The person that should have had the authority to decide on the fate of this article should have been an elected representative of Kashmir - the Chief Minister & legislature however India carried out a coup and imposed President's rule on Kashmir. So the President of India who is not a representative of Jammu and Kashmir ended up making this decision on behalf of them.
