Should the PCB demand that opponents pay a significant portion of the costs of neutral venues?

The PCB via the Zimbabwe series, PSL final, World 11 series, Sri Lanka T-20 proved that if top notch security is provided International Cricket is possible. The Pakistani nation proved their hospitality to the foreign players during the PSL and the World Eleven series.

The ICC demanded that the PCB first prove that it can host international cricket in Pakistan successfully without any hiccups before demanding the ICC lift their security concerns in Pakistan. The PCB has done this with flying colours. The PCB has worked very hard lobbying in the ICC, making arrangements in Pakistan, hiring international security firms.

Playing on neutral venues has literally hit the PCB coffers very hard in the last 10 years and it is clear that Pakistan Cricket, Domestic Cricket wickets, Stadiums, quality of coaching and players have all been hit very badly due to the paucity of funds whereas the Indians are very spoiling enjoying the dividends of the BCCI and IPL riches which has now enabled a vast majority of Indian players in both the national and domestic team to have an NBA basketball player lifestyle where they don't even have to worry about getting a job while playing professional cricket and have all the resources, support systems needed to be at the top of their game.

I believe the PCB should now stand up for themselves and be more aggressive. Obviously the first priority should be to have any series in Pakistan. But if the opponent board refuses to tour Pakistan and insists on a Neutral venue then they need to demand that the opponent board pays a significant portion of the costs associated with playing cricket on the neutral venue.

Can the PCB do this? Should the PCB do this? The PCB need to keep on lobbying within the ICC to stop this nonsense and exploitation of Pakistan Cricket.
 
I'm torn about this. I want our board to stand up and demand our rights, but the reality is we're not in a position to make any demands. YET. The BCCI would just use that as a justification to continue their attempts to isolate us. Think Sethi is doing the right thing based on the cards he has on the table.
 
Kinda like asking your house guests to pay rent and food money.

If your house is safe but your guests still demand you host them at a neutral venue then they should pay for the costs of the neutral venue or come to your house or no visit. Maybe this approach may not work with the BCCI, ECB, CA but the likes of South Africa, NZ CB, WI, Zimbabwe, BCB e.t.c are not that well off and they do not have a lot of options as far as playing against numerous teams are concerned. Plus the PCB should demand this with the ICC

The PCB is not that weak or non influential as we think it is. We are still putting pressure on the ICC to address their grievances with the BCCI. We put pressure on the ICC to get the World 11 to tour Pakistan. We put pressure on the ICC to take action against Darrel Hair in 2006. We have the second largest Cricket loving population after India so we need to make it count.
 
This is too mild, why not threaten the opponent teams to play in Pakistan or get them banned from ICC by putting pressure.
 
I think its a matter of 2 to 3 years now. Once whole PSL happen in Pakistan. PCB will be more aggressive about this

What will u do if teams stop touring UAE.

Lol.Then the tours that are happening in the UAE will also not happen.

In that case Pakistan can put pressure on those countries via ICC, if that fails they can go for dispute resolution or arbitration for multi-million dollar compensation as being done currently against India. So, Pakistan has decent number of options in such case.
 
We need to host a test match. That will change the game entirely. A test match and two ODI's..thats over two weeks of cricket or three weeks..thats the next step. We need to prove we can hold a mini tour..

And no side made any agreement to pay Pakistan money to tour the UAE.
 
As if teams are jumping over hoops to play Pakistan.

No one will play Pakistan if it means paying money to Pakistan as a visiting team.

But pakistan has so many cards to play as stated by OP. Court of Dubai would compelled ICC to pay for the losses to PCB
 
Well the teams will then refuse to play in UAE. But then PCB will go to Dubai courts and courts will force icc to force teams to play in Pakistan.

As the OP says PCB can demand whatever it wants and others must comply.

Outside mate go outside.. lots of time outside will help you think clearly. If Pak insists that visiting team pay them for the privilege of playing them, every team will protest and refuse to play them in UAE. But PCB will have breathing space as none of the teams will right away refuse to tour. before that inevitable step is taken all teams will spend some months laughing their a** off..

Seriously, if PCB was a professional setup and maintained the right relationship with all Asian boards they would be able to form a cartel and force other boards to act in kind. Here we have PCB which treats BCB like BCCI treats PCB (BCCI is from an enemy country where as BCB is supposed to be from a fairly friendly country) and has deteriorating relationship with Afghan board (another rising star). They have very less leverage to make anything happen. PCB does not have will, means, finances and right administrators to make anything happen in their own country. If they get their act together and be nice to BCB and Afghan board, i am sure both of them will tour Pakistan in next couple of year. And it won't be just one off T20Is but full tour.
 
Those teams might then choose to play Afghanistan instead which is in upward spiral in terms of quality
 
Time for the PCB to seriously think along these lines
