As lawmakers in parliament’s second joint sitting on Monday sounded alarm over surge in terrorist activities by the outlawed Tehreek-i-Taliban Pakistan (TTP), PPP Senator Raza Rabbani demanded that the military leadership provide an in-camera briefing on failed peace talks with militants.

In a joint sitting chaired by National Assembly Speaker Raja Pervez Ashraf, the lawmakers rued the decision to enter into dialogue with militants and demanded that the military leadership be invited to the house for an in-camera briefing on the matter in light of resurging militancy in Khyber Pakhtunkhwa.

They deplored that the emerging security situation was threatening to devour businesses and trade communities in the province as commoners lived under the reign of terror, bereft of protection.

Minister for Poverty Alleviation and Social Safety Shazia Marri also endorsed the PPP senator’s suggestion to convene an in-camera sitting to thoroughly discuss the facts behind the gory incidents and stressed the need to focus on law and order in the country as durable peace could help address all other problems, including the economic crisis.

She recalled that parliament has always come forth to play a key role whenever incidents of terrorism such as the Peshawar Police Lines mosque blast and the Army Public School attack shook the nation.

Seven TTP men killed in North Waziristan clash

Seven militants of the outlawed Tehreek-i-Taliban Pak**istan (TTP) were killed when cops repulsed an attack on a police van carrying three detained militants to Bannu from North Waziristan, the Cou*n*t*er*terrorism Department (CTD) said on Tuesday.

The three detained militants were also among those killed in the Monday night clash, the CTD said.

The CTD said its officials were shifting the three militants from Mira*m*shah to Bannu when they were ambushed on the Mir Ali Bypass Road, possibly by the militants’ accomplices to free them from custody.

The police officials reta*l*i*a*ted, killing four assailants, while five militants managed to escape under cover of dar*k*ness. The CTD said the detainees inside the van had been killed due to the assailants’ fire. The excha*nge of fire severely damaged some police vehicles.

Six militants killed in the attack were identified as Mehruddin, Abadur Rehman, Arshaad Ullah, Noor Qabil, Ashraf Ullah and Rifat Ullah. The identity of one attacker could not be immediately ascertained.

The militants, which according to the CTD were affiliated with the TTP, had been involved in several targeted killings, including that of constable Iftikhar. They were also involved in many hand grenade attacks on security forces and police, including the one on the Cantonment police station, the CTD said.

The Afghan Taliban appear unlikely to shift their strategic calculus on providing support to the Tehreek-e-Taliban Pakistan (TTP), an analysis by the United States Institute for Peace (USIP) stated on Thursday.

It furthered that much of the TTP’s political leadership and capability was based in Afghanistan and the outlawed faction was able to fundraise through extortion inside Pakistan as well as in Afghanistan.

It reiterated that the Afghan Taliban remain “very supportive” of the TTP and are providing the group with a permissive safe haven.

“The TTP also has a lot of popular support in Afghanistan, where both Taliban and non-Taliban constituencies get behind the TTP due to a fervent dislike for Pakistan. Some Taliban fighters are also joining the TTP, and there are reports of some recent bombers being Afghan”.

TTP COMMANDER KILLED IN GUNFIGHT WITH CTD

The Counter Terrorism Department (CTD) Punjab claimed to have repulsed an attack by militants on law enforcers in Kala Bagh Town of Mianwali district, killing a commander of the proscribed Tehreek-i-Taliban Pakistan (TTP), ARY News reported.

According to a CTD statement, the militants belonging to the TTP attacked law enforcers in Kala Bagh Town of Mianwali district. It said militants opened indiscriminate fire on security personnel, prompting law enforcers to retaliate.

During the exchange of fire – which lasted for almost 20 minutes, a TTP commander – identified as Habib-ur-Rehman – was killed. However, other terrorists managed to flee from the spot.

The CTD team has recovered a Kalashnikov, suicide jacket and TTP stickers from the possession of killed terrorist. A case against the attack has been registered CTD police station Sargodha while the law enforcers have launched an operation to find the remaining suspects.

Earlier on Feb 14, the Counter-Terrorism Department (CTD) on Tuesday foiled terrorist attack and claimed to kill seven of them in crossfire in North Waziristan.

PAKISTAN ESTABLISHES FIRST COUNTER-EXTREMISM UNIT

Pakistan has established its first counter-extremism unit after commencing the reorganisation of the counter-terrorism unit in Islamabad, ARY News reported on Tuesday.

On the directives of Interior Minister Rana Sanaullah, the police department commenced the reorganisation of its counter-terrorism unit. A counter-extremism unit was established in Islamabad – one of a kind in Pakistan.

The specialised unit will keep an eye on digital content of political, sectarian, ethnic and religious extremism on websites. The Islamabad police’s spokesperson said in a statement on Twitter that the new unit will independently work from the operations and intelligence.

A Superintendent Police (SP) level officer will be appointed as the counter-extremism unit’s chief under the supervision of the Senior Superintendent Police (SSP) Counter-Terrorism Department (CTD).

It added that Islamabad police teams will visit educational institutions and seminaries while adopting counter-extremism steps. Moreover, the teams will monitor sermons at the mosques and the services of linguists will be acquired for the new unit. The spokesperson said that the department will compile recommendations for the relevant legislation. The young generation will be nurtured in accordance with the national narrative.

LAKKI MARWAT: CTD, POLICE KILL SIX ‘TERRORISTS’ IN JOINT OPERATION

Counter Terrorism Department (CTD) and police killed six ‘terrorists’ in a joint operation in the Lakki Marwat district of Khyber Pakhtunkhwa province.

According to details, the CTD and police in a joint operation in Lakki Marwat’s Daddiwala area met an encounter with the terrorists. The terrorists were planning to carry out an attack at police station Abbasa, the police said.

The killed terrorists were identified as Ziaullah, Safatullah aka “Drone”, Mohibullah and Kalimullah aka “Faqeero”.

The terrorists were also involved in attacks on the police and security forces.

Earlier on February 13, the Khyber Pakhtunkhwa (KP) police foiled a terrorist attack in Lakki Marwat district.

The Khyber Pakhtunkhwa (KP) police official stated that the police took action on suspicious activities in the vicinity of the Bakhmal police station where terrorists opened fire at the police team and fled from the scene.

The police confirmed the presence of terrorists through thermal cameras and later a gunfight took place with them.

According to the police, no casualty was reported in the exchange of fire.

The Afghan Taliban have expressed their willingness to disarm the banned Tehreek-e-Taliban Pakistan (TTP) and relocate its members from the Pak-Afghan border but with a condition that Islamabad will bear the cost of the proposed plan.

This was revealed at the meeting of the Central Apex Committee, which met on Friday to discuss the recent surge in terrorist attacks in the country and other security matters.

The meeting was presided over by Prime Minister Shehbaz Sharif and attended by chief ministers of the four provinces and Gilgit-Baltistan, the AJK PM, senior cabinet ministers, the army chief, DG ISI and other relevant officials.

Sources familiar with the meeting told The Express Tribune that the issue of banned TTP and its sanctuaries across the border was one of the main issues on the agenda.

A high-powered delegation led by Defence Minister Khawaja Asif visited Kabul this week to share "irrefutable evidence" with the Afghan Taliban about the presence of TTP in the neighbouring country.

The sources said the apex committee was informed that the Afghan interim government proposed a plan to control the banned outfit. The proposal envisages disarming the TTP fighters and their relocation from the Pak-Afghan border areas. However, the Afghan government asked Pakistan to fund the proposal and bear the cost of rehabilitation of the TTP.

The meeting was informed that the Afghan Taliban made a similar proposal to China to address its concerns on the East Turkestan Islamic Movement (ETIM).

However, Pakistan has yet to respond to the Afghan Taliban’s idea as there is skepticism that it might not work.

Nevertheless, it was for the first time that the Afghan Taliban came up with the idea to disarm the TTP.

Earlier, the interim Afghan government encouraged Pakistan to negotiate a peace deal with the TTP, something that backfired.

Security situation not as bad as before 2008, 2013 polls: report

the data released by the Pakistan Institute for Conflict and Security Studies (PICSS) showed that the current situation is not much different from 2018 when the last general elections were held.

Moreover, it said, security forces are also better trained and equipped than they were in 2008 and 2013.

“In 2008, the elections were held on February 18. The security situation was very bleak at that time as former Prime Minister Benazir Bhutto was killed just two months before the elections on Dec 27, 2007, in Rawalpindi. In Oct 2007, more than 180 people were killed in Karachi when a blast took place in a PPP rally held to welcome Ms Bhutto. The year 2007 also witnessed the Red Mosque operation in July. The TTP was also formed just two months before the general elections (Dec*ember 2007),” the report stated.

“During 2022, Pakistan faced 380 militant attacks in which 539 people were killed and 836 injured. That means there was a 72 per cent reduction in deaths and a 70pc decline in the number of injured in 2022 compared with 2007. The number of deaths in January 2008 (preceding month of general elections) alone was more than the whole year of 2022,” it stated.

“There is no doubt that terrorist attacks increased by around 32pc during 2022 compared with 2021. However, the situation is much better than in 2008 and 2013.

Militant attacks surged in February, says report

Militant attacks witnessed a surge in the month of February this year, but the resultant deaths were down as compared to January.

An attack by the outlawed Tehreek-i-Taliban Pakistan (TTP) on Karachi Police Headquarters was the most high-profile attack in the month of February.

According to the statistics released by Pakistan Institute for Conflict and Security Studies (PICSS), militants carried out 58 attacks during the past month in which 62 people were killed, including 27 civilians, 18 security forces personnel and 17 militants while 134 people were injured, including 54 civilians and 80 security forces personnel.

The database showed that for the first time after June 2015, the country faced 58 attacks in a single month. The upward trajectory of anti-state violence continued in February as 32 per cent more insurgents’ attacks were recorded compared with January 2023. However, the number of deaths declined by 56 per cent compared with January.

In January, most deaths occurred due to the Peshawar Police Line suicide attack.

Pakistan and the Afghan Taliban are discussing a resettlement plan for the banned Tehreek-e-Taliban Pakistan (TTP) in a renewed push to address the issue of cross-border terrorist attacks that have threatened to unravel their bilateral relationship.

Sources familiar with the development told The Express Tribune that the idea of resettlement came from the Afghan Taliban during the recent visit of a high-powered Pakistani delegation led by Defence Minister Khawaja Asif. The Director General Inter-Services Intelligence (ISI), Lt General Nadeem Anjum was also part of the daylong trip.

The purpose of the visit was to convey to the Afghan Taliban a clear message that Pakistan would no longer seek talks with the TTP

Security forces killed another three terrorists on Thursday, taking the tally to nine during an operation launched in North Waziristan on Wednesday.

On Wednesday, an Intelligence Based Operation (IBO) was conducted by security forces in general area Datta Khel, North Waziristan District, and six terrorists were killed.

The operation was followed by sanitisation of the area by security forces on Thursday during which three more terrorists were killed after an intense exchange of fire.

Weapons and ammunition were also recovered from the terrorists. Locals of the area appreciated the security forces’ response and expressed their full support to eliminate the menace of terrorism from the area.

'Mastermind' behind Karachi Police Office terror attack killed
CTD kills two terrorists, arrests two others in KPO terror attack case during encounter

The mastermind behind the February 17 terror attack on the Karachi Police Office (KPO) and an accomplice of his were killed in an encounter with the Counter-Terrorism Department (CTD), Geo News reported Monday.

The CTD acted on a tip-off near the Northern Bypass in Manghopir. in which the mastermind of the Karachi Police Office attack, Iriadullah, was killed.

CTD officials said that in an exchange of fire, two terrorists, including Iriadullah, the mastermind of the KPO attack, and his accomplice, were killed, while two others were arrested.

According to the CTD, Iriadullah was a commander of the banned Tehreek-e-Taliban Pakistan (TTP) Karachi, while the second terrorist killed was identified as Abdul Waheed.

Last month, three terrorists with suicide jackets entered the building of the KPO. In the hours-long operation that followed, police commandos and paramilitary soldiers cleared the building.

All the three terrorists were killed in the operation and four persons, including two policemen and a Sindh Rangers sub-inspector, embraced martyrdom in the nerve-racking operation that lasted for more than four hours.

At least 17 other people, including police and Rangers personnel, were also injured in the terror attack, which occurred after a deadly suicide attack at a Peshawar Civil Lines mosque that left at least 85 dead.

Security forces on Monday killed a terrorist after an attack on census team in Khyber-Pakhtunkhwa’s Tank district which resulted in the martyrdom of a policeman, the military said in a statement.

"On 13 March 2023, terrorists opened fire on a police party employed on census security duty in general area Raghzai, Tank District. Resultantly, one policeman, having fought gallantly, embraced shahadat," the Inter-Services Public Relations (ISPR) said.

On receipt of the information, it said, the security forces immediately cordoned off the area, blocking all possible escape routes. "Fleeing terrorists were intercepted in general area Gara Guldad, Tehsil Kulachi, Dera Ismail Khan District. After an intense exchange of fire, terrorist commander Abdul Rasheed alias Rasheedi, was killed," it added.

Three terrorists killed in Awaran operation
A large cache of arms and ammunition also recovered from the terrorists, says ISPR

Security forces have killed three terrorists in Balochistan's Awaran district during an intelligence-based operation (IBO), the military said in a statement on Saturday.

According to Inter-Services Public Relations (ISPR), the operation was initiated from March 15 to intercept a terrorist group operating in general area of South Awaran.

It said that the terrorists were linked with firing and improvised explosive devices incidents along Turbat-Awaran Road and surrounding areas.

"Based on credible information, multiple ambushes had been laid along different routes in the area frequented by the terrorists for last three days," it added.

It said that a party of three terrorists was intercepted while moving towards their hideout. On being blocked, they opened fire on the security forces, it added.

During ensuing heavy exchange of fire, the military's media wing said, all three terrorists were killed, while a cache of arms and ammunition has been recovered.

PTI leader among seven dead in Haripur rocket attack
Atif Munsif was traveling with several of his guards when they were targeted, say police

At least seven people, including the Tehsil Nazim and PTI leader, Atif Munsif Khan Jadoon, were killed in a rocket attack and firing on a vehicle in Haveliyan, a town in Khyber-Pakhtunkhwa's Haripur district on Monday.

The unidentified assailants targeted the vehicle with a rocket and opened fire as a result of which seven people were killed, officials said.

According to the police, unidentified persons ambushed the vehicle in the Langra area, a point between Haripur and Abbottabad when Atif Munsif was returning to his home.

The PTI’s leader car also caught fire in the attack and seven people including his security guards were killed after armed men opened fire.

The attack also spread fear in the area. Upon receiving the information, the police reached the spot and shifted the bodies to the hospital.

Pakistan Suffers Record Terror-Related Deaths, Afghanistan Registers 58% Drop

The number of fatalities in Pakistan represented the largest year-on-year increase in the last decade, with 55% of all terror-related victims being military personnel. The South Asian nation moved up four places to sixth on the index due to the sharp increase in fatalities, according to the GTI.

The Baluchistan Liberation Army (BLA) was responsible for 36% or a third of terror-related deaths in Pakistan, a ninefold increase from the year prior, making it “the fastest-growing terrorist group in the world.” The GTI noted that the BLA had overtaken the Tehrik-i-Taliban Pakistan (TTP), also called the Pakistani Taliban, as the deadliest terrorist group in the country.

LAKKI MARWAT: FOUR COPS INCLUDING DSP MARTYRED IN TERROR ATTACK

At least four policemen, including a Deputy Superintendent of Police (DSP), were martyred and six others were wounded when terrorists attacked Lakki Marwat’s Saddar police station, ARY News reported.

As per details, terrorists along with heavy weapons attacked Saddar police station injuring five cops. In retaliatory fire, the attackers fled the scene by taking advantage of darkness.

Getting information about the attack, DSP Iqbal Momand left for the crime scene but his armored vehicle was also targeted with explosives.

As a result, DSP Iqbal Momand along with three cops namely Waqar, Ali Marjan and Karamullah were martyred. Police and rescue teams have shifted the bodies of martyred and injured police officials to the hospital.

Earlier in the month of February, the Khyber Pakhtunkhwa (KP) police foiled a terrorist attack in Lakki Marwat district.

US arms left behind in Afghanistan fall into TTP hands

Mili*tants who carry out attacks inside Pakistan have obtained US weapons left behind in Afgha*nistan, a US-backed broad*casting service claimed in its latest report on the situation.

Observers say the influx of US weapons has boosted the military capabilities of the banned Tehreek-i-Taliban Pakistan (TTP) and Baloch separatist groups, according to the report released by Radio Free Europe/Radio Liberty.

This influx of weapons has caused “a surge in violence (in Pakistan) over the past two years,” it added.

When the United States pulled out its forces from Afghanistan in 2021, it left behind around $7 billion worth of military equipment and weapons, including firearms, communications gear, and even armoured vehicles.

Four soldiers were martyred on Saturday in a terrorist attack along the Pak-Iran border in the Jalgai sector of Balochistan’s Kech district, according to the military’s media wing.

A press release from the Inter-Services Public Relations (ISPR) said: “On April 1, 2023, a group of terrorists operating from Iranian side attacked a routine border patrol of Pakistani security forces operating along Pakistan-Iran Border in Jalgai Sector, District Kech.

“In the attack, unfortunately, four soldiers, including Naik Shair Ahmed, Lance Naik Muhammad Asghar, Sepoy Muhammad Irfan and Sepoy Abdur Rasheed, were critically injured and later embraced martyrdom.”

The ISPR said that “necessary contact” with the Iranian side was being made for “effective action against terrorists” on their territory and to prevent such incidents in the future.

127 KP cops martyred in three months
116 martyred in January, two died in February and nine lost their lives in March

As many as 127 policemen were martyred in Khyber Pakhtunkhwa in various attacks in the first three months of the current year.

According to an official, 116 of them were martyred in January, two died in February and nine lost lives in March. At least four deputy superintendents of police (DSPs) and some junior officers were among those martyred in attacks during the first quarter of 2023.

As many as 36 policemen fell victim to various attacks in the entire 2017, 30 in 2018, 38 in 2019, 28 in 2020 and 59 in 2021. The number of casualties by policemen increased to over 120 in the year 2022. The death toll in the first quarter of the current year has already surpassed the number of martyrs in 2022.

The latest major attack during the current year was in Lakki Marwat where DSP Iqbal Momand and three other policemen lost lives when an armoured personnel carrier was hit with a roadside improvised explosive device.

They were on their way for reinforcement to the Saddar Police Station which was under attack with heavy weapons. In Peshawar, the Sheikhan police post in Badaber was attacked with a hand grenade the other night. However, no casualty was reported.

The offensive comes a week after a Pakistani Taliban bomb attack on a police car in the same region, which left four people dead, and is part of a surge in operations against the group following a January suicide attack on a mosque in Peshawar, which killed 84 people.

Over the past decade, the Pakistani Taliban have killed some 80,000 people. While they have had to flee in recent years from their main strongholds in the regions bordering Afghanistan in the face of the advancing military, with the arrival of their Afghan counterparts in power they are trying to regroup again.

The TTP group, which differs from the Afghan Taliban in organizational matters but follows the same rigorist interpretation of Sunni Islam, brings together more than a dozen Islamist militant groups operating in Pakistan.

At least four people — including two police personnel — were killed and 15 others sustained injuries in a blast near a police vehicle parked next to Qandhari Bazar on Shahrah-i-Iqbal, Quetta on Monday.

According to SSP Operations Captain (retd) Zohaib Mohsin, the target of the blast was a police vehicle.

“The explosives were planted in a motorcycle,” he said, adding that the injured also included women and children.

SSP Mohsin said the injured were immediately transferred to Civil Hospital Quetta for medical treatment.

Defence Minister Khawaja Asif has said that Pakistan shared good relations with the interim government in Afghanistan, but at the same time expressed concern that the “TTP [Tehreek-i-Taliban Pakistan] is using Afghan soil even today for attacks in our country, especially Khyber Pakhtunkhwa”.

Prime Minister Shehbaz Sharif said on Thursday that the military leadership would answer all the questions regarding the current security situation, launching of a fresh military operation and the resettlement of banned Tehreek-e-Taliban Pakistan (TTP) in Pakistan by the previous civil and military rulers in an in-camera session on national security issues at National Assembly on April 14.

The prime minister’s assurance to the National Assembly came as an endorsement of Defence Minister Khawaja Asif’s statement in the assembly that the military leadership would not only take the lawmakers in confidence but address all their concerns on the security situation, military operation and TTP members’ resettlement, among other things.

The defence minister said that the military leadership was fully cognisant of the fact that the TTP fighters have come from Afghanistan to Pakistan, revealing on the floor of the house that the TTP officials are still coming in the country. The statements have come in line with NA Speaker’s decision to call NSC’s in-camera briefing on Friday at National Assembly at 2:30pm.

The premier’s and defence minister’s assurances to the lawmakers that all their concerns would be heard in an in-camera session came after MNAs belonging to North Waziristan and erstwhile FATA, including Ali Wazir and Mohsin Dawar, raised objections on the decision of conducting a military operation by the National Security Council on April 7, saying they would resist the operation.
 
Chief of Army Staff Gen Syed Asim Munir acknowledged on Friday that a strategy to engage with terrorists had allowed them to regroup in the tribal areas, before the country’s political and military leadership agreed to revisit the anti-terrorism strategy, during an in-camera briefing to members of the National Assembly.

Gen Munir was apparently referring to the policy devised and followed by the military and political leadership under the PTI regime, following the Taliban takeover of Afghanistan in August 2021.

To date, former prime minister and PTI chief Imran Khan has defended his policy and still supports the idea of resettling militants returning from Afghanistan.

In a clear shift from the policy of the previous regime, Friday’s in-camera sitting was told that a three-pronged plan — deter, dialogue and development — to root out terrorism was already underway, after lawmakers expressed serious concerns over the resurgence of terrorist groups.

The agreement came after the military leadership discussed recent acts of terrorism across the country and shared details of efforts being made by security forces aimed at eliminating terrorism, maintaining internal security and defending Pakistan from external threats.

The two-hour in-camera briefing contained updates about the country’s current security issues and the army’s anti-terror operations in Balochistan, Khyber Pakhtunkhwa, Punjab, Gilgit-Baltistan and other parts of the country.

During the briefing, Gen Munir also apprised parliamentarians about plans of the banned Tehreek-i-Taliban Pakistan (TTP) and security forces’ endeavours to counter them.

The director general of Inter-Services Intelligence, Lt Gen Nadeem Anjum in his briefing apprised lawmakers about the connivance of hostile intelligence agencies with terrorist groups.

The briefing was followed by a one-and-a-half-hour long Q&A session.

Sources said the army chief stressed the need for revisiting the anti-terrorism action plan and suggested a multi-dimensional or ‘3-D’ strategy.

After the Army Public School attack on Dec 16, 2014, a national consensus was evolved leading to a 20-point National Action Plan (NAP) for countering terrorism and extremism which was approved by parliament. NAP spelled out the specifics for the counterterrorism drive in the country.

A lawmaker told Dawn the army chief dispelled the impression of waging a full-scale anti-terror operation in the tribal areas and suggested the ‘deter, dialogue and development’ plan to neutralise the terrorists.

According to the army chief, the ‘3-D’ plan is not a novel idea because it is consistent with state policy. He suggested including all stakeholders in this strategy such as security forces, legal fraternity, civil society, politicians, social workers, bureaucracy, diplomats and media.

Gen Munir claimed that security forces had cleared all ‘no-go areas’ in Pakistan and 80,000 personnel had made sacrifices for this cause.

He further said that the terrorists were left with no option than to accept the writ of state.

Gen Munir also urged politicians to leave aside their differences. According to a lawmaker, the army said that instead of working for ‘new or old Pakistan’, politicians should unite for “our Pakistan”.

Tough questions

During the Q&A, senior politicians and heads of political parties appreciated the efforts of armed forces, but the army chief also faced some tough questions, especially from those lawmakers hailing from tribal districts.

They questioned the resurgence of the TTP and the previous government’s strategy of engaging them through dialogue.

A couple of MNAs also demanded action against those who facilitated the terrorist groups, at which the military leadership responded that there would be zero tolerance for such elements, the lawmaker said.

According to sources, Prime Minister Shehbaz Sharif praised the security forces for their sacrifices.

Sources quoted PM Shehbaz as saying that the previous government had wasted the anti-terror efforts and subsequently terrorism returned to the country.

On Thursday, Ali Wazir from South Waziristan while speaking in the National Assembly had declared that they would not allow any operation in the territory without “trial and conviction of those serving and retired army generals” who had helped these terrorists resettle in these areas.

Mr Wazir, who spent most of the time behind bars reportedly due to his anti-establishment speeches and actions, recalled that he had raised the matter with Shehbaz Sharif when he was brought from Karachi to attend meetings of the then opposition parties at the time of the no-confidence resolution against former prime minister Imran Khan.

The MNA claimed that not only the people and the parliament, but GHQ was also not taken into confidence about the agreements reached with the militants in Afghanistan for their resettlement in Pakistan.

Two bombers blow themselves up in Lakki Marwat operation
Another terrorist was killed in an exchange of fire, say police

Two suicide bombers blew themselves up while another terrorist was killed during a counter-terrorism operation carried out by police in Khyber-Pakhtunkhwa’s Lakki Marwat district on Monday, Express News reported.

The operation was launched by local police and Counter Terrorism Department (CTD) in Pahar Khel Thal, a village on the outskirts of Lakki Marwat, against terrorists.

During the operation, as many as three terrorists were killed including two suicide bombers who blew themselves up and another terrorist was killed in an exchange of fire with police officials.

Two CTD officials, Inspector Javed and ASI Irfan, were also injured in the gunfight with militants and shifted to Government City Hospital.

Earlier this month, eight terrorists were killed and two soldiers martyred in an intelligence-based operation in the Zarmilan area of South Waziristan district.

According to a statement issued by military’s media wing, the ISPR, on April 15, an “intense exchange of fire took place” between the security forces and terrorists during the operation.

“Our own troops effectively engaged the terrorists’ location. Resultantly, eight terrorists were sent to hell,” the Inter-Services Public Relations stated. Two soldiers – Lance Maik Shoaib Ali, 25, a resident of Parachinar in Kurran district, and Sepoy Rafiullah, 22, a resident of Lakki Marwat district – embraced martyrdom after fighting gallantly in the gun battle with militants, it dded.

“Weapons and ammunition were recovered from the slain terrorists, who remained actively involved in terrorist activities against the security forces and the killing of innocent civilians.”

'Sucide blast' rocks Swat CTD police station; 8 killed
Building collapsed as a result of blast, confirms Swat DPO; over 20 people injured

Police said Monday that eight policemen were killed and over 20 people injured in a "suicide attack" on a Counter-Terrorism Department (CTD) police station in Swat's Kabal.

Khyber Pakhtunkhwa Inspector General of Police Akhtar Hayat Khan said security officials were on "high alert" throughout the province.

Earlier, District Police Officer Shafi Ullah Gandapur (DPO) said there were two blasts inside the station, which destroyed the building.

CTD DIG Khalid Sohail said the building's collapse caused a power outage, the extent of which is yet to be determined.

The latest attack comes as Pakistan faces a rise in terrorism incidents, with militants targeting law enforcers in their new offensive. The security agencies have also ramped up operations against the terrorists.

At least a dozen people, including police officials, lost their lives in a powerful explosion inside the Kabal police station late on Monday evening.

According to hospital sources, at least 57 people — including three civilians — sustained injuries in the blast.

The explosion that rocked the police station, which reportedly occurred on the premises of the Counter Terrorism Department office, came hours after a raid by the CTD in Lakki Marwat resulted in the killing of three suspected militants.


District Police Officer Swat Shaf*iullah stated that the blast took place at about 8:20pm inside the police station. However, the nature of the explosion could not be independently confirmed by the time this report went to press.

Malakand DIG says explosion occurred at weapons depot; three suspected militants killed in Lakki Marwat

However, speaking to media persons later at night, DIG Malakand Nasir Mehmood Satti said the incident was not a result of any terrorist activity or suicide blast but “carelessness” as per the initial investigation. He said the explosion occurred at a weapon storage facility inside an old office of the Counter Terrorism Department on the premises of the police station.

The police officer, however, said a probe was still underway in light of emerging evidence.

20 trapped under rubble

The blast, which shattered the roof of the police station, the CTD office, and a mosque located inside the station, was also followed by a fire. According to senior police officials, at least 20 policemen were trapped under the roof, which collapsed due to the intensity of the explosion.

Imdad Khan, an injured policeman at Saidu Teaching Hospital (STH) said that he was inside the kitchen with other policemen when the powerful blast ripped through the building. “Portion of the kitchen building collapsed. A huge fire also erupted after the blast,” he told Dawn, adding that he heard multiple blasts.

In a comment on the number of blasts, the DIG said since the explosion occurred at the depot due to ammunition stored there, minor blasts also followed.

Emergency was declared in health facilities soon after the explosion and Rescue 1122 teams rushed to the spot. Security was put on high alert following the explosion and the area was cordoned off by law enforcement agencies.

Meanwhile, the Swat Olasi Pasoon announced a protest against the blast in Mingora today.

Three killed in Lakki

Among the three slain militants was the alleged killer of a retired military officer who was shot dead at his residence by armed men on Sunday.

“A total of three militants including Nouman, who had targeted retired colonel Muqarab Khan, were gunned down in an exchange of fire at the house of a militant commander Zubair of the Tipu Gul group in Paharkhel Tal area within jurisdiction of Lakki Marwat police station,” a senior CTD official disclosed.

The police said the ex-army officer, who had served in an intelligence agency, was receiving guests at his Hujra on the second day of Eidul Fitr when two unidentified armed men entered the Hujra and fired at him.

Col Khan was killed while the armed men who had held others in the Hujra hostage at gunpoint managed to escape from the scene, the officials said.

Law enforcement personnel attempted to chase the assailants but they sped away on a motorbike towards Darga, a riverine forest.

On Monday, the officials said, Bannu CTD personnel received information about a hideout of militants. As they reached the hideout, the militants opened fire on them, they said, adding that it seemed around 10 heavily armed militants were well prepared for the encounter.

“Three militants, including Nouman, were killed and another militant, Tehseenullah, sustained injuries,” a senior CTD official said.

However, he said, the CTD believed other militants had sustained injuries and could be present in the area terming it the reason why a search operation was launched in the area by police and the security forces.

The officials said Inspector Javed Iqbal and Constable Irfan of the CTD were seriously wounded and shifted to the Combined Military Hospital, Bannu, and Khalif Gulnawaz Hospital.

Senior CTD officials said that following the search operation, it was confirmed that an organised militant group was involved in the targeted killing of the retired military officer.

Police report rules out terrorism in CTD police station incident
Death toll rises to 16 while over 40 still under treatment, police confirm

The primary reason behind the explosions that killed at least 16 at a Counter Terrorism Department (CTD) police station in Swat was a short circuit in the ammunition depot, a report prepared after the initial investigations held by police stated.

At least 12 policemen were martyred in explosions that rocked the CTD precinct in Swat's Kabal on Monday. The casualties rose to 16 by the filing of this report, as some of the injured succumbed to their wounds, the police confirmed on Tuesday. Meanwhile, more than 40 people are currently undergoing treatment, with 10 of them in critical condition.

In the preliminary investigation report, the police claimed that there was "no evidence of an attack from outside" in the incident.

“There is a high possibility that the blast was caused by a short circuit as fire erupted in the armoury [a place where weapons are kept],” the police report stated.

CTD DIG Khalid Sohail during a media talk said that the ammunition caught fire due to negligence. He revealed that the incident took place in the old office of the CTD.

He also ruled out the possibility that the explosions were suicide attacks or other acts of terrorism.

"There was a store where we had a huge quantity of weapons, and until now we believe that there might have been some blast in it due to some carelessness," he said.

Sohail said the shock waves caused "the complete collapse of the building".

Jamaat-e-Islami (JI) Amir Sirajul Haq said on Tuesday that the explosion at the Counter-Terrorism Department (CTD) office in the Kabal area in Khyber-Pakhtunkhwa’s (K-P) Swat Valley was an act of terrorism, accusing the authorities of hiding the facts.

Addressing a ceremony in Mansoora, Lahore, Haq said that the people across the country were fed up with the hollow slogans of the rulers, while the so-called political parties were embroiled in personal interests and party feuds.

Police officials on Tuesday stated that a mysterious blast on Monday destroyed the CTD office in Kabal, Swat district. However, the police said that the blast was caused by the explosives inside the building, stressing that it was not an act of terrorism.

However, Haq rejected the official version of the incident. “The incident that took place in the CTD police station in Kabal was an act of terrorism which the government is trying to hide,” he said.

He said that bloodshed was continuing in the region for the past 20 years. “When will this bloodshed stop and when will the people will have peace? How long will people carry the bodies of their loved ones,” he asked.

“Not only Khyber-Pakhtunkhwa, the people in other parts of the country are also worried. The primary responsibility of the government is to protect the life and property of the citizens but the people are fed up with the false slogans of the rulers,” he added.
 
SEVEN TERRORISTS ARRESTED IN NORTH WAZIRISTAN IBO: ISPR

Security Forces conducted an Intelligence-Based Operation (IBO) in the general area of Miran Shah, North Waziristan district, ARY News quoted ISPR Monday.

According to the media wing of the armed forces, seven terrorists of the Hafiz Gul Bahadur Group were arrested from Miran Shah in the Intelligence-Based Operation.

A terrorist commander Mehtab aka Lala was also among the arrested terrorists. They were involved in terror activities against innocent civilians and security forces, the ISPR added.

The army’s media wing further said that the locals of the area appreciated the operation and expressed their full support to eliminate the menace of terrorism from the area.

Earlier today, a Tehreek-i-Taliban Pakistan (TTP) commander was killed in an intelligence-based operation (IBO) in Dera Ismail Khan.

Six Shia Muslims, including four teachers and two lower staff were killed in a shooting at a school in Khyber-Pakhtunkhwa’s Kurram district on Thursday in what appeared to be retaliation for an attack shortly before in which a Sunni Muslim teacher was shot dead, officials said.

Both incidents occurred in the Parachinar area near the border with Afghanistan, they said. The area is off limits to journalists and human rights activists, which makes it difficult to verify facts independently.

The teachers, who were at the school to perform examination duties, were inside the staffroom when unknown assailants opened fire on them. An emergency has been imposed in all hospitals of the area by the authorities.

The attackers are said to be still at large.

Contradictory accounts were given by regional authorities about the motive for the killings.

A statement from the provincial chief minister's office said it involved a property dispute, but the regional commissioner said sectarian antagonism appeared to be the cause.

The teacher killed in the first incident was a Sunni Muslim while those shot in the second attack at the school were Shias, the deputy commissioner, Saiful Islam, told Reuters.

"It is not clear whether the second incident was a reaction to the first one," he said, adding security has been heightened in an area already tense due to sectarian violence.

The tribal district has a majority Shia population who are often attacked by militant groups from the local Taliban movement.

Local police said they were gathering more information as they investigated the incidents.

Prime Minister Shehbaz Sharif strongly condemned the incident and expressed grief over the loss of lives in the deadly shooting.

In a statement, he condoled with the bereaved families and prayed to Almighty Allah for raising of ranks of the deceased in heaven. He also prayed for the early recovery of the injured and ordered provision of all possible medical assistance to the wounded.

The prime minister sought a report of the incident from the officials concerned.

Board examinations have been deferred for an indefinite period in Parachinar for now, announced the chairperson of Kohat’s education board, Samina Altaf. “The students inside the examination centre remained safe,” she said.

The chairperson further informed that board examinations in the rest of Kurram district and areas will be held as per schedule.

Pakistan’s tribal regions have long served as safe havens for terrorists. Proximity with Afghanistan, which has been wracked by a long deadly civil war, has made the tribal regions a potpourri of militants who frequently use the porous border between the two countries to sneak in and out to mount attacks in the two countries.

This tribal belt was the birthplace of the TTP, the umbrella of terrorist groups responsible for most militant violence in the country. Proximity with the tribal regions also rendered K-P vulnerable to TTP attacks.

Four days ago, tens of thousands of people took to the streets to protest against the ever-deteriorating law and order situation in Lakki Marwat district of K-P.

A large number of local residents including political workers of all parties, civil society, lawyers and students participated in the protest.

The call for protest was given by Olasi Pasawon Lakki Marwat after terrorists attacked a local college where the army was camped.

Punjab and KP governments had fixed Rs3 million each as his head money, said the KP police.

Afghanistan’s Acting Foreign Minister Amir Muttaqi on Monday requested the Pakistani government and the outlawed Tehreek-e-Taliban Pakistan (TTP) sit together for dialogue.

Speaking at the Institute of Strategic Studies in Islamabad, Muttaqi said that the Afghan Taliban had helped initiate negotiations between Islamabad and the TTP.

“We do not want any bloodshed and unrest on the land of Pakistan,” he maintained, adding that the two neighbouring countries face serious security and political challenges.

On the Afghan interim government’s ban on girls' education, the acting FM said that the Taliban never said that women's education was “un-Islamic” or it is “prohibited”.
 
Police on Monday confirmed that two girls' schools in Pakistan’s North Waziristan district were blown up late on Sunday night.

No group has as yet taken responsibility for the explosions, District Police Officer Saleem Riaz said.“This is a militant act,” Riaz said, adding that no one was hurt in the attacks as they took place late at night. He said the cases would be lodged under anti-terrorism laws.

The overall security situation across the country remained stable for many years following the Zarb-e-Azb Operation, with most militant leaders and fighters fleeing to neighboring Afghanistan, but attacks have picked up since late last year.

22 hurt in attack on security convoy in DI Khan

At least 22 security personnel were injured when a suicide bomber on a motorbike targeted a convoy in the Chehkan area, within the jurisdiction of Sadar police station, on Saturday.

“As per information, the said blast was a suicide attack in which an unknown suicide bomber riding on a motorbike blew himself up on the convoy of security forces,” official sources said, adding that as a result of the attack, at least 22 personnel of the security forces have been injured.

No official statement was received from the military’s media wing, Inter-Services Public Relations (ISPR) until going to print.

Official sources said that the convoy was en route to Minza area in South Waziristan district when it came under attack. The area was promptly cordoned off following the suicide attack.

“They injured personnel were shifted to Combined Military Hospital in Dera Ismail Khan, where two of them are reported to be in critical condition,” the official said.

According to police sources, the convoy was attacked near the Wana petrol pump. The sources added that the suicide bomber approached from the rear, passed through the convoy and detonated himself in front of the fourth vehicle in the convoy.

“It is likely that the suicide bomber was waiting for the convoy of the security forces at the petrol pump, which is approximately 400 metres away from the site of the attack,” they said.

Key militant commander gunned down in Darra

A key militant commander and his two associates were gunned down by security forces in an intelligence-based operation (IBO) carried out in district Kohat’s Darra Adam Khel area, official sources said.

Officials said that the security forces planned the operation following intelligence about presence of the banned outfit Tehreek-i-Taliban ******tan’s (TTP) commander Zafar Khan alias Zafari, adding that the agencies and security forces adopted unconventional operational procedures based on corroborated intelligence.

Officials sources said that Zafari, also a former member of Tehreek-i-Tali*ban Afgha*nistan (TTA), was involved in 26 grenade attacks in Pakistan, adding that the banned outfit’s comma*nder was based in Afgha*nistan and had moved to Peshawar on May 22.

“Zafari was involved in dozens of terrorist attacks against security forces, coal contractors, businessmen and influential people and had collected over Rs100 million in extortion and kidnapping for ransom,” official sources told Dawn.

They said Zafari along with Hasan Khan from Dara Adam Khel and Anas alias Ali, a resident of Nangarhar, Afghanistan, besides other militants were gunned down during the operation.

“Khan was a sniper expert and an expert in grenade attacks and was a part of Tehreek-i-Taliban Afghanistan from 2019 to 2021,” official sources said, adding that he had joined Tariq Gidar group, another Darra Adam Khel-based banned TTP’s group, in 2022 and had visited Afghanistan’s Nangrahar province multiple times.

The officials also said the third militant killed in the operation was Anas. “Anas too was a sniper expert and was also involved in attacks against security forces in districts North Waziristan and South Waziristan,” official sources said.

Eight terrorists killed in two IBOs in K-P: ISPR

The security forces conducted intelligence-based operations (IBOs) in two districts of Khyber-Pakhtunkhwa on Thursday which resulted in the killing of eight terrorists and apprehension of five terrorists and their facilitators, the military said in a statement.

"During conduct of first operation in general area Jani Khel, Bannu district, intense fire exchange took place between own troops and terrorists. Resultantly, six terrorists were killed while five were apprehended, the military's media wing, Inter-Services Public Relations (ISPR), said.

“These terrorists were involved in numerous terrorist activities against security forces, including facilitation of motorcycle-borne suicide attack on a military convoy at Jani Khel on August 31, in which nine brave sons of soil laid their lives,” it shared.

Meanwhile, in another operation in general area Datta Khel, North Waziristan district, two terrorists were also killed in a fierce encounter between security forces and the terrorists.

 
A police head constable was martyred after a group of terrorists attacked a Punjab Highway Patrolling Post in Mianwali. A crossfire also left two terrorists dead, and another severely injured.

According to a Punjab Police spokesman, a group of more than 10 terrorists attacked Eisa Khel Kundal patrolling post in early hours.

An exchange of fire took place between the suspects and Punjab police officials who foiled an attempt of the suspects to enter the patrolling post's building.

The firing left two suspects dead and PHP head constable Haroon Khan martyred. Khan suffered bullet wound in his eye.

The spokesman further said the gun battle ensued for about four hours and members of PHP and the counter-terrorism department (CTD) officials repulsed the attack.

Punjab police chief Dr Usman Anwar said the deceased suspects were involved in terrorists activities across the country. He said a hunt had been launched to trace the runaway suspects.

He said Punjab police along other security forces were fighting the terrorists, adding CTD has so far conducted 130 intelligence-based operations.

The Punjab police were put on high alert to protect life and property of the masses, the Punjab IG said.

The IG left for Kundal in morning. He will attend the funeral of the martyred cop.

A spike in terrorism has recently been witnessed in recent days as terrorists are either attacking law enforcement agencies or committing suicide attacks.

On Friday, two suicide bombings in Balochistan's Mastung and Khyber Pakhtunkhwa's Hangu had left 64 martyred and over 75 injured.

Suspects identified.

The Punjab Counter-Terrorism Department (CTD) identified the deceased suspects as Zubair Nawaz and Muhammad Khan of of TTP-Tipu Group. Zubair was the brother of Lakki Marwat TTP Ameer Arshad Nawaz.

The bodies were identified with the help of intelligence agencies and latest software technology.

A former army officer police driver Amirzada was martyred while an army officer was injured in a remote bomb attack on a police van in Elm Pahari district of Khyber Pakhtunkhwa.

Weapons and ammunition were also recovered from these terrorists, who remained actively involved in terrorist activities against security forces and target killing of innocent civilians in the area.

In another incident, an Improvised Explosive Device (IED) exploded in area of Sarwekai, South Waziristan District and resultantly two brave soldiers; Sepoy Banaras Khan (age: 23 years, resident of District Orakzai) and Sepoy Abdul Karim (age: 23 years, resident of District Khyber), embraced Shahadat.

3 terrorists killed as attack on training air base in Mianwali foiled: ISPR
The Pakistan Army in the early hours of Saturday foiled a terrorist attack on the Mianwali Training Air Base of the Pakistan Air Force, the military’s media wing said.

The development comes on the heels of a series of incidents that left at least 17 soldiers martyred in Balochistan and Khyber Pakhtunkhwa.

They include a militant attack in Gwadar, a remote-controlled bomb explosion in Dera Ismail Khan and a security operation in KP’s Lakki Marwat. A fourth incident, another remote-controlled blast in Dl Khan, had left five people dead and at least 24 injured, including police officials.

In a statement today, the Inter-Services Public Relations said: “On Nov 4, 2023, in the early hours of the day, Mianwali Training Air Base of Pakistan Air Force came under a failed terrorist attack which, Alhumdollilah, due to the swift and effective response by the troops, has been foiled and thwarted, ensuring the safety and security of personnel and assets.”

It further said that three alleged terrorists were “neutralised while entering the base while remaining three terrorists have been cornered/isolated due to timely and effective response by the troops”.

“However, during the attack, some damage to three already grounded aircraft and a fuel bowser also occurred,” the ISPR said.

Vowing to remain committed to “eliminating menace of terrorism from the country at all costs”, the military added: “A comprehensive joint clearance and combing operation is in final stages to completely clear the area.”

In an afternoon update, the military confirmed that the “combing and clearance operation at PAF Training Airbase Mianwali has been concluded and all nine terrorists have been sent to hell”.

It added that the operation was launched to “eliminate any potential threat in the surrounding area following the cowardly and failed terrorist attack on the base this morning”.

The ISPR further said that no damage had been done to any of the PAF’s functional operational assets, while only some damage was done to three already phased-out non-operational aircraft during the attack.

“The prompt and professional conclusion of the operation serves as a stark reminder to all enemies of peace that Pakistan’s armed forces remain vigilant and are fully capable of defending the homeland from any threat,” the statement asserted.

In the earlier statement, it said that “some damage to three already grounded aircraft and a fuel bowser also occurred” during the attack and that it had launched a “comprehensive joint clearance and combing operation” to clear the area of terrorists.

The Tehreek-i-Jihad Pakistan (TJP), a newly emerged militant group that is an affiliate of the Tehreek-i-Taliban Pakistan (TTP), claimed responsibility in a statement to media.

 
Two killed in KP attack

LAKKI MARWAT: Two youngsters were killed and three others injured in a hand grenade attack by rivals in the Walai Sagai area of Lakki Marwat district on Sunday, according to police.

Niaz Gul, his wife and three sons were working in the fields when their rivals, identified as Naseeb, Shafiullah and Khaliq, armed with assault rifles and hand grenades, came there.

As per the police, the suspects hurled hand grenades, which exploded near the victims. Mr Gul’s two sons, Saeed Zaman,17 and Armanullah, 5, were killed on the spot.

The patriarch, his wife Gul Pari Jana and son Jasimullah were injured in the attack.

Mr Gul told the police that after the attack, his relatives arrived at the site and shifted his family to a hospital in Tajori town.

He said his family had an old enmity with the attackers over a murder case. A case has been registered against the assailants, and an investigation has been started, the police said.

Militant attack on KP’s Karak police station repulsed

KOHAT: The police repulsed a rocket and gun attack on Khurram Muhammadzai police station in Karak district’s Banda Daud Shah tehsil on Tuesday night, forcing militants to flee, officials said on Wednesday.

However, they said a constable was injured when a splinter from a wall struck him.

Karak district police officer Sajjad Ahmed Khan and DSP Nazir Hussain said that the militants attacked the police station from its backside.

Following the attack, they said a police contingent along with a squad of Quick Response Force was sent to the area, and the personnel gave a ‘befitting’ response to the attackers, forcing them to flee.

They said that militants had come from Bannu side after crossing a mountainous terrain. They added that there were nine cops present inside the police station, who were alert to the looming danger following a spate of attacks on police in southern Khyber Pakhtunkhwa.

DSP Nazir told Dawn on phone that eight to 10 militants attacked the police station with heavy and light weapons at around 12.30am. He said that additional force was sent from the nearby police stations to Khurram Muhammadzai.

Later, he said announcements were made from mosque loudspeakers, after which 250 to 300 local residents came for help of law enforcers. He said that the police cordoned off the area and launched a search and clearance operation.

DSP Nazir said that militants fled after they faced ‘stiff’ resistance from inside the police station.

DPO Ahmed said the people by providing timely response had proved that the terrorists were their common enemies, who wanted to create a law and order situation.

He said the police were vigilant and capable of giving prompt response to such cowardly acts by the enemies of the country.

The Counter-Terrorism Department registered a case against unknown attackers and started investigations.

At least one person has been killed, and multiple are injured in an attack on a oil and gas company in the Darazinda area of Dera Ismail Khan, on Monday.

In another incident earlier, two police officials were martyred and three injured on Tuesday when unidentified perpetrators attacked the camp of a private oil and gas drilling company in Dera Ismail Khan.

According to Express News, the martyred policemen were identified as Arif and Ali, while the injured were identified as ASI Alam Sher, Fazl Shah, and Attaur Rehman.

The injured were shifted to a hospital, with one of them in critical condition.

DSP Asghar Ali Shah said the perpetrators targeted the police personnel stationed at the camp of Alhaj Oil and Gas Private Drilling Company.

Law enforcement authorities cordoned the area and initiated searches for the unidentified attackers who managed to flee the site.

Soldier martyred in KP blast, three ‘terrorists’ killed

PESHAWAR: A soldier embraced martyrdom in an improvised explosive device blast in North Waziristan, while separate intelligence-based operations in Dera Ismail Khan and South Waziristan districts left at least three ‘terrorists’ dead.

Soldier Shahzeb, a resident of Rawalpindi, was martyred in an IED attack in Gharyoum area of North Waziristan district, Inter-Services Public Relations, military’s media wing, said in a statement on Tuesday.

The ISPR stated security forces conducted an intelligence-based operation in Kuluchi area of Dera Ismail Khan and two ‘terrorists’ were killed in an exchange of fire with security forces.

Another “terrorist” was killed on a separate operation conducted in Kot Azam area of South Waziristan district, it stated.

It added that weapons and ammunition were also recovered from the deceased, who had been actively involved in terrorist activities against security forces and innocent civilians.

“Sanitisation operations are being carried out to eliminate any terrorists present in the area as the security forces of Pakistan are determined to wipe out the menace of terrorism and such sacrifices of our brave soldiers further strengthen our resolve,” it said.

Bannu blast toll rises to two, ISPR says attacker identified

PESHAWAR: The death toll from Sunday’s suicide attack on a security convoy in Bannu increased to two on Monday and the military identified the attacker as an Afghan national.

Ten people were injured in the incident while the attacker was identified as an Afghan national affiliated with Hafiz Gul Bahadur Group, according to a statement released by the Inter-Services Public Relations.

The attacker was riding a motorcycle laden with explosives and detonated it near the security forces’ convoy, ISPR said.

Two civilians were martyred in the attack, while the injured included three soldiers, it added.

Law enforcement agencies claimed that a document recovered from the scene of the attack identified the perpetrator as an Afghan citizen. The attacker was carrying ‘Tazkira’, the identity document for Afghan citizens, as per official sources.

“Sanitisation operation is being carried out to eliminate any other terrorists found in the area,” the ISPR added.

Earlier on Sunday, officials said the attack, which targeted a vehicle carrying security personnel from Miramshah, left one person dead. He was later identified as Ashraf Ali of Mamandkhel. The deceased and injured were taken to Combined Military Hospital and District Headquarters Hospital in Bannu.

US extends support to Pakistan amid TTP threat

ISLAMABAD: The United States has thrown its weight behind Pakistan in the wake of renewed threat posed by banned Tehreek-e-Taliban Pakistan (TTP), as the key aide of President Biden has said his country stands with Pakistan.

The support from the US came at a time when Pakistan is grappling with increased terrorist attacks being perpetrated by the TTP from across the border in Afghanistan.

US special Representative for Afghanistan Tom West flew to Pakistan earlier this week and held talks with Foreign Minister Jalil Abbas Jilani, Army Chief General Syed Asim Munir and other officials.

Before wrapping up his three-day visit, the US pointman for Afghanistan on Saturday in a statement acknowledged the "grave threat" posed by the TTP to Pakistan.

"Departing Islamabad after productive two-day visit. Important conversations with [Caretaker Foreign Minister] Jalil Jilani, Chief of Army Staff General Syed Asim Munir, and Asif Durrani[Pakistan's Special Representative to Afghanistan], and MOI Secretary Durrani about grave security challenges posed by TTP as well as imperative to protect Afghan refugees," he wrote on X (formerly Twitter).

"The United States stands with Pakistan against terrorism in the region," he added.

Official sources said the US special envoy assured all out support to Pakistan to deal with the TTP threat.

However, Washington is not convinced with Pakistan's hardline stance particularly repatriation of undocumented Afghans living in the country.

The US feels that this approach may not work as Afghan Taliban are unlikely to move against the TTP.

Nevertheless, the US shares Pakistan's frustration as it believes that any country facing such terrorist attacks would respond robustly.

The number of terrorist attacks has gone up since the return of Afghan Taliban to power in August 2021.

There has been 60 per cent increase in terrorist attacks while suicide attacks have gone up by 500 per cent.

As tensions between Pakistan and Afghanistan deepen, there are concerns this situation would only complicate the Afghan problem.

One of the major issues the US envoy discussed with Pakistani authorities is the deportation of undocumented Afghans.

"We are also grateful for close communication with Islamabad re: refugee protection issues, including collaboration with IOs and humane and dignified treatment," Tom West said in a statement.

West said he spent "valuable time" with leadership of UNHCR and IOM in Islamabad, discussed their support for the most vulnerable and at-risk Afghans.

"Proud that US has contributed $77M to UNHCR this year for these efforts, and $9M to IOM to respond to recent earthquakes," according to the US special envoy.

He also met "courageous Afghan refugees" to hear about their lives first-hand. "Admire their courage under wrenching circumstances. We call for their protection and thank UNHCR, IOM, other partners for their efforts."

Washington is keen to ensure that Afghans who worked for the US during its military campaign in Afghanistan are spared in Pakistan’s drive against undocumented Afghans.

It is believed that both sides have made progress to work out a mechanism under which such Afghans are relocated to the US in shortest possible time.
 
Three policemen were martyred and 16 were injured as terrorists rammed an explosive-laden car into a police station in Dera Ismail Khan (DI Khan), ARY News reported on Tuesday.

The terrorists, according to the police, hit a car full of explosives at the main gate of the DI Khan’s Daraban police station main gate. As a result, three cops named Havaldar, Riyasat and Sepoy Zulfiqar were martyred.

Police also gunned down two terrorists during an exchange of fire as they tried to enter the premises.

They added that the police station’s roof collapsed after the attack.

The injured were shifted to DI Khan Hospital, police said, adding that the Daraban Tehsil has been completely cordoned off. Heavy contingents of police have reached the spot.

Pakistan contemplates retaliation after DI Khan attack


Pakistan is contemplating a serious retaliation in response to today's terrorist attack in Dera Ismail Khan, the deadliest against security forces in years, resulting in the martyrdom of two dozen soldiers.

If official sources are to be believed, Pakistan is likely to take some "drastic and decisive" actions against the terrorist group involved in the attack.

"Pakistan will not let go the perpetrators of this heinous attack unpunished," a source familiar with the development told The Express Tribune on Tuesday.

The Inter-Services Public Relations (ISPR), earlier in the day, stated that a group of six terrorists attacked a security forces’ check post in the Daraban general area in the early hours of Tuesday.

“The attempt to enter the post was effectively thwarted which forced the terrorists to ram an explosive-laden vehicle into the post, followed by a suicide bombing attack," according to the military's media wing.

“The resulting blasts led to the collapse of the building, causing multiple casualties; 23 brave soldiers embraced shahadat, while all six terrorists were effectively engaged and sent to hell,” the ISPR added.

Tehreek-e-Jihad Pakistan (TJP), a group that only emerged on the scene in February this year, took responsibility of the DI Khan attack.

Observers speculate that the proscribed Tehreek-e-Taliban Pakistan (TTP) might be linked to the TJP, which is employing the strategy of utilising a hitherto unfamiliar group to mitigate potential repercussions.

The attack in DI Khan happened despite Pakistan issuing a clear warning to the Afghan Taliban last month to rein in terrorist sanctuaries.

The Afghan government was told following the Bannu attack that any future terrorist incident having links with the neighbouring country would invite a robust response from Pakistan.

Islamabad demands Kabul action after DI Khan terror attack


As the cross-border attacks witness a new spike, Pakistan on Tuesday called on incumbent Afghan rulers to ensure accountability of those involved in the deadly Dera Ismail Khan attack, resulting in the martyrdom of over 20 security personnel.

At least 23 soldiers embraced martyrdom when militants rammed an explosive-laden vehicle into a Pakistani military base, the army said, in an attack claimed by affiliates of the banned Tehreek-e-Taliban Pakistan (TTP).

The suicide squad of six terrorists — all of whom were killed later — attacked the outpost in the DI Khan district of Khyber Pakhtunkhwa (KP) province — near the Afghan border — in the early hours of Tuesday, the military’s media wing said in a statement.

In response, Foreign Secretary Syrus Sajjad Qazi summoned Afghanistan’s top diplomat in Islamabad to deliver Pakistan’s strong demarche.

“The attack[‘s] responsibility has been claimed by the Tehreek-e-Jihad Pakistan, a terrorist group affiliated with the TTP,” the Foreign Office said in a statement.

The statement mentioned that the envoy was asked to immediately convey to the Afghan interim government to fully investigate and take stern action against the perpetrators of the recent attack.

Qazi demanded that the Afghan government, while publicly condemning the terrorist incident at the highest level, take immediate verifiable actions against all terrorist groups — including their leadership — and their sanctuaries.

The foreign secretary further said the neighbouring nation should apprehend and hand over the perpetrators of the attack and the TTP leadership in Afghanistan to the Pakistani government.

“[They] should also take all necessary measures to deny the persistent use of Afghan soil for terrorism against Pakistan,” the statement mentioned.



 
DI Khan attack: FIR registered against unidentified terrorists

The first information report of the Dera Ismail Khan attack was filed on Wednesday at the Counter Terrorism Department police station, DI Khan Region I in Khyber Pakhtunkhwa.

The report named unidentified members of the outlawed TTP and their mastermind as the suspects behind the attack.

The FIR invoked Section 7ATA (Punishment for acts of terrorism) and Section 302 (Punishment of qatl-i-amd), Section 324 (Attempt to commit qatl-i-amd), and Section 353 (Assault or criminal force to deter public servant from discharge of his duty).

The report also invoked Section 3 (Punishment of offences committed beyond, but which by law may be tried within Pakistan), Section 4 (Extension of Code to extra-territorial offences), Section 5 (Certain laws not to be affected by this Act), Section 148 (Rioting, armed with deadly weapon), Section 149 (Every member of unlawful assembly guilty of offence committed in prosecution of common object), and Section 427 (Mischief causing damage to the amount of fifty rupees) of the Pakistan Penal Code.



 
The Foreign Office (FO) urged the Afghan government on Thursday to take ‘decisive action’ against the culprits of the Dera Ismail (DI) Khan terrorist attack, and hand them over to Pakistan.

In a weekly media talk, FO spokesperson Mumtaz Zahra Baloch said that her office acknowledges the Afghan government's stance to conduct an inquiry into the December 12 terrorist attack.

“Afghanistan must apprehend the offenders of this brutal attack and along with the Tehreek-e-Taliban Pakistan (TTP) leadership, turn them over to Pakistan,” Baloch stated, adding that the nation expects the government in Afghanistan to take solid and certifiable measures to prevent their country’s soil from being used by terrorist organisations.

Accepting the messages of condolences and compassion from the United Nations Security Council (UNSC), the FO spokesperson said that they maintained that the TTP-affiliated Tehreek-e-Jihad (TJP) was registered in the ISIL (Da’esh) and Al-Qaida Sanctions Committee by the UNSC.

“UNSC has called on states to collaborate with the Government of Pakistan and the concerned authorities,” Baloch informed. She added that the UNSC members have emphasised the necessity to hold the assailants, sponsors and facilitators of the DI Khan attack accountable.

Responding to a journalist’s question at the press talk, the FO spokesperson firmly rejected reports of Pakistan being in talks with the TTP and maintained that the country was neither communicating with any ‘third party’.

On December 12, at least 23 soldiers were killed when militants rammed an explosives-laden truck into a security forces post in Khyber-Paktunkhwa's Dera Ismail Khan district.

The military's media wing, Inter-Services Public Relations (ISPR), said that the terrorists rammed the vehicle after their attempts to gain entry were "effectively thwarted".

The car bomb was followed by another suicide attack, leading to the collapse of the building, causing multiple casualties. Six terrorists were also killed in the attack,
the ISPR maintained.

TANK: A policeman was martyred and another was injured when terrorists attacked Tank Police Lines in Khyber Pakhtunkhwa, ARY News reported on Friday.

According to details, a group of terrorists attacked Tank Police Lines with the latest weapons. As a result, a cop embraced martyred while fighting the terrorists and other sustained injuries.

One of the terrorists was also gunned down in the fierce exchange of fire. Heavy contingents of police have surrounded the Tank Police Lines.

At least three police personnel were martyred during an attack by terrorists in Khyber-Pakhtunkhwa’s (K-P) Tank on Friday, the military said.

According to Inter-Services Public Relations (ISPR), five terrorists including a suicide bomber attempted to attack the Police Lines in Tank city, however, brave policemen offered stiff resistance.

It said that the security forces in the vicinity were immediately mobilised to support the police force and in the ensuing operation, all five terrorists were killed.

However, during the intense fire exchange with the terrorists, three brave policemen, having fought gallantly, embraced martyrdom.

ISPR said that the effective response of the policemen is a testament to their unrelenting resolve in the fight against terrorism. “Pakistan’s security forces stand shoulder to shoulder with other law enforcement agencies to ensure peace and stability in the country,” it added.

The province of K-P has seen a recent surge in terror attacks. In one of the worst terror attacks on army troops in years, six terrorists attacked a security forces check post in the Daraban area of DI Khan earlier this week on Tuesday.

“The attempt to enter the post was effectively thwarted which forced the terrorists to ram an explosive-laden vehicle into the post, followed by a suicide bombing attack," said the Inter-Services Public Relations (ISPR).

“The resulting blasts led to the collapse of the building, causing multiple casualties; 23 brave soldiers embraced shahadat, while all six terrorists were effectively engaged and sent to hell,” the ISPR added.

The Tehreek-e-Jihad Pakistan (TJP), a group that only emerged on the scene in February this year, claimed responsibility for the DI Khan attack.

Following the DI Khan attack, Islamabad demanded that Kabul investigates the attack and take stern action against perpetrators of the recent attack, publicly condemn the terrorist incident at the highest level, take immediate verifiable actions against all terrorist groups.

However, the interim Taliban regime in Afghanistan said the Afghan government is open to investigating the deadly attack in DI Khan, asserting that the Pakistani military should have prevented such incidents on its territory.

"If they ask for an investigation, if they share the details with us, we will do the investigation, said Zabiullah Mujahid. He emphasised that the incident had no connection with Afghanistan, dismissing Islamabad's claim as baseless

Last week, the United States threw its weight behind Pakistan in the wake of the renewed threat posed by the banned Tehreek-e-Taliban Pakistan (TTP), as the key aide of President Biden said his country stands with Pakistan.

The support from the US came at a time when Pakistan is grappling with increased terrorist attacks being perpetrated by the TTP from across the border in Afghanistan.

US Special Representative for Afghanistan Tom West flew to Pakistan earlier this week and held talks with Foreign Minister Jalil Abbas Jilani, Army Chief General Syed Asim Munir and other officials.

Before wrapping up his three-day visit, the US pointman for Afghanistan, in a statement, acknowledged the "grave threat" posed by the TTP to Pakistan.

TTP ‘terrorist’, aide killed in Chiniot operation

LAHORE/CHINIOT: An alleged Tehreek-i-Taliban Pakistan (TTP) terrorist hiding since 2011 with a head money of Rs2.5 million and his accomplice were killed during an operation in a Chiniot village late Friday night, the Counter Terrorism Department (CTD) of police claimed on Saturday.

According to a CTD spokesperson, the TTP terrorist Ghazanfar Nadeem was involved in more than 50 murders and an attack on an intelligence agency office in Faisalabad.

During the action, the spokesperson said, militant and his accomplice resisted, leading to an exchange of fire which led to the killing of the two militants.

Modern weapons and explosives were recovered from their hideout.

Their bodies were shifted to the DHQ Hospital for autopsy.

According to the CTD, the militant was involved in 11 major terrorist operations, including an attack on ISI offices in Faisalabad, a suicide attack in Dera Ismail Khan and a sectarian killing.

The CTD said that the elimination of the figure was expected to result in a noticeable decrease in terrorist activities. The CTD has been undertaking operations province-wide in response to terror threats, making arrests and neutralising criminal elements through IBOs in recent months.
 
Pak, TTP were close to a deal, claims Afghan FM

ISLAMABAD: Interim Afghan Foreign Minister Amir Khan Muttaqi has claimed that most of the issues between Pakistan and the banned Tehreek-e-Taliban Pakistan (TTP) had been sorted out and that both were close to striking a deal but Islamabad backed out.

Muttaqi made these claims during a conversation with Senator Mushahid Hussain Syed in Tehran on the sidelines of the conference on Palestine hosted by Iran.

Mushahid, who represented Pakistan at the conference, told The Express Tribune here on Monday on his return from Tehran that he had a detailed informal discussion with Foreign Minister Muttaqi over dinner.

"I didn’t represent the government while talking to Mr Mutaqqi," he clarified, adding that the conversation was based on my informal interaction with the Afghan foreign minister in Tehran, whom he knew from his journalistic days when he was the information minister.

The focus of the discussion was on the current state of relationship between Pakistan and the Afghan Taliban on the issue of the banned TTP, according to Mushahid.

The Afghan foreign minister told the Pakistani politician that his country was keen to resolve all issues with Islamabad through dialogue.

Muttaqi said after a series of meetings between Pakistani officials and the TTP leadership, majority of the issues were sorted out. Both sides were close to striking a deal brokered by the Afghan Taliban, according to Muttaqi.

The only outstanding issue was the merger of erstwhile Federally Administered Tribal Areas (Fata). The TTP wanted the reversal of Fata merger. However, Muttaqi claimed Pakistan backed out of the talks and hence the stalemate.

Pakistani officials, nevertheless, blamed the TTP for using the talks to regroup.

Islamabad set clear conditions for the TTP for any deal. Those include accepting the writ of the state, adhere to the Constitution and law and complete disarmament. Pakistan termed the Fata merger a redline.

Giving his sense of the interaction with Muttaqi, Mushahid said some points were noteworthy.

"First, reflecting Afghan pysche, Mr Mutaqqi made it clear that ‘Afghanistan instinctively reacts negatively to pressure and rejects any intimidation or threats from anyone’."

He jokingly quoted an Afghan saying that “Afghans react adversely to any pressure and you can’t force an Afghan to even go to Paradise under pressure”!

"Secondly, based on my conversation with Foreign Minister Mutaqqi, an important but disturbing takeaway is that there seems to be an absence of any high-level channel of communication between the top leadership in Islamabad & Kabul, hence serious issues get embroiled in recriminations, blame game & finger pointing, which is a major failure for relations amongst two close neighbours with shared interests," Mushahid noted.

"In other words, our most important foreign policy relationship is now reduced to having a ‘dialogue of the deaf’! As Mr Mutaqqi told me: ‘please don’t overreact on incidents or accidents, as these do not emanate from any policy from our side, and suddenly these accidents become a pretext for closure of the border, as cross-border trade & commerce and human movement should be delinked from incidents or accidents."

In a tweet, Mushahid wrote: "Great meeting over dinner with Afghan Foreign Minister Amir Khan Muttaqi, he’s warm & positive towards Pakistan & keen to settle contentious issues through dialogue; however, in his soft, low-key style, he made it clear: ‘Afghan people may be poor but they have pride & they don’t like being pressured or threatened by anyone, as the USSR & USA discovered to their lasting regret’!"
 
TTP aimed to control former FATA: official

ISLAMABAD: Strongly refuting the Afghan foreign minister's claims that Pakistan withdrew from a deal with the outlawed Tehreek-e-Taliban Pakistan (TTP) at the last minute, a high-ranking Pakistani official has disclosed that the terrorist group sought to assert control over parts of the erstwhile tribal areas.

During an informal exchange between Afghan interim Foreign Minister Amir Khan Muttaqi and Senator Mushahid Hussain Sayyed at the Palestine Conference in Tehran last week, Muttaqi alleged that most of the issues between Pakistan and the TTP were resolved in 2022.

He contended that the only remaining point of contention was regarding the merger of the former Federally Administered Tribal Areas (FATA). According to Muttaqi, Pakistan withdrew when both sides were on the verge of finalizing an agreement.

However, an official familiar with the matter dismissed Muttaqi’s statement as absurd, stating that the Afghan diplomat’s narrative lacked veracity. Speaking to The Express Tribune on Wednesday, the official, speaking on condition of anonymity due to the subject’s sensitivity, explained that the talks collapsed due to unreasonable and unconstitutional demands by the TTP.

The official elucidated that under the guise of negotiations, the terrorist group aimed to establish its own ‘empire’ within the former tribal areas, with tacit support from the Afghan Taliban. “Should we yield our territory to these terrorists? Absolutely not,” the official asserted, placing blame on the Afghan Taliban government for the current impasse in bilateral relations.

Another factor that hindered the progress of the talks was Pakistan’s realization that the TTP was using the dialogue as a pretext to reorganize. Despite the ceasefire announcement, terrorist attacks by the TTP continued unabated.
The official emphasized that Pakistan had provided ample time to the Afghan Taliban to neutralize the TTP threat.

“We presented evidence and shared the whereabouts of TTP terrorists within Afghanistan. However, despite these efforts, the Afghan Taliban made mere promises and failed to take substantive action against the TTP,” the official added.

The official stated that Pakistan has now adopted a clear stance: "There will be no negotiations with terrorists."
According to the official, the Afghan Taliban must take verifiable action against the TTP and its associates. The results of these actions should manifest in a reduction of cross-border terrorist attacks. Without such progress, Pakistan cannot maintain ‘business as usual’ with Afghanistan.

Relations between Pakistan and Afghanistan have deteriorated significantly in recent months, leading to a lack of high-level communication between Islamabad and Kabul. Pakistan’s Permanent Representative to the UN Ambassador Munir Akram, in a policy statement last week, asserted that any engagement with the Afghan Taliban should hinge on their actions against all terrorist groups, including the TTP.

This marks a notable shift from Pakistan's earlier stance, where Islamabad urged the international community to engage with the Afghan Taliban government.

 
Militants set Bannu girls school on fire

LAKKI MARWAT: Suspected militants torched a government higher secondary school for girls in Kotka Mambati Barakzai area of Bannu on Thursday night.

A police official said the school was located in Miryan tehsil. He added the attackers set the science lab and equipment dumped there on fire.

The official said the laboratory and staffroom along with furniture and other objects were destroyed. He added the militants also took away the solar power system and other goods with them, leaving behind a note affixed to the school gate, warning of dire consequences if it was opened.

Schools in the area are closed for winter vacation.

It is the first school having been set ablaze in the district since the surge in militant attacks when a ceasefire between the government and outlawed Tehreek-i-Taliban Pakistan ended last year.

Following the incident, the police reached the school and collected evidence from the site, the official said, adding investigations were underway to trace the attackers.
 
Security forces killed five terrorists in an Intelligence Based Operation (IBO) in Mir Ali area of North Waziristan district, the Inter-Services Public Relations (ISPR) said in a statement on Saturday.

According to the army’s media wing, an operation was carried out on information about the presence of terrorists in Mir Ali.

The killed terrorists included Commander Rahzeb alias Khoray, according to the ISPR.

“The killed terrorists remained actively involved in numerous terrorist activities against security forces,” it said, adding that terrorists were also involved in extortion and target killings of innocent civilians.

Weapons and ammunition were also recovered during the operation, the ISPR said.

“Sanitization operation is being carried out to eliminate any other terrorist found in the area as the security forces are determined to wipe out the menace of terrorism from the country,” the military’s media wing said.

On Thursday, the participants of reiterated the Pakistan Army’s resolve to defend the sovereignty and territorial integrity of Pakistan against direct and indirect threats.

The gathering was briefed on the prevalent geostrategic environment, challenges to national security and the armed forces’ strategy in response to the evolving threat. The sanctuaries and liberty of action available to the terrorists of the proscribed TTP and other groups of that ilk in a neighbouring country, and availability of latest weapons to the terrorists were noted as serious points of concern, impacting the security of Pakistan.

The officers resolved that all terrorists, their facilitators, and abettors, working at the behest of hostile forces to destabilise Pakistan, would be dealt with the full might of the state.

Amid increasing terror attacks, 2023 was a deadly year for Pakistan as more than 1,000 civilians and security forces officials were killed, compared with 566 terrorists killed during the outgoing year.

The security forces conducted as many as many as 18,736 intelligence-based operations (IBOs) across the country killing 566 terrorists and some 5,161 were arrested, a report showed.

Meanwhile, the authorities took effective measures to bolster national defence and security against terrorism, and took timely action against the terrorist, the report added.

The report highlighted the involvement of Afghanistan-based terrorists in the terror activities carried out against Pakistani nationals in the country.

According to the report, effective operations of the intelligence agencies resulted in the surrender of Gulzar Imam alias Shambay and Sarfraz Ahmed Bungulzai, commanders of the banned Baloch National Army.

The report revealed that as many as 15,063 intelligence-based operations were conducted in Balochistan in which 109 terrorists were killed and 447, the highest among the four provinces, were killed in a total of 1,942 IBOs in KP.

Likewise, 190 IBOs were conducted in Punjab, 14 in Gilgit-Baltistan, and 1,987 in Sindh in which 10 terrorists were killed.

More than 1,000 Pakistanis were killed in terror attacks during 2023, out of which around 260 were officers and soldiers of the Pakistan Army while hundreds of civilians were the victims of terror attacks.
