Other than 2020 due to Covid restrictions on the number of pilgrims performing Hajj, only approx. 2.5 million Muslims perform the Hajj annually annually.

The number of Muslims in the world are more than 1.8 billion. It will take 720 years for each Muslim in the world today to be able to perform the Hajj. Nobody is going to live that long and the problem is that the population keeps on growing every year. Moreover, there are many who perform Hajj multiple times, thereby taking the place of those who have never done so.

In fact, Saudi Arabia does not have the facilities to even accommodate the increase in population just from Pakistan of almost 4.4 million annually.
 
That's been the case throughout history. Also Hajj is waived for people that either don't have the financial means or the health to go on the pilgrimage.

It is only mandatory if you are financially and physically capable.

I personally would love to do it as it is a great experience.

The point is that only about 0.14% of Muslims can actually perform Hajj every year (one seventh of one per cent). Believe me, many more are financially and physically able to go but they cannot get a spot and they never will. In other words, even the ones on who it is mandatory for cannot go.

I don’t know if that’s true atleast in Pakistan.

Yeah, samething in America. Every one I know was able to go but it ever happens that despite trying every single year you're unable to make it, I'm sure Allah will forgive it. It's all about the intentions (niyah).
 
Ultimately Mecca and the mosque has a carrying capacity, and I'm sure humanity has long since surpassed it.

Nothing to do with 2020 or the pandemic.

The ruling is simple; if you actually want to do something and have the resources, but due to circumstances that you do not control, you are unable to carry out the task, and in your heart, there is great sadness that you are unable to accomplish that, Allah subhana ho wa taala will InshAllah forgive you and even give you the reward for this.

For reference check the incident of "the seven weepers" from Ghazwa-e-Tabuk.

However, if you do not apply, or are kind of feeling happy that now you do not have to do this, you cannot use this as an excuse as Allah subhana ho wa taala knows what goes inside the hearts of the people. Try as you might, but you cannot be more clever in any capacity than the Almighty.

Baaqi Allah subhana ho wa taala knows best.
 
You need to have intention to perform hajj and strive for it, Allah swt will give you the reward for Hajj. Deeds are judged by intention , not the end result.
