PCB's Chairmen/CEOs have always been political appointees and of course this has been done under the 'guise' of a constitution, a word which generally sends out signals of democracy etc. However, we all know the truth.

Given the recent ban on Sri Lanka for similar issues (interference in SLC affairs by the Gov), and the endless musical chairs at the helm caused by change of governments, do you think ICC would be within it's rights to ban the PCB?

In my view, a threat or even a token ban of a few months may knock some sense into Pakistan cricket and force them to change this whole system.

The constitution of PCB has had many amendments, but one thing that has stayed the same is that the chairman of PCB is elected by elections conducted amongst the Board of Governors of PCB and two of the BOG members can directly be selected by the PM of the country.

Interestingly, while there are 8-12 BOG members, the chairman always gets elected from the 2 BOG members that the Patron (PM) adds in.

Imran Khan as PM added Ehsan Mani as BOG member and he got elected to Chairman
Imran Khan as PM added Rameez Raja as BOG member and he got elected to Chairman
Anwar ul Haq as PM added Najem Sethi as BOG member and he got elected as Chairman
Anwar ul Haq as PM added Zaka Ashraf as BOG member and he got elected as Chairman
Anwar ul Haq as PM will be adding Mohsin Naqvi as BOG member and he will be most likely be elected as Chairman

Why was this issue not raised back in 2018 when Imran Khan did the same thing? The answer is obvious, because the favorite PM decided to interfere so no one had issue.

The same due process is being followed which is followed back than.

If there is something that should be discussed it is that the constitution of PCB when it comes to electing the Chairman, that needs to be changed. No PM (Whether PPP, PMLN or PTI), should be allowed to add BOG member's directly.

I think a big reason that the issue is being raised now is because it feels like absolute musical chairs at the moment. When Imran Khan appointed the chairmen, whether people liked them or not, they were stable in their position. But now, whoever comes to seat ends up resigning because there is a clear deep problem. And it's looking like a big joke at the moment. And very unprofessional. It's understandable for people to be more frustrated now. Yes politics have always interfered, but now it's like cricket is being toyed with.

I believe that there is a big misunderstanding about this whole issue. If you read the constitution of the PCB, you will note that the PCB Chairman is not nominated by the Prime Minister of Pakistan. The constitution of this organization was approved by the Supreme Court of Pakistan and it calls for the PCB Chairman to be selected from a group of 10 persons who constitute the Board of Governors (BoG). Four of these elected members are from the regions, four from the departments and two are nominated by the Patron-in-Chief of the PCB. Any one of these 10 persons can be elected as the Chairman of the PCB provided he has the requisite number of votes. This is enshrined in the constitution and the Prime Minister has no influence on this process. The constitution was written by two judges of the Supreme Court of Pakistan and I see nothing wrong with it. Furthermore, the constitution has been approved by the same authority as well.

What people need to understand is that the Patron-in-Chief has to have a minimal role in such an organisation so as to stop any malpractices. The ICC have accepted this constitution and it’s the best constitution we have had in a long time. Before this, one man could come and control everything. Now we have 10 members in the BoG which has such strong personalities like the CEOs of Habib Bank Limited, United Bank Limited, SSGC, WAPDA; none of them are pushovers and along with other regional heads, they are tasked in formulating the policy for the organisation. The Chairman of the PCB is simply tasked with execution of this policy.
 
They will never ban Pakistan because of the money they generate from the India-Pakistan matches. Just like they will ensure that Pakistan never gets to the stage where they have to play a World Cup qualifier event.

What ICC may do is just give them a public slap on the wrist and that too only verbally but that's about it.
 
If it means we stop losing then ICC should put us out of our misery and ban us till we find a proper spinner and all rounder.
 
I think all Asian Test nations have this issue. Political interference.

So, banning PCB would be unfair, unless they ban BCCI, SLCB, BCB, and ACB also.
 
This is the case with all of our sports and it is one of the reasons why our sports are suffering.
 
ICC should ban all Asian boards for political interference, starting with BCCI. But then who will pull in the money? Sad that cricket is such a third world sport, hence these uncivilized, corrupt subcontinental countries have so much influence. Anything South Asia touches goes to waste, I have more hope in Africa than this part of the world.

the last govt was also elected. Not i cant explain to you how parliamentary system works around the world.

Thing is, this issue was always there but people kept a blind eye to it as they were happy until someone else became chairman

The BOG members are not really CEOS. THE BOG members are pushovers that they want to protect themselves if they dont follow the simple order.

Thing is, you can stayed in PCB as BOG member for more years, while as Chairman you have limited time.

“According to the constitution, the election commissioner is empowered and responsible for holding the elections at the due time. The constitution says that normally whenever a BoG is dissolved, elections are supposed to be held within four months and the elections commissioner authorised to perform duties of the chairman for the interim period. This setup will remain till 3 February and then hand over power to the elected officials.

“Election of the PCB Chairman depends on the constituitio0n of the Board of Governors; if we are able to do it tomorrow, we can hold elections within one week. 8 February [the day of General Elections] is not a benchmark for us.”

The same policy was there in the past, and its again being implemented. But its sad that certain fans want Pakistan cricket to be ban cause there favourites are not at the realm of things.
 
Caretaker Prime Minister Anwaar-ul-Haq Kakar on Monday put the Pakistan Cricket Board (PCB) under direct control of the Cabinet Division, stripping it away from Ministry for Inter-Provincial Coordination’s (IPC) oversight.

This move, which comes amid reports of restructuring and reform within the cricket board, means that the PCB chairperson will be directly responsible to the prime minister.

A summary in this regard was earlier moved for approval of the competent authority.

According to the PCB Constitution 2014, the IPC ministry is the only link between the patron of the Board – the prime minister – and the PCB. Any direct link or communication is billed as an unconstitutional act.

It is pertinent to mention that the secretary of the IPC ministry has been included on the PCB Board of Governors to make sure that the Ministry stays updated on the PCB developments.

The approval of the summary is likely to reduce the PCB board’s total strength to nine instead of ten or any official from the PM office would become part of the Board.

However, it is not yet clear if it would be answerable to the National Assembly/Senate or Standing Committees when it comes to seeking information on the working of the PCB.

It's like the England football team coming under the direct purview of Westminster because they haven't won any World cups in 50+ years!

It shows how thick people are, for all the problems the country faces, cricket is among the PMO's priorities. Every passing year the bar for common sense and intelligence keeps getting lower.
 
Great decision

Zaka Ashraf and Najem Sethi came into power through the ministry and the Prime minister was helpless. They created a tussle on purpose so that Zaka can delay himself staying as chairman and not conducting the PCB elections.
 
The main role of the IPC ministry was to play a role of bridge between PCB and federal government and coordinate during the various standing committees and also furnish reply on behalf of PCB to parliament and its committees.

The IPC secretary was made a member of PCB’s Board of Governors but sources told Dawn that the Cabinet Division secretary will now be made a member of the BoG.


This means that the BOG member addition from outside is still going to be a problem
 
Mohsin Naqvi is a standing government minister and he is going to be attending an ICC meeting in Dubai now. Isn't it another form of political interference? Why not Naqvi leave PCB?
 
Bear in mind that Naqvi is standing up for the senate elections as well in a few days. I'm just wondering how the hell he is going to manage so many ministries and positions and do justice to them?
